Analysis and Simulation Methods of the Mechanisms for the Innovational Development

The paper dedicates in commemoration of K.A. Bagrinovsky, known scientist, doctor of economic sciences, professor. His thesis was theoretic problems of mathematical modeling and operation of economy. His works in the operations research, the methods making decision, the simulation were received in scientific world. The analysis and the modeling of the mechanisms for scientific and technological development for the production systems of different level in economic hierarchic both centrally controlled economy and making mechanism were conduced by Bagrinovsky in CEMI RAS. The paper presents the investigations (2001–2015) of the analysis and the simulation of the different mechanisms of the innovational activity. It also discusses the methods of the development the complex of the simulation models. In a sense simulation modeling is the science and the art as the selection of the salient parameters for the construction model, intake simplification, the computer experiment and the making decision based on scarcity of accuracy models rest on the heuristic power of men: the practical trial, the intelligence and the intuition. K.A. Bagrinovsky introduced the considerable endowment in the development of this direction for economic and mathematical investigation.The principal object was to show that the relationship between the innovational policy and the technological structure, scientific research sector and the introducing of the progressive production and the organizational structure is obtainable by the models. The character of these relationships may be to use in control of the parameters for the modernization economic. The construction simulation models and the experimental computation analysis were presented the investigations the different mechanisms of the innovational development ant the variants of the estimation have been accomplished on the modeling level by the computer experiment.

In the article a new approach to the development of strategy of commercial organization development is offered. Authors enter the new concept “economical and technological foresight” which is understood as an expert assessment of the strategic directions of social and economic and innovative development, of identification of the technological breaks capable to make impact on economy and society in the medium-term and long term on the basis of the theory of economical and technological development of firm. It is shown how on the basis of the regularities revealed within the theory of economical and technological development of firm it is possible to prove tendencies and laws of development of last, modern and future production systems. It is shown how to use the law of alternation of economical and technological structure of firm and the law of growth of economically justified volumes of release in the development of production systems.

The transport system plays an important role in human activities and is an integral part of the successful functioning of the urbanized area. The increasing degree of provision of urban residents with transport services should at the same time keep the environment environmentally friendly and sustainable over time. The article is devoted to the issues of ensuring the rational functioning of the city transport system based on the development and implementation of an intelligent road infrastructure management system, the intellectual core of which are simulation models of problem areas of the road network. The objective of the study is the development of tools for organizing traffic in the conditions of the rapid growth of the fleet of vehicles. Research tasks were to analyze the research in the field of traffic management, to consider methods to reduce and prevent traffic jams on roads in general and in individual sections in particular. The following research methods were used: methods of system analysis, methods of modeling traffic flows, simulation, computer experiment. Achievements: the developed simulation model can be used to conduct a computer experiment in order to select the optimal parameters for the functioning of traffic lights on a specific section of the road network of the city of Naberezhnye Chelny

Purpose:the purpose of the article is to study the state of technological structures of the subjects of the macroregion, to determine the factors influencing its formation and development, to justify the ways of modernization of technological development.Methods:the methodological base of the research is based on the use of a systematic approach and General scientific methods: scientific abstraction, analysis and synthesis, generalization, system-structural analysis.Results:the analysis of the state of technological structures of the studied macroregion is carried out, the dominant structures are identified, the factors, among which are investments, commissioning of fixed assets and the level of education, which influence the formation and development of the technological structure, are considered. The direct correlation of the increasing level of technological structure with the increase of the educational level of the employed in the economy is revealed. The possible ways of technological development modernization for the macroregion are determined on the basis of the selection of the catching-up and advanced development strategy.Conclusions and Relevance:the main result of the research is the conclusion that the knowledge of the state of the technological structure of the region will allow to outline the strategy of its development, that the high educational level of the employed in the economy and social sphere will allow the region to move more rapidly to a higher technological structure. The implementation of the catch-up and advanced development strategy is designed to implement technological innovations that should lead to increased productivity, renewal of fixed capital and competitiveness, which will change the structure of the economy, to determine the most important areas of its modernization.

The relevance of the research topic is due to the need to strengthen and expand the technological transformation of the Russian economy, which should contribute to the growth of high-tech products production and increase the competitiveness of domestic manufacturers in the world market. The hypothesis of the study is that the component features of the intellectual capital of the industrial region determine the predisposition/absence of predisposition of its economy to make a transition to a new dominant technological structure. The purpose of the scientific research is to identify the types of intellectual capital and which of them form the predisposition of regions to the technological transformation of their economies. During the study, the following tasks were solved: structural elements of intellectual capital that affect the innovative and technological development of the region, namely: education, are justified; innovative competencies; innovative skills; altruism; cognitive and non-cognitive competencies; sensitivity to change and adaptation to technological changes. Extractive, mono-inclusive and multi-inclusive type of intellectual capital of industrial regions, corresponding to the fourth, fifth and sixth technological framework, respectively, is disclosed. A methodology for estimating intellectual capital, which determines the dominant technological structure of the economy of the industrial region, has been developed on the basis of the use of the matrix method and Frobenius norms, which make it possible to conduct research over a long-time interval taking into account the dynamic trends of the main capital elements. The testing of the author's methodology revealed that such territories as Kemerovo Region, Nizhny Novgorod Region, Perm Territory, Republic of Bashkortostan, Republic of Tatarstan, Sverdlovsk Region, Udmurt Republic, Chelyabinsk Region, Chuvash Republic and Yaroslavl Region have intellectual capital for further technological development of the region's economy. The novelty of the obtained results lies in the development of a typology of regions, which enables one to identify the territories most prone to further technological transformation of the economy in the context of types of intellectual capital. The practical significance of the results obtained lies in the possibility of their use by authorities as a tool for developing a strategy for industrial development and structural adjustment of the economy of industrial regions.

The fundamentals of an interdisciplinary approach to the design of greenhouse production systems are considered, in which biological objects (plants and humans) are present. The conceptual approach of the software solution is analyzed, synthesizing on the basis of the objectoriented concept such directions as disciplines on the construction of greenhouse production, dynamic simulation models, geoinformation systems. Based on the study of this issue, the conclusion was made about the advisability of applying an interdisciplinary approach for a comprehensive study of the projected complex biotechnical systems of greenhouse production.

:Chord dome structure is a new type of hybrid prestressed spatial steel structure system, which is often used in large-span structures. During the construction of the structure, it is necessary to apply prestress to the ring cable. Taking the chord dome roof of Hebei North University gymnasium as an example, the whole process of prestressed cable construction is simulated and analyzed by using the finite element software ANSYS. The hoop cable of the dome roof can slide freely in the hoop direction, and the attribute of free sliding in the ANSYS interface is "coupling". In this paper, two kinds of simulation models, coupling and uncoupling, are established to compare, and then to explore the influence of coupling on the construction process of string dome structure.

This paper describes an ontology-driven framework for developing distributed simulation modeling of construction processes. The research described in the paper is motivated by the necessity of knowledge sharing between distributed simulation modeling collaborators, and reuse and portability challenges in construction simulation models. Our approach addresses these challenges through ontological modeling and linking of construction simulation modeling components including (i) ontology of construction process, (ii) ontology of simulation world view, and (iii) ontology of distributed simulation modeling application tool. Within the paper, ontology driven approach and mapping of ontologies for information transference between simulation components has been described. Another discussed application of ontologies is structuring of simulation modeling development through use of reusable elements. A large-scale distributed simulation model of industrial construction processes has been outlined to illustrate the application of the approach.

Ohlsson. Ernst, and Rees (this issue) have produced a wonderfully lucid description of their paradigmatic approach to issues of cognition and instruction. They illustrate their approach by presenting the details of a well worked out computational model. Then, on the basis of simulation runs on the model, they derive some implications for prac tice. The authors have also laid down some rather stringent constraints for commentary. Do not critique our paradigms, they say, unless you can offer a replacement that does better. Do not critique the choice of knowledge representation (production systems) or modeling assumptions (e.g., limitations on working memory) unless you have compelling data to offer in service of your argument and in contradiction of our assumptions. Argument about details is useful, they say, but that won't change the conclusions we draw. So what's a reviewer to do?
