The institutional environment not only has a great impact on economic development but also has a certain impact on labor agglomeration. This paper explains the phenomenon of labor agglomeration from the perspective of the labor market institutional environment. Taking the labor market institutional environment including social contract environment and labor contract environment as the premise, it is considered that a good labor institutional market can promote labor agglomeration and technological progress can stimulate the agglomeration of highly-skilled talents through theoretical analysis. Based on the provincial panel data from 2001 to 2017, the empirical analysis is conducted to verify the relevant factors through the dynamic spatial Durbin model. The paper finally puts forward some policy suggestions to maintain a good institutional environment of the labor market, including that the local government should continue to improve the labor dispute settlement system, strengthen the protection of labor rights and interests, and enhance the institutional environment of the regional labor market.

This article analyzes the main risks and threats that arise in the contemporary labor market among the young people. Given the changes that are taking place under the economical digitalization, globalization processes, as well as due to the increase in the retirement age in Russia, there is a growing need to study the emerging risks. This paper assesses the level of threats to young professionals entering the labor market. The empirical basis of the work includes the data of statistics on labor and employment in Russia and the Sverdlovsk Region, as well as the results of the two empirical studies conducted by the authors in 2018-2019 by means of content analysis of employers’ advertisements and a questionnaire survey of the population. 6,521 vacancy announcements in the Sverdlovsk region were analyzed. 630 people (aged 18-60) were interviewed the sample was quoted by sex and age. The methods of data analysis include frequency distribution analysis, mean analysis, correlation analysis, and Chi-squared difference analysis. The authors have identified the main types of risks on the labor market: they are the problems of employment and the threat of unemployment; employment outside the studied specialty and “leaving” the profession; high differentiation of wages by industry and salary risks; non-compliance with labor legislation and social guarantees; involvement in informal employment. A detailed analysis of these risks is carried out and the threat level is assessed. The authors conclude that the greatest threat in the regional labor market is the mismatch of places of employment of existing qualifications and received specialty. This threat is dangerous not only on its own, leading to the loss of professional skills and competencies, a decrease in overall productivity, etc. Even worse, it increases the likelihood of other risks in the labor market. The employment outside the studied specialty correlates with violation of labor laws, non-compliance with labor rights of employees, and involvement in informal employment.

The paper deals with comparative analysis of occupations in the regional labor market. Occupation is treated as a multi-dimensional space of characte- ristics, whereas a scalar form of a characteristic makes it possible to carry out a comparative analysis of occupations. Using cluster analysis of a pilot region indicators five meaningfully interpretable clusters of occupations were identified, reflecting their regional specificity.

Employment impacts, from a proposed solvent-refined coal plant, are examined by use of an adjustment model which departs from the more conventional export-base and input—output approaches. Adjustments in the regional labor-market are outlined through the use of a Markov-chain model of job vacancy transfers. Adjustments, in response to labor-demand shocks generated by the projects, are specified for disequilibrium gaps in the open labor market, with in-migration of workers absorbing job vacancies. Empirical estimates of key parameters are derived from previous studies of impacts in order to make a preliminary simulation of the system. Implications for an area in West Virginia designated as a regional labor-market are discussed.

Understanding regional economic agglomeration patterns is critical for sustainable economic development, urban planning and proper utilization of regional resources. Taking Guangdong Province of China as the study area, this paper introduces a comprehensive research framework for analyzing regional economic agglomeration patterns and understanding their spatiotemporal characteristics. First, convergence and autocorrelation methods are applied to understand the economic spatial patterns. Then, the intercity spatial interaction model (ISIM) is proposed to measure the strength of interplay among cities, and social network analysis (SNA) based on the ISIM is utilized, which is designed to reveal the network characteristics of economic agglomerations. Finally, we perform a spatial panel data analysis to comprehensively interpret the influences of regional economic agglomerations. The results indicate that from 2001 to 2016, the economy in Guangdong showed a double-core/peripheral pattern of convergence, with strengthened intercity interactions. The strength and external spillover effects of Guangzhou and Shenzhen enhanced, while Foshan and Dongguan had relatively strong absorptive abilities. Moreover, expanding regional communication and cooperation is key to enhancing vigorous economic agglomerations and regional network ties in Guangdong by spatial panel data analysis. Our results show that this is a suitable method of reflecting regional economic agglomeration process and its spatiotemporal pattern.
