The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

The article is devoted to the review of current changes in the legislation on notaries related to the development of electronic civil circulation, analysis of existing digital risks and assessment of the role of notaries in combating them. In modern economic realities, a significant expansion of the sphere of competence of the notary is carried out by introducing completely new notarial actions into the scope of the notary’s terms of reference. At the same time, the notary does not just follow the general ‘digital’ trend, but independently makes significant efforts to effectively perform the tasks of the social sphere regulator assigned to it by the state. The creation of the Unified Notary Information System as part of the formation of the technological infrastructure to ensure the security and stability of legal relations in the context of electronic civil circulation takes to a new level the quality of notarial services and the security of legally relevant information. The role of notaries significantly increases in conditions when the use of digital technologies in the economy, public administration, social sphere becomes one of the main vectors of world development, and society and the state inevitably face the flip side of this process – digital risks that jeopardize the safety of participants in civil turnover and their property. In 2020, as part of the implementation of the national program ‘Digital Economy’, it is planned to introduce a number of innovations that will create the basis for a stable and secure ‘digital’ turnover.

This study involves the analysis of the scientific outputs on informal entrepreneurship (IE hereafter) over the period from 1990 to 2016. We deploy a combination of bibliometric techniques such as citations, bibliographic coupling as well as approaching the social networks established. We sourced the contents thus analyzed from the online Thomson/Reuters-ISI database and the online Scopus database run by the Elsevier Publishing Company, which returned a total of 44 and 95 publications for analysis, respectively. From among the 139 articles analyzed, the journals Entrepreneurship and Regional Development and Journal of Developmental Entrepreneurship stand out as the publishers of the largest number of articles. We encounter studies on IE in developing countries as a low-income activity that contributes to the economic development of the region. The motivations and the determinants of informality are common to the majority of the scientific outputs and effectively serving as the analytical basis either for arguing in favor of the formalization of the business. Another aspect present in the literature interrelates IE with the quality of governance and economic liberalization. This analysis facet ensures IE gains in scientific profile within the ongoing context of discussions over neoliberalism and its effects on the world economy.

The article presents the methodology of regulation of environmentally friendly land use. We found that the methodology for regulating environmentally friendly land use will include several levels: international legislation, state regulation, the level of integrated structures, agricultural enterprises. A number of tasks to be solved by the methodology of regulating ecologically safe land use have been identified. It is established that the methodology of agroeconomic research of regulation of ecologically safe land use will include: assessment of natural and ecological properties of land use, economic, technological and social components. In the current conditions of making, a profit is not the only and ultimate goal of the producer. Much more important today is the preservation of the natural environment and the development of the social sphere. In order to integrate into the trade space of the European Union, the manufacturer must think about the quality of manufactured products. It is under such conditions that the production of environmentally friendly products began. For effective business development in the field of this business, it is necessary to establish relations with local authorities and develop a regulatory framework that will contribute to the formation of effective sales channels and promotion of products among the population. In the current conditions of making a profit is not the only and ultimate goal of the producer. Much more important today is the preservation of the natural environment and the development of the social sphere. A single-industry town, or monotown, is a socio-economic system that possesses specific goals and functions as vectors of its development. In this connection, relatively new social requirements appear along with the traditional evolutionary factors. These new requirements involve conditions for the formation of human capital assets, the level of sociocultural infrastructure, the quality of urban communities, and the degree of development of communications. Therefore, the list of strategic criteria for the development of single-industry towns should include indicators of the quality of the social sphere and the quality of life of the population. The research develops evaluation approaches based on identification of the concept and definition of the structural components of the urban social sphere. The paper proposes methods for forecasting the level of the social infrastructure of a single-industry city. The study features the case of Shakhty, a large mining community in the Rostov region. The research defines the necessity for monitoring the dynamics of the development of the social sphere in single-industry towns, formulates groups of criteria for effectiveness management, summarizes the principles of their scaling, and provides recommendations for evaluation of the socio-economic development level. An analysis of the dynamics of the social sphere development in a single-industry town should become an adequate non-ideological integral social and economic criterion for the effectiveness and efficiency of municipal management.

Russia today is a dynamically developing state that, despite external pressure, continues to strengthen its positions in the world arena, timely preventing external and internal threats to economic security. Social stability is a fundamental prerequisite for the dynamic development of the state. In this regard, the state's task is to prevent destructive processes in social and economic development, using a set of measures and management procedures. The state of the social sphere, trends and forecasts of its formation have always been in the focus of the interests of the leadership of our country, government organizations and the scientific community. This is because the social sphere is of primary importance for the development of society in particular and the state as a whole. In recent years, large-scale changes have begun to take place in the Russian Federation, including the development of new public legislation, the implementation of targeted projects, the formation of a new concept of public protection of the population, and many actions have been taken to provide a decent level of well-being and increase the quality of life of the Russian people. Despite the fact that the Russian government has made great efforts to reduce the scale of unemployment and poverty, improving the quality of life, the social problem remains quite acute. The main factor was the sudden change in the international situation in the last few years, the introduction of financial and restrictive sanctions, the implementation of hostile political activities by certain foreign states against Russia, and as a result, the complication of the social and financial situation within our state. However, successful social and financial development remains the highest value for the Russian state in the near future. The purpose of this activity is to identify the relevance and complexity of problems of economic security and assess indicators that determine threats to security in the public sphere. Observation and diagnosis of the degree of threats to the national interests of the state on the basis of indicators of socio-economic development indicators in the public domain is a priority task in the existing realities of our life. Modeling the threats to economic security, ie, obtaining specific values of economic security indicators depending on their belonging to a particular risk class (level), it is possible to develop an appropriate plan of measures to improve economic security in the social sphere on the basis of the proposed classification. Monitoring and diagnosing the level of threats to the national interests of the country on the basis of indicators of social and economic development in the social sphere is a paramount task in the existing realities of our life. At the same time, the results obtained serve as a good basis for developing development strategies for the future with the preservation of social stability. The aim of the study is to formulate methodological provisions for the development of the theory of economic security based on the definition of threats to the economic security of the social sphere, using the proposed model of the relationship between the key factors that affect the level of security in this area. The research uses a set of general scientific approaches (abstract-logical, deductive, complex and systemic). The realization of the research process was carried out with the help of the dialectical method of cognition, which predetermines the study of economic phenomena in their interconnection and development. To solve individual problems, economic-statistical methods, comparison methods, absolute, relative and average values, graphical and tabular data representation, correlation-regression analysis, Ward clustering were used.

The relevance of an independent assessment of the quality of the conditions for the delivery of services (IAQ) as a tool for assessing the state of the social sphere is determined by the ability to use it to identify the expectations of a modern consumer, his needs, to detail shortcomings in the delivery of services and develop measures to eliminate them. Independent assessment acts as a form of public control, contributing to the development of civil society, allowing to eliminate problems and improve the system of providing services in the social sphere. The aim of the study is to consider the potential of using IAQ in solving problems of public administration. The research methods used in the work serve as a significant empirical base based on the results of monitoring studies of the implementation of IAQ in the regions of the Russian Federation based on surveys of government representatives and citizens who receive services, as well as on the basis of information provided on the official website for posting information about state (municipal) institutions bus.gov.ru, and have a formal and logical component in terms of conducting a comparative analysis of regulatory sources, using analytical methods of functional and statistical analysis. The choice of research tools was determined by the presence in the current database of the functioning of the IAQ from the moment of its creation in 2013 to the present. The analysis of the results of an independent quality assessment made it possible to identify key shortcomings in the social sphere, the structure of problems that are most often found in the regions and their relationship with the main directions of socio-economic development of the constituent entities of the Russian Federation. According to the results of the study, the hypothesis was confirmed that the incorporation of an independent assessment into the system of executive authorities, which allows to quickly obtain objective data on the state of the social sphere, makes it possible to put its results into practice aiming to analyze the achievement of national goals and ensuring the socio-economic development of Russia. The use of the results of the IAQ to increase the validity and efficiency of management decisions to improve the activities of public organizations for officials of state authorities of the constituent entities of the Russian Federation and representatives of public organizations responsible for their development, allows for a comprehensive impact on improving the quality of life of the population.

The presented study addresses the problems of interaction between the public (government) and private sectors in the process of social reproduction. Evolution of the mechanism, models, and forms of public-private entrepreneurship has led to the widespread use of public-private partnerships (PPP) based on the utilization of innovation and investment resources of the business to solve economic and social problems. Economic restructuring spurred by digitalization, the pandemic, the shifting balance of power in the world, departure from unilateralism, financialization of economies, and globalization of economic crises decrease the productivity of traditional economic regulation measures taken by the government. Thus, it becomes obvious that further development of public-private partnerships requires enhanced public monitoring using cloud-based information systems, together with updated legislation in this area and new management personnel. The government should encourage innovations in the development of public-private entrepreneurship forms and facilitate interaction with business structures in the context of national and local budget deficit. These measures will help to improve the rate and quality of economic growth in Russia and transition to the sixth wave of innovation. Aim. The study aims to show the genesis and mechanism of interaction between public authorities and business structures and its role in economic development; analyze major forms of public-private entrepreneurship; identify problems and propose recommendations for improving government-business interaction within the framework of public-private partnerships in the context of slower economic growth and the government’s limited ability to implement large-scale investment projects, including in the social sphere. Tasks. The authors analyze the development of public-private entrepreneurship in Russia and across the world, highlighting the features and models of such interaction; examine the legislative features and mechanisms of public-private entrepreneurship; identify problems and opportunities for the successful implementation of government-business interaction in the investment sphere of the Russian Federation. Methods. This study is based on the historical and logical approach, systems analysis, critical examination of scientific literature in relation to the adopted legislation, elements of complex analysis, modeling of interaction processes between public institutions and business structures. Results. The authors prove that by enhancing the interaction between business structures and the government through the development of public-private partnerships in the creation and operation of infrastructure, information technologies, and the social sphere, it will be possible to increase the rate of economic growth, to reduce the burden on the national budget in the context of economic stagnation and recession, and to secure the government’s obligations in the social sphere. The proposed recommendations for improving public-private entrepreneurship include improving the quality of the legal framework regulating the type of partnership, improving its information infrastructure, having a targeted strategy and tactics for the development of public-private entrepreneurship at the national, regional, and municipal level, as well as developing managerial competencies in the field of public-private entrepreneurship process management. Conclusions. The study substantiates the need to form and train efficient project teams, whose tasks should include competent support of a PPP project at all stages, from concept definition to implementation, and using the infrastructure mortgage principle and public control in public-private partnership.
