Giovanni Demaria and the Rockefeller Foundation: Seesaw relationships during a thirty-year span (1930-1958)

Recent historiography on the interest of Italian economists in American economic thought is becoming rich and valuable. Thanks to these sources, we know that this interest arose because several Italian economists were attracted by the realism featured in North American economic investigation, by the importance attributed to both statistical measurement and historical analysis, and by the pluralism of approaches and vital eclecticism of American social scientists. Among Italian economists, Luigi Einaudi acknowledged such scientific vitality, and held the role of advisor for the selection of Italian candidates for Rockefeller fellowships. With Luigi De Simone of the University of Naples, the second Italian economist selected for a study program in the United States was Giovanni Demaria, who established a long-lasting relationship with the Rockefeller Foundation (1930-1958): first as a student (1930-1931), then as the Rector of the Bocconi University (1947-1952), and finally as an authoritative economist and the President of the Societŕ Italiana degli Economisti (1953-1958).

In 1983 we organized a conference on “Questioning the Welfare State and the Rise of the City” at the University of Paris, Nanterre. About a hundred persons attended, including many French social scientists and political activists. Significant support came from the new French Socialist government. Yet with Socialism in power since 1981, it was clear that the old Socialist ideas were being questioned inside and outside the Party and government—especially in the important decentralization reforms. There was eager interest in better ways to deliver welfare state services at the local level.

Between 2013 and 2015, the ensemble yMusic collaborated with graduate student composers in a residency at Duke University. This article positions the residency as a result of the transformation of the university and the new-music ensemble from a technocratic Cold War paradigm to their contemporary status under the market- and branding-oriented logics of neoliberalism. The works written for yMusic by the Duke composers were deeply informed by the ensemble's musical brand, including its idiosyncratic instrumentation, preexisting repertory, collaborative ethos, and relationship to popular music. In accounting for the impact of these institutional developments on the production of musical works, this article argues that the economic and ideological practices of neoliberalism have discernible aesthetic consequences for American new music. Given the key role of the ensemble and the university in the contemporary music landscape, the issues raised by my ethnographic and historical analysis have significant implications for new music in the twenty-first century, and for the way composers work in the United States and beyond.

The relevance of the problems of cooperative construction in the formation of Belarusian scientific schools is determined. The role of the Belarusian State University in the development of problems of cooperation in the 1920s is characterised. The activity of S. L. Pevsner as a representative of the economic thought of the 1920s is studied. In the perspective of «history through personality», the problems of the formation of the personnel potential of Belarusian State University are revealed. The relations between the management and the teaching staff of the university, the status and issues of material well-being of teachers invited to Belarusian State University are characterised. The conclusion is made about a significant personnel shortage and the presence of serious competition in the personnel sphere of university science in the 1920s with the development of higher education in the USSR.

Scholarship on the political development of the United States since the 1960s is dominated, not surprisingly, by social scientists. Such recent events fall within the penumbra of “contemporary history,” the standard research domain of social scientists but treacherous terrain for historians. Social scientists studying American government and society generally enjoy prompt access to evidence of the policy-making process–documents from the elected and judicial branches of government, interviews with policy elites, voting returns, survey research. Historians of the recent past, on the other hand, generally lack two crucial ingredients–temporal perspective and archival evidence–that distinguish historical analysis from social science research. For these reasons, social scientists (and journalists) customarily define the initial terms of policy debate and shape the conventional wisdom. Historians weigh in later, when memories fade, archives open, and the clock adds a relentless and inherently revisionist accumulation of hindsight.

The expanding public policy role of high courts heightens concerns over whether societal and political inequalities affect the outcomes of litigation. However, comparative research on this question is limited. This article assesses whether status inequalities between parties and differences in the experience and resources of attorneys influence the selection of cases for judicial review in the Supreme Court of Canada. A series of statistical models reveal that governments are more likely than other parties to influence whether leave is granted but that the experience and resources of lawyers, unlike in the United States, have little impact. The decentralized, low volume and high access features of the Canadian process may explain this finding.

The relationship between science and politics is not singular. In this article we focus on the thermonuclear revolution that resulted in dramatic changes to modern knowledge economies. During the 1950s and early 1960s the production of scienti c knowledge was increasingly militarized and a general trend in the role of knowledge providers – away from the sage or intellectual and towards the expert – was accelerated. ere were, however, countertrends. We describe how some of the most signi cant and thoroughgoing critique of the nuclear age was formulated on the margins of or outside the academic world by a group of thinkers (that we term nuclear realists). For these thinkers, the thermonuclear revolution became the catalyst for new visions of global politics that sought to undermine and transgress the ideological rationale behind national security and the establishment of the military-industrial complex, particularly in the United States. Although the historical analysis of the thermonuclear revolution constitutes an extreme case, it harbours signi cant chal- lenges in relation to the nexus between politics, scienti c knowledge and global politics.

Although research on Canadian higher education has advanced considerably over the past few decades, the opportunities for university level study of higher education in Canada are still quite limited. Only four universities offer higher education programs; only one has a higher education department; and only a handful of other institutions offer even a course in higher education. The number of students enrolled in higher education programs in Canada is about 200, compared to about 6,000 in the United States; the number of faculty about 15 compared to 700 in the U.S. Moreover, while American higher education journals have, since the early 1970's, regularly featured articles about university higher education programs, there has not been a single article on this subject in The Canadian Journal of Higher Education. This paper attempts to fill some of that gap by providing some basic information about the study of higher education in Canadian universities and by examining the role of these programs in the overall development of higher education research and the possible reasons for the very limited scale of such programs in Canada. The author's conclusion is that the factor which has most limited the development of higher education studies in Canadian universities is neither insufficient student demand nor limited employment opportunities of graduates, but reluctance of Canadian universities to allocate resources for this area of study. This reluctance is attributed to the combination of the low prestige of higher education as a field of study and the lack of a strong lobby for this program area outside the university. It is suggested that - in contrast to their American counterparts - presently Canadian higher education programs have less than the minimum resources necessary to make the advances that would be required to overcome this "prestige barrier".

ABSTRACT First Person is a series of interviews with the first authors of a selection of papers published in Journal of Cell Science, helping early-career researchers promote themselves alongside their papers. Victor Palacios is first author on ‘Importin-9 regulates chromosome segregation and packaging in Drosophila germ cells’, published in JCS. Victor conducted his PhD research in the lab of Michael Buszczak at the University of Texas Southwestern Medical Center, Dallas, TX, where he investigated the essential role of Importin-9 in Drosophila fertility.
