The object of the research is the theoretical basis for the substantiation of partner interactions between the state and private business. The purpose of the work is to study theoretical approaches to substantiating partner interactions between the state and private business, and the principle approaches regarding the distribution of responsibilities and risks between partners. The research method is monographic. The article is devoted to the study of economic theories, which can most adequately reflect the content and nature of partner interactions between the state and private business in solving socially significant task. It is revealed that the complexity of the PPP as an economic category leads to the objective impossibility of the existence of a unified theory or concept for describing the construction and functioning of a model of partner interactions between the state and business. The development of the concept of management of the development of transport infrastructure with the benefits of PPP has a broad scientific theoretical and methodological basis – these are theories of fundamental and applied nature. It is made up of theories as fundamental (the theory of neo-institutional economy and new institutional policies, the theory of management of socio-economic systems, the concept of public administration) and applied (project, investment, financial management, economic analysis) character. The results of the article can be implemented during the development and substantiation of the forms of application of partner interactions of the state and private business as an instrument of realization of the state policy of development of transport infrastructure of Ukraine. The processes of globalization, manifestations of external military, political, economic aggression against Ukraine have led to the formation and strengthening of the destructive impact of hybrid threats, which led to the deployment of a negative chain reaction of aggravation of imbalances in the economic system. Under such conditions, the problem of developing strategic and tactical principles became relevant for the formation and implementation of public policy to combat hybrid threats to ensure the economic security of the state. The purpose of the study is to determine the strategic imperatives of the public policy to combat hybrid threats and ensure the economic security of Ukraine. Theoretical and methodological aspects of the spread of hybrid threats are generalized, its level and directions in the economy of Ukraine are determined, priority spheres, tasks and tools of the state policy of counteraction to hybrid threats and ensuring its economic security are substantiated. The directions of distribution and the set of hybrid threats to economic security at the present stage of socio-economic development of Ukraine are identified. The basic provisions of the Concept of counteraction to hybrid threats to the economic security of Ukraine are developed. It is concluded that the problem of hybrid threats became especially relevant for Ukraine after choosing the pro-European direction of development to which Russian Federation responded with the annexation of Crimea, military, and then political and economic aggression in the Donbas. Ukraine's economy continues to be significantly affected in the form of hybrid threats, which lead to the deployment of a negative reaction to the imbalance of political and socio-economic systems. Growing processes of global integration require the application of new approaches to the formation of high-quality and effective public policy to combat hybrid threats.

Public debt is an integral part of public finances of various countries, the process of its management, including formation, maintenance and repayment has a powerful impact on the macroeconomic system of the state. The subject of the study is the public debt of the Russian Federation. The article performs a correlation and regression analysis of factors that have a direct impact on the state of the Russia’s public debt under the conditions of the restrictions caused by the Covid-19 coronavirus infection, as well as the consequences of these restrictions. The paper proposes an econometric model that describes a system of indirect macroeconomic factors that are not directly related to the state’s debt policy, but show the strongest influence on the formation of public debt in modern realities and increase the efficiency of its management, as well as reflect the quality of public financial management in general. The author concludes that the demographic burden and the indicator reflecting the ratio of the budget deficit to the total budget revenue have the greatest impact on the effectiveness of public debt management.

Expanding the sphere of interaction between the state and the medical business is one of the priorities for the development of the medical services market in the Russian Federation. The healthcare reform, based on the principles of evidence-based medicine, digital healthcare, and high medical technologies, is primarily aimed at improving the quality of medical services and the availability of highly qualified medical care for all segments of the population. Accessibility, quality and timeliness of medical care are the main postulates of the daily activities of a private medical institution. during the period of increasing crisis phenomena in the economy and social sphere, private medicine can provide significant assistance to the state health service, become the “lifesaver” for the domestic health protection system, which today is mostly represented by the public sector. One of the most effective mechanisms of interaction between the state and private business, adopted all over the world, is the system of public-private partnership. The purpose of the study is to analyze possible forms and mechanisms of interaction between the medical business and the state within the framework of public-private partnership. M a t e r i a l s a n d m e t h o d s . The assessment of the current regulatory framework was carried out, a significant volume of domestic and foreign literary publications was analyzed, the main theoretical hypothesis was formulated on the basis of the systematic scientific method and a research plan was built. R e s u l t s . In the course of the conducted research, objective main cause-and-effect factors affecting the development of an adequate system of public-private partnership in the field of medicine and healthcare have been identified and analyzed, in terms of the distribution of benefits, costs and risks carried out on the principles of long-term, voluntary, manageability, legal validity between a private medical organization and federal and/or municipal executive authorities. The main causal factors include insufficient funding, an unfavorable demographic situation, low efficiency of using the resource base, a reduction in the bed fund under the guise of “optimization”, a decrease in the social level of the population and the redistribution of the medical and diagnostic structure due to the COVID‑19 infection pandemic. It should be recognized that the state system of medical care is not always able to fully meet the needs of societies for high-quality qualified medical care. The analysis of foreign literature has shown that medical services abroad successfully use the principle of public-private partnership, redistributing efforts to form the necessary institutional environment in healthcare between private business and the state. Such a form of interaction as concession, leasing, franchise, outsourcing, aufstaffing allows us to optimally balance the interests of the medical business and public health, significantly optimize the budget costs for health protection, especially in a difficult epidemiological period. The result of the research was the development of a conceptual and theoretical model of various forms of interaction between private medical business and government agencies within the framework of public-private partnership programs. C o n c l u s i o n s . Thus, public-private partnership is an effective economic tool that ensures the coincidence of the interests of private medical business and the state, allowing to make a profit for both subjects of medical activity, with a reduction in state budget expenditures for healthcare purposes, but with the preservation of high quality medical services and resource provision.

Adaptation and integration of migrants are the final stages of the migration process, the quality of which largely determines the final result: either serious socio-economic problems will arise that threaten the security of host societies, or migration will contribute to the socio-economic development of host countries. The dependence of migration results on the final stages of migration processes necessitates the implementation of effective adaptation and integration policies by states. In the scientific literature, the terms “adaptation” and “integration” are most often used as synonyms. However, this approach makes it difficult to develop common ideas about the essence of the processes of adaptation and integration of migrants. All this gave rise to theoretical uncertainty regarding these phenomena, led to scientific disagreements that impeded the formation of an effective state policy of adaptation and integration, and complicated the development of scientifically-based programs for solving acute problems in the migration sphere. And as a consequence of this, the problem of a separate theoretical understanding of the above concepts has become actualized. The purpose of the article is to theoretically substantiate the essence and content of the processes of adaptation and integration of migrants, the state policy of adaptation and the state policy of integration, and thereupon to create a scientific methodological base intended for future use in the state migration policy of the Russian Federation and other countries. The authors set the tasks: to analyze theoretical approaches to the study of the phenomena of adaptation and integration of migrants; to formulate the concepts of “adaptation”, “integration”, “state policy of adaptation”, “state policy of integration”; to present the authors’ vision of these phenomena and identify the relationship between them. The main objectives of the state policy in the field of information, which is the reason for the creation of appropriate conditions for achieving this goal were definited. In particular, coordination of the central executive authorities to address the problems of information, execution of functions of the general state of the customer National Informatization Program projects, the organization of international cooperation in matters of information and the like. The state policy of information covers the entire complex of relations that arise: in the creation, collection, storage, processing, storage, retrieval and dissemination of information; in the preparation and use of information and information resources; while ensuring the sovereignty of information, information security and information protection.

This article examines the possibilities for the Greek police to use performance measurement. The article first presents the context from which the monopoly of the state police began to be questioned. It briefly describes the development and essential trends in this type of evaluation for police forces in Great Britain, the initiator of quality reforms in the public sector in Europe and where considerable experience has been accrued. In the second part, the concepts of security and trust are explored and used as the theoretical background for a small-scale empirical study. It examines whether testing the effectiveness of policing can help in developing the necessary sense of security and trust required by small businesses to expand their enterprises. Furthermore, it examines whether such knowledge could motivate security companies to offer a more economic service to a larger number of households and private enterprises by cooperating with the state police and if such measurement would prove useful for them and their customers. Finally, some conclusions are formulated in reference to safety, police culture and organization, as well as to the quality of reform in Greece.

Object: The purpose of the study is to substantiate methodological issues of state policy and modeling of the dynamic development of regional systems as an inseparable triad "ecology-society-economy" in the conditions of various stages of reindustrialization. Methods: methods of system analysis and economic synthesis of reindustrialization factors and assessment of their impact on the development of ecological and socio-economic systems are used, which will increase the effectiveness of state policy and management decisions in the field of scientific, technical, industrial and environmental policies. Results: The developed methodology for assessing the state and dynamics of the development of ecological and socio-economic systems is a tool for further, more in-depth analysis of the development problems of the countries that are part of the EAEU zone, in solving which it is impossible to do without the use of methods of state regulation of the economy. It is established that socio-economic policy and the organizational, economic, and managerial mechanisms by which it is implemented have a significant impact on development. In this regard, it is important not only to determine the degree of efficiency of the use of available resources, but also to what extent and how to make up for their lack. The presence or absence of effective policies is reflected in the reduction or growth of barriers to development. Conclusions: Recommendations on the choice of reindustrialization options are as follows:  systematic consideration of three interrelated elements: realization of industrial potential, effective use of labor resources, ensuring normal working conditions and effective employment of the population; advanced development of infrastructure;  consideration of environmental effects directly related to the process of re-industrialization;  a retrospective study of the industrial development of the territory is the most important source of information for the development of directions for the allocation of productive forces;  decision-making is based on taking into account social, economic, natural and technological criteria indicators, which provide for compliance with the principle of coordinating the interests of the subjects of reindustrialization, taking into account social priorities.

The article analyzed the scientific approaches to the concept of «cybersecurity». The author defined the concept of «cybersecurity of the public administration system», which is understood as the basis of the national security of Ukraine, which forms the security of the state, society, public administration system, and the population of the country in the cybernetic space through the creation of legitimate mechanisms for ensuring the cybersecurity of public administration. The article identified internal and external threats. The author highlighted the main elements of the cybersecurity system of public administration, in particular: information, information and communication systems; threats; mechanisms of providing cybersecurity of the public administration system; subjects of the cybersecurity of the public administration system.Integration of Ukraine into the European space and the reform of the spheres of economy, industry and defense has called for a radically new approach to information and cybernetic security. Cyberspace as an arena of conflicts between states, organizations, and officials is one of the most pressing problems of the present.The article analyzes the scientific approaches to the concept of «cyber security» and states that cybersecurity of the system of public administration is the basis of the national security of Ukraine, which forms the security of the state, society, public administration system, and the population of the country in the cybernetic space through the creation of legitimate mechanisms for ensuring the cybersecurity of public administration. Separate internal (corruption actions; hardware bookmarks in chips and firmware of computer and network equipment; weak organization of the cyberspace management system) and external threats (targeted attacks, cyberterrorism, cyberwar, hatcism, attacks on banking systems, attacks on e-government).

Topicality. The urgency of improving the mechanisms for implementing the state policy for the development of the internal market for innovative goods as a basis for the efficient use of innovative potential of technological entrepreneurship in Ukraine today is increasing due to the need to stimulate the entry into the national and global market of domestic technologies and knowledge-intensive products, ensuring the sustainability of technological entrepreneurship, which uses the knowledge and results obtained technologies for forming new products and services, which is positive change the structure of the national economy. Aim and tasks. The purpose of the article is to develop a theoretical approach to the formation of the mechanism of implementation of the state policy for the development of the internal market for innovative goods in Ukraine in order to create favorable conditions for the fullest use of the innovative potential of technological entrepreneurship. Research results. The theoretical approach to the formation of the mechanism for the implementation of the state policy for the development of the internal market for innovative goods based on the systematic combination of information and process approaches, and as a complex mechanism that must include both the management mechanism (as an instrument of influence) and the interaction mechanism (as a tool for interaction of all sub market). Determined: purpose, methodological principles of mechanism construction (principle of adaptability: mechanism must respond quickly to changes in external and internal factors; principle of integrity: mechanism must have stable, long-lasting relationships that can withstand external and internal loads; principle of self-organization: providing opportunities for all subjects to choose and combine directions, forms of interaction, methods of solving problems, the principle of property protection: any property of all market actors, especially intellectual, must be protected; investment protection principle: investment in research, technological entrepreneurship, etc. of all market entities must be protected; the principle of manufacturability: the elements of the mechanism and their relationships must be built on innovation and information bases; the design principle: the decomposition of goals and their achievement in within the framework of projects (including national, regional, sectoral, etc.); principle of reconciliation of interests; and mechanism itself in the form of a holistic system that includes: object, center, algorithm, desired results, factors, assumptions, and elements that provide active feedback to the subjects and center. Conclusion. A promising application area for the implementation of the proposed theoretical approaches is to create, through the implementation of the proposed mechanism, favorable conditions for the fullest use of the innovative potential of technological entrepreneurship in Ukraine.

The purpose of the scientific article is to clarify the essence of modern methods of implementation of the administrative and legal mechanism of formation and implementation of state policy in the field of arms circulation in Ukraine. This goal can be achieved by performing the following tasks: 1) to clarify the approaches of lawyers-administrators to understand the concept of "methods"; 2) outline the special features of the studied methods; 3) to formulate the definition of the concept "methods of implementation of the administrative and legal mechanism of formation and implementation of state policy in the field of arms circulation in Ukraine"; 4) summarize the results of the study. The article is devoted to clarifying the complex essence of modern methods of implementation of the administrative and legal mechanism of formation and implementation of state policy in the field of arms circulation in Ukraine. The studied methods are interpreted as provided by law a set of volitional techniques (methods, means) used within the forms of implementation of the specified administrative and legal mechanism by its subjects (within their powers) to solve a set of tasks and achieve state policy of formation and implementation of state policies in the field of arms circulation in Ukraine. The opinion is substantiated, according to which the methods of realization of the administrative-legal mechanism of formation and realization of the state policy in the sphere of arms circulation are characterized by the fact that they: are special conscious ways (receptions, means) of achievement of the purpose, the decision of tasks and realization of functions of the administrative-legal mechanism. implementation of state policy in the field of arms circulation; are manifested in the forms of implementation of this administrative and legal mechanism through the subjects, objects of such a mechanism; reflect the public interest in the field of arms trafficking; apply to all participants (potential participants) of public-law relations on the formation and implementation of state policy in the field of arms circulation in the state, as well as to the personnel of the subjects of power; in essence, cover the methods of law enforcement and management methods (methods of persuasion, coercion, control and supervision). The conclusions to the article summarize the results of the study.
