Аннотация: В современном развивающемся обществе все больше расширяется роль и значение информации. Информация становится ключевым фактором развития человеческой цивилизации. В этих условиях важное место в структуре личности принадлежит ее информационной культуре, предполагающей владение источниками информации, способностью к ее поиску и активному использованию в жизненных процессах. В овладении молодежью информационной культуры важная роль принадлежит вузам и вузовским библиотекам. В статье показаны актуальность рассматриваемой проблемы, значение этих факторов становлении информационной культуры молодых поколений в период получения высшего образования, когда идет формирование всей культуры личности в целом. Раскрывается содержание понятия информационной культуры, кратко характеризуется современное состояние формирования информационной культуры в вузах Кыргызстана, определяется роль вузовских библиотек в воспитании информационной культуры студентов. Ключевые слова: общество знаний, информационное общество, информация, образование, культура, информационная культура, вузы в процессе воспитания информационной культуры, библиотеки вузов и информационная культура студента. The article actualizes the importance of the concepts «human capital» and «knowledge society» in the situation of innovative development of the most important social spheres: education, culture, economy. The article reveals the essence and theoretical justification of the concept of «human capital» in the interpretation of foreign (T. Schultz, G. Becker, M. Friedman, M. Foucault, P. Bourdieu, J. Passeron) and domestic (R. I. Kapelyushnikov, Y. A. Korchagin, V. V. Radaev, N. M. Rimashevskaya) researchers. We trace the growth factor of «human capital» as a key strategic resource in the dynamics of sociogenesis and conceptual content of the phenomenon of «knowledge society», which is more or less correlated in the meaning of the concept of «information society». The fundamental importance of the humanistic orientation of knowledge in the modern socio-cultural and educational space, as well as the ethical and epistemological vector of the communicative and information model of socialization, explicating universal values, is indicated. It is emphasized that information processes in the early ХХI century are a very important vector of development of modern civilization, and this circumstance determines the global trends in education. However, no less important to base educational strategies for the future the primary factor remains the philosophy of man, the strategy of accumulating Humanities and humanistic national resource and human capital, projected for Russia and for civilization in General absolute meanings and core values of its existence.

The article describes the use of BYOD technology (Bring Your Own Device) in educational practice using the Lecture Racing mobile application. This application provides feedback between the teacher and students both in the classroom and during distance learning, contributes to the visualization of educational material and, in general, the informatization of the educational process. The purpose of the study is to conduct a theoretical analysis of the current state and prospects for the development of BYOD technology in Russia and abroad, and to test the benefits of using this technology in educational practice using the specific mobile application. During the study, an analysis of scientific, theoretical and practical literature on BYOD technology was carried out. In the process of experimental work, test tasks were the instrument of measuring knowledge and skills of students. As a result of a theoretical analysis and study of the practical possibilities of using BYOD technology (using the Lecture Racing mobile application as an example), it was found that this technology allows you to visualize information that is displayed in real time on the screen of each student's mobile device, regardless of its location. This technology also allows both the student and the teacher to quickly work with information, provide feedback, receive an independent assessment (since the assessment is set automatically), saves time, and develops the information culture of students.

The strategic planning of developing any information system is the key factor of progress any organization. Hence, SWOT (Strength, weakness, opportunities and threats) analysis for the strategic planning of developing information system has proved to be a good analysis tool for further development and progress of the universities/organization. Further, the implementation of computerized student information management system has become an important issue within the university campus to exchange such information between students and staff. Many studies have developed student information system through the converting of paper-based system to computer-based system in order to facilitate the work of staff. However, none of these studies focused on the development of such systems based on the strategic planning using SWOT technique. Therefore, this research focuses on the requirements needed to develop student information system based on the aforementioned strategic planning technique. Some universities located in the Kurdistan Region, Iraq have been tacking to do the investigation. Moreover, SWOT technique was selected to find strengths, weaknesses, opportunities and threats of developing such system. The findings of this research were processed as matching strengths with opportunities and converting weaknesses or threats to strengths or opportunities. Based on the results, it has been found that the need to address student information systems is of utmost importance now more than ever in order to survive and continue in the competition environment.

The study of fuel and energy complex of Mexico occupies a very important place in the world’s leading research centers. Among Russian and foreign studies there are a number of works that consider the problems and peculiarities of fuel and energy complex of the countries of Latin America including Mexico. This article is devoted to the analysis of Mexico’s energy reform and use their experiences to transform the energy sector of the countries of South America. Presents the history of the Mexican energy reform. Discusses basic principles of energy reform and energy security of the country. It also examines the factors that Mexico should include in its energy policy and management system to ensure the safe delivery of energy across the country. Offers a brief overview of the current state of TEK of Mexico. Mexico has a large and varied potential for producing energy from renewable sources. With the recent opening of the energy sector, the country has the necessary conditions to attract major investments to develop projects on renewable energy. The liberalization of the sector allows Mexico to meet the growing energy demand and to diversify its productive matrix, creating at the same time as energy security and reduce greenhouse gases, positively affecting the environment. Reform of the energy sector of Mexico and the analysis of the sector in this country can be of great importance for the transformation of the energy sector in many countries of the region, especially in places such as Argentina, Brazil and Venezuela.

The article is devoted to the analysis of online platforms focused on a modern teacher in the space of the Russian-language Internet. The aim of the article is to identify the most effective online platforms, the integrated use of which will significantly increase the degree of informatization and digitalization of the educational process adequate to the current state of information culture. Such resources make it possible to broadcast various kinds of structured information, demonstrate both the content of the educational activities of teachers and its creative component, transmit and receive information remotely, which meets the requirements of a developing information society. Empirical, structural-functional and structural-typological methods were used in the study. The technological component of distance learning determines a wide range of technical capabilities, a sufficient number of existing Internet resources, and at the same time, equipment of educational institutions, licensed software, and content uniqueness remain problematic. From the standpoint of social philosophy, it is concluded that in the developing information society, the Russian education sector is faced with a situation where domestic educational online resources are ahead of the average level of information culture of teachers with their capabilities.

The castle Colonna of Arnara: from the restoration of the monument to the enhancement of the ancient village and its territoryThe castle of Arnara, is located in Ciociaria in southern Lazio, in what was once the feud of the Conti of Ceccano. For the territory it is the most important monumental complex of medieval architecture. In fact, despite its small size, it is one of the few examples of fortified architecture still original in its essential lines. This castle represents an exceptional case of sedimentation and stratification, which even today, from its reading, allows us to reconstruct both its historical events and those related to the urban development of the adjacent historic village. Moreover it can be considered of priority importance also from the urbanistic point of view because it represents the first historical nucleus of Arnara. Unfortunately, today, the castle is in a bad state of conservation. With the passing of time its conditions have become more and more aggravated also because of the complex events linked to the various passages of property, of private and public nature, which have strongly influenced the management of the monument. The study of the castle of Arnara is part of the national and international debate that considers participation a key factor for the sustainable enhancement of the cultural heritage, because it promotes greater awareness of its social and economic value. The objective of the research work is to develop, taking the castle as a case study, a new approach that sees cultural heritage (tangible and intangible) as an irreplaceable heritage of knowledge and as a precious resource for economic growth, employment and social cohesion; therefore a cultural heritage seen as a driving force. In the specific case of Colonna Castle, attention has been focused on the importance of being able to activate virtuous circles around this very important place of culture, enhancing its role as a centre of knowledge and incubator of creativity and social innovation.
