Improving the quality of service and processing of infrastructure and facilities for wastewater has been programmed in the national development program 2000-2004 as stated in Law No. 25 of 2000. For this reason, the need for waste management and treatment to minimize environmental pollution, one of which is liquid waste generated from the community in the form of wastewater, centralized wastewater pipeline planning in Pasar Kecamatan, Jambi City, as an illustration or engineering in environmental management especially wastewater, because this area is dense with buildings and settlements, making it feasible to build a wastewater distribution pipeline system. Based on the analysis in this plan, the total number of service blocks for Jambi Market District consists of 11 service blocks with coverage in 4 Kelurahan, namely Beringin kelurahan with 3 service blocks, Orang Kayo Hitam Subdistrict 3 service blocks, Sungai Asam with 3 service blocks, and Pasar Jambi 2 service blocks, for the total pipe needs, the total number of lateral pipes is 61 pipes with a total length of 6579.2 m, for the total branch pipes are 17 pipes with a total length of 5801 m, and for the main pipe consists of 10 main pipes to drain water discharge to WWTP, totaling 10 main pipes with a total length of 2075, the diameter on the market from the smallest is 90 mm and the largest is 800 mm. Complementary buildings consist of clean out as many as 134 clean out terminals, 80 manholes, 2 pumps, and 1 siphon or crossing building, minimum digging depth for lateral pipes is 0.88 m and the deepest follows the ground slope or assuming with requirement if the ground pipe slope is less than 0, the final drainage of each pipe meets the drainage standard that is 0.6 m / sec <Vp <3 m / sec.

Infrastructure development is an integral part of national development and the driving wheel of economic growth. Infrastructure also has an important role in strengthening national unity and unity (Bappenas: 2009). The banjarwaru, banjarwangi, and telukpinang highways are the access roads traversed by 8 villages including alternative routes for the cicurug-sukabumi area. This road is always passed by the people who headed to the city. Therefore, the benefits of this road is very important because it is often passed from the cicurug-sukabumi area due to the diversion of traffic flow so that the intensity of high road users. In this study the author uses the theory of Ridwan and Sudrajat. Quality of service is the level of incompatibility between expectations with customer desires and also the perceptions of these customers. Quality of service here can be assessed by looking at the dimensions. These dimensions include the quality of service, the ability of officials, and service convenience. During the observation to the community through the survey to direct approach with the community, most people complained that the development service to build the kecamatan should be further improved and the results of this study showed that the Quality Assessment of Service in Road Infrastructure Development in Ciawi Sub-district Bogor Regency is categorized Fair Good this is because the assessment of the quality of development services by the Subdistrict Apparatus itself and from the community assess the ability of District Officers still have to be improved in conducting the service and its implementation. Keywords: Service Quality, Infrastructure Development.

Recently, the development of agricultural technology has been focused on achieving higher reliability and quality of work. The aim of the presented paper was to examine the possibilities of evaluating the quality of work of wide-area irrigation machinery by monitoring the coefficients of uniformity and non-uniformity of irrigation. The object of the research was pivot irrigation machinery equipped with sprinklers with a total length from 230 to 540 m. The commonly applied quality of work parameter for wide-range irrigators is the irrigation uniformity coefficient according to Heermann and Hein CUH. Work quality evaluations were also carried out through other parameters applicable in practice, such as irrigation uniformity coefficients calculated according to Christiansen CU, Wilcox and Swailes Cws, and our introduced parameters, the coefficient ar (derived from the degree of unevenness according to Oehler) and the degree of uniformity γr (derived from the degree of non-uniformity according to Voight). Other applied parameters for determining the quality of work of wide-range irrigation machinery were the coefficients of irrigation uniformity according to Hart and Reynolds CUhr, further according to Criddle CUcr and subsequently according to Beale and Howell CUbr. Next, the parameters of the non-uniformity coefficient according to Oehler a, the coefficient of variation according to Stefanelli Cv, the degree of non-uniformity according to Voigt γ and the degree of non-uniformity according to Hofmeister Ef were evaluated. Field tests were performed during the growing season of cultivated crops (potatoes, corn and sugar beet) in the village of Trakovice (agricultural enterprise SLOV-MART, southwest of the Slovakia) and in the district of Piešťany (Agrobiop, joint stock company). During the research, the inlet operating parameters (speed stage, inlet pressure, irrigation dose), technical parameters (number of sprayers, total length, number of chassis) and weather conditions (wind speed and temperature) were recorded. The obtained results were examined by one-way ANOVA analysis depending on the observed coefficient or input conditions and subsequently verified by Tukey and Duncan tests as needed. Irrigation uniformity values ranged from 67.58% (Cws) to 95.88% (CUbh) depending on the input conditions. Irrigation non-uniformity values ranged from 8.58 (a, Ef) to 32.42% (Cv). The results indicate a statistically significant effect of the site of interest and thus the impact of particular field conditions (p < 0.05). When evaluating the application of different coefficients of irrigation uniformity, the results showed a statistically significant effect only in the first test (p = 0.03, p < 0.05). During further repeated measurements, the quality of work increased due to the performed inspection of all sprayers and the reduction in the influence of the wind.

This study aims to explain and analyze empowerment-based poverty alleviation programs through the activities of assistance, facilitation and promotion and determinant factors of success in empowerment-based poverty eradication in Pohuwato District. This research method using qualitative approach, descriptive type to get a complete picture of problem of resource development of apparatus. The results of the research show that the assistance activities through training, consultation and technical assistance, and similar activities have not been coordinated with other supporting programs, making it difficult for the facilitator task as a program facilitator. Empowering the poor through the provision of facilities, has not been able to improve the capacity of the community. The low capacity and quality of service of government apparatus from the local level to the rural level, so that the provision of facilities does not allow the involvement of the poor. A highly centralized bureaucratic system and a highly authoritarian political system that has been practiced for more than four decades in Indonesia, brings out the weaknesses of the bureaucratic character. Promotion activities in the context of empowering the poor as an activity aimed at developing responsive services, the reality has not been effective in helping facilitate the poor to access various development programs that are beneficial to improving the welfare of the poor by earning productive employment. Activities that require synergies of cooperation between institutions / organizations (Government, Private, NGOs), difficult to realize because the dominance of egoism interests of each stakeholders in addressing every village development program. It is recommended to optimize training, consultation and technical assistance activities, as well as similar activities coordinated with support programs. Provision of adequate supporting facilities that can empower the poor on an ongoing basis, and streamline promotion to develop responsive services that enable poor people to access programs.Need to pay attention to communication factor, resources, attitude, and bureaucracy structure,so asnot tohinder the smooth implementation of poverty eradication program based on empowerment society.
