Actual cities have become smart cities divided by zones. In the past, various innovative actions have been carried out to facilitate smart cities. The projects that were carried out, in response to the needs expressed by inhabitants and driven by individualistic growth, have gone beyond the regulations defined by the urban plan. In fact, territorial contexts reflect the needs of inhabitants, which always shift faster and are more reactive than traditional urban planning tools. The territory is a complex system and it works well if the design choices for its sustainable development are structured and coordinated by a strategic planning tool. The objective of this research is to propose a smart planning process in order to pursue the sustainable development of complex territorial systems. The paper has a particular interest in observing the integrated coastal-marine system as a possible example of real smart development. Smart planning applied to this type of landscape has a positive influence on the development of the environment, landscapes, infrastructure, mobility, services, energy, research, and innovation.

The Civil Engineering course teaches different subjects in its academic program, which has in their educational task to offer knowledge to students, their intervention in the environmental space, within the framework of their actions as future civil engineers. The objective of the research is to reflect on the knowledge acquired in the environmental training of students of the civil engineering career. For this purpose, the standardized survey technique was used with structured questions that collected the work of the educational program of the race and was applied to 75 students of the different levels. The result obtained allowed to know to what extent the environmental training of students, has repercussions on the preparation of future civil engineers, in addition to the degree of concern for environmental problems and the predisposition to work in order to reduce the impacts derived from the professional practice of The Civil Engineering, taking into account the implication of the sustainable development in the academic formation. During the investigation it was verified that students are aware of the importance of preservation and respect for nature through the use of clean energies, where they have expressed concern about contamination and depletion of natural resources. The results obtained can have a positive influence on the constructive future of the province, depending on the implementation of an appropriate sustainable development policy.

There is a strong need to study sustainability and depletion accounting of oil in the Libyan economy because oil production and export is the single largest source of national income in the country. This study covers the time period from 1990 to 2009. Throughout this period, the Libyan national economy used its oil and petroleum industries to increase national income. Development sustainability can be defined as investment divided by GDP. This measure provides an indication of the low level of sustainable development in Libya over the period of analysis, which is 0.38 on average. It is important that the Libyan government develop and implement plans and strategies for achieving sustainability and the maintenance of oil resources.Carbon dioxide emissions provide another indication of the presence or absence of sustainability. The ratio of carbon dioxide ranged from a minimum of 8.50 metric tons per capita in 1990 to 10.00 metric tons per capita in 2009 and average 9.07 metric tons per capita over the course of the study period. CO2 emissions were also much higher than other countries in the Middle East and North Africa. This suggests there was relatively little interest in the sustainable development of the Libyan economy during this period. The Environment Domestic Product (EDP) increased sharply from the beginning of the study at $24.23 billion in 1991 to $45.87 billion in 2009 in constant dollars. Again, one can infer that policy makers did not consider the depletion of oil resources and the environment in their planning process, or at least did not place a high level of concern on this issue.

The article is concerned with solving problems related to the tourism sphere during the pandemic. The study is aimed at a scientific-theoretical substantiating the prospects for sustainable development of tourism of Ukraine in the context of pandemic. Elaboration of the set aim led to the need to solve the following tasks: establish the problems of sustainable tourism development during the pandemic; consider directions of sustainable tourism development; propose an improved concept of sustainable development of tourism of Ukraine during the pandemic. To achieve the aim of the study, general scientific and special methods were used. System analysis is a method that represents a sequence of actions to determine structural links between different elements of the system under study. Synthesis – the process of combining individual things and concepts into one. Induction is a research method in which a general conclusion is based on individual elements. Comparison – the similarities and differences of objects and phenomena are established on significant grounds. In order to effectively manage the sustainable development of tourism in the context of pandemic, according to the authors, cooperation between the State and local authorities, tourist enterprises, tourist infrastructure entities is necessary. Such a mechanism for administrating the sustainable tourism development is presented in the form of a scheme. Based on the concept of sustainable development, the directions of the strategy of sustainable tourism development during the pandemic are proposed. The basis of the proposed program is not only a survival strategy, but also advancing due to future significant changes in consumer preferences. The success of the proposed directions will have a positive influence on changing the social structure of society, will allow to stop the processes of increasing social tension and destabilizing the social system, will form favorable conditions for increasing the mobility of the residents of the country.

This chapter is devoted to the study of the role of ecological subsystem in the structure of the sustainable development program of smart city. The author suggests the logic of building the environmental strategy of the city as a long-term landmark of its sustainable development including the environmental mission, vision of the future, goals and priorities, programs and their implementation, target indicators for assessing results, and consequences of realization programs. Certain attention is paid to the city as an object of research with a focus on environmental problems. The characteristics of the factors affecting the development of the ecological situation in the city are shown. A system of criteria and indicators that can be used to assess the impact of the planned environmental activities is proposed.

Purpose Sustainable development is an issue of high relevance for all countries and universities play a fundamental role in promoting the participation of society members in achieving this objective. This study aims to conduct an open laboratory of social innovation (OPENLAB_SI) inside a university with society stakeholders, as a research and innovation tool that facilitates addressing the complexity of social problems through the principles of openness, experimentation, inclusion, diversity, participation and collaboration. The aim was to encompass innovation with the active participation of citizens in processes of experimentation, exchange and creativity to impact their social reality through collective designs for more sustainable futures done by and for communities. Design/methodology/approach This paper presents a case study conducted during an OPENLAB_SI, which applied innovative, socio-educational strategies intending to promote the social appropriation of renewable energies to help the sustainable development of urban, rural and marginalized areas. In our open lab, a total of 67 participants attended, including university students from various public and private institutions of higher education. Also, civil organizations participated, as well as consultants, teachers, government representatives and university professors. Experts from various disciplines who work in businesses, foundations, universities and government spoke on the topics that were addressed. Findings Among the notable principal findings is the collaborative work done voluntarily by all the participants who, instead of working with a proposal designed beforehand by one group or another, recognized that an OPENLAB_SI leads to the creation of links between society, academia, business and government. Originality/value In the OPENLAB_SI through the exchange of experiences and best practices, aimed at more robust networking and improvement in the acquisition of scientific and technological skills and abilities, the participants became actively involved in the generation of collective knowledge. The main contribution of this paper is to present an open laboratory into the social innovation space that can be replicated such a living lab model in other contexts to contribute to pursuit the sustainable development goals with education for sustainable development as a key catalyst for transformation.

In the current large-scale construction of village planning process, village construction provides better productive, living, ecological conditions for rural areas. However, whether we can balance economic development and sustainable development of environment means whether the benefit of village development can be permanent. This paper clarified how to protect the environment during the process of strengthening village economics and to balance village construction and environment protection so as to achieve the goal of sustainable development. Taking the Beiwu Village planning of Shihe Town Shanhaiguan District Qinhuangdao City as an example, this paper explored the possibility and underlying dynamism of village construction and the sustainable development of environment. Combined with the characters of the natural and economic development of villages and adjusting measures to local conditions, this project optimized the combination of construction and environment as well as rural industries and village landscape, making Beiwu Village into “a paradise for tourists, the homes of farmers, the garden of Shanhaiguan District, the ecological garden of Qinhuangdao city”, which provided a reference for the village construction and the sustainable development of environment.

The article examines the impact of digital technologies on the sustainable development of ecological and economic systems. The main aspects that make the development of digital technologies especially relevant for environmental modernization and sustainable development are analyzed. It is shown that the large-scale use of digital technologies contributes to the development of new tools, models and methods of urban management. One of the promising areas for the development of the urban environment in these conditions is the concept of a smart city. Based on the analysis of research on the topic of smart cities, the effects of the use of the smart city model for the formation of the foundations of sustainable development of territories are noted.

In the eighties the environmental elements air, water and soils were examined in correlation with the situation of economic development. In the nineties green areas, which are particu-larly important for Poznan, were planned within the framework of the General urban plan-ning of the town. In the article, natural factors are represented as restrictive development factors. In the questionnaire, over 83 % of the inhabitants of Poznan pointed out green areas to be the most important factor with regard to further house building.

This article first investigates the status of financial cloud development in smart cities and studies the sustainable development of smart cities. Secondly, it investigates the construction of the evaluation model, using the power of the financial cloud, through exploratory factor analysis, selecting the principal component analysis method to extract the factors, for screening and dimensionality reduction of the indicators, and making hypotheses. We used confirmatory factor analysis to establish the structural equation. The measurement model analyzes and validates the assumptions of the previous stage and finally determines the sustainable development evaluation index system. Then, starting from the scoring coefficient matrix of the exploratory factor analysis of the final model, the variance contribution rate of each common factor is weighted to construct a comprehensive evaluation model to calculate the comprehensive evaluation score. For the comprehensive evaluation score of the sustainable development level of the smart city, SPSS software performs cluster analysis, performs regional clustering, and determines the level of urban development. Finally, by comparing the sustainable development levels of smart cities, the related causes of the gaps are analyzed. Key factors affecting the sustainable development of smart cities are identified, and corresponding countermeasures are proposed.
