The government policy directive to secondary schools has been to diversify their programs to include vocational and technical education in the 6-3-3-4 system in order to make provision for students with varying aptitudes. This article explores the impact of this policy by examining some factors affecting the implementation of the policy in private secondary schools in Edo state. Subjects for the study were fifty (50) students, fifty (50) teachers and five (5) principals randomly drawn from five(5) private secondary schools in Edo State. The study utilized interviews, observations and a questionnaire to assess the implementation of government policy onvocational and technical education in private secondary schools in Edo State. The findings showed that there was a dearth of qualified teachers for vocational and technical subjects, poor infrastructure, lack of equipment, instructional materials and books. The schools were not adequately financed. It was observed that the federal government did not make adequate preparations before it issued directives for the take off of the programs in the schools. Recommendations were made for the federal government to sensitize the public on the importance of vocational and technical education, as it plays a vital and indispensable role in the economic and technological development of the country.

ABSTRACT The purpose of this paper in to assess the impact of financial inclusion and  government expenditures in education and health sectors in order to increase human development index. Government expenditures has important role to support economic growth and welfare for its people. Fiscal policy expenditures in education and health sectors are kind of significant government policy to increase human development. It is believed that financial inclusion has also important role  to reduce poverty and indirectly increase human development index. Financial inclusion  has positive impacts to human development index component along with government  expenditures in education and health sector. In the years ahead, The Government should prioritize and increase budget in order to increase human  resources quality in Indonesia.

Healthy fish populations are critical to healthy ecosystems: they feed communities, support economies and are essential to our survival. But our oceans are facing growing threats and greater uncertainty. Overfishing, climate change, habitat destruction and pollution are degrading the underwater world and putting the marine life we all depend upon at risk. Much is at stake, as the status quo is demonstrably not working. The number of stocks in the healthy zone has decreased since Oceana Canada released its 2018 Fishery Audit, and the number in the critical zone has increased — including crab and shrimp stocks. This isparticularly worrying if the depletion of crustaceans becomes a trend, as the value of Canada’s seafood industry depends heavily on them. Progress on implementing rebuilding plans remains slow and many critically depleted stocks, including northern cod, are still without a plan. As well, Fisheries and Oceans Canada (DFO) has not yet indicated how and by when it will collect adequate catch monitoring information, needed to measure and manage bycatch (the incidental catch of non-target fish) in all Canadian commercial fisheries. Meanwhile, only two of the 11 recommendations from the 2018 Fishery Audit have been implemented. DFO has made some progress since the last Fishery Audit was released. In 2019, DFO published more information to help assess fish stock health, and some elements of fishery monitoring became more transparent. DFO also implemented some of the recommendations from the 2016 Auditor General report on sustainable fisheries, including developing timelines and priorities for rebuilding plans for depleted fish populations. Most importantly, a modernized Fisheries Act became law in June 2019. For the first time in the Act’s history, rebuilding plans are now required for depleted fish populations. The government has committed more than $100 million over five years to assess and rebuild fish stocks. This brings Canada into the group of nations with modern fisheries laws and could signal a historic turning point in the health of Canadian fisheries. The impact of the new Act will depend on the strength and pace of regulations, currently under development. The regulations will outline what rebuilding plans must include, and Oceana Canada is advocating that, at a minimum, they should specify a timeline and target, aimed at rebuilding stocks to healthy levels. In the year ahead, the federal government must develop strong and effective regulations to support the rebuilding provisions in the Fisheries Act and accelerate the implementation and enforcement of existing policies. Fortunately, there is a strong base of support for new regulations to rebuild stocks, new funding commitments and much-needed increases in DFO’s science capacity to get the job done. We have the tools needed to modernize Canada’s approach to fisheries management and rebuild fish populations, and Canadians want to see this happen. In a recent Abacus Data market research survey, 98 per cent of Canadians said it was important that the federal government work to rebuild abundant fish populations. If the government fails to take these actions, we can expect the number of healthy stocks to continue to decline and depleted populations will fail to recover, impoverishing the oceans and the coastal communities who depend on them.

The rapid increase in Tanzanian primary school enrolments in the last decade was prompted by the government to develop the Secondary Education Expansion Policy. My study, therefore, explored the impact of this policy on teachers’ professional lives. A qualitative approach was adopted to gain detailed insights into the phenomena under investigation. Data were collected from 30 participant teachers from four community secondary schools in Tanzania through interviews and document analysis. Overall the findings revealed that the government’s shortcomings in hiring support staff prompted teachers to perform extra duties alongside teaching. It also found that the lack of the government’s commitment to rewarding teaching quality exacerbated teachers’ engagement in other income-generating activities. Teachers’ engagement in these non-teaching tasks both in school and out of school affected their own professional identities which subsequently impacted on their teaching competence beliefs. These findings recommend that in order to enhance the quality of teaching and learning, the government of Tanzania must improve teachers’ welfare by employing enough support staff to assist in teaching and learning.

This paper looks at the contribution of instructional resources towards the performance of girls in Kenya Certificate of Secondary Examination mathematics in girls’ secondary schools in Baringo Central. Based on Hanushek, education production function theory, the instructional resources were considered critical inputs for ensuring the output (examinations performance in mathematics by girls’ students) is attained. The study targeted mathematics Heads of Department, mathematics teachers and girls enrolled in 6 girls’ secondary schools in Baringo Central Sub County, Kenya. A sample of 6 HODs, 18 mathematics teachers and 166 girls were selected to participate in the study. The research found out that all respondents said that adequate provision of infrastructural and educational resources did have a significant effect (p<0.05) on girls’ performance in mathematics in the six public secondary schools. Schools that had inadequate learning resources performed poorly compared to those that had adequate instructional materials. The paper recommends that there is a need for the government of Kenya to equip all schools with necessary supportive infrastructure (electricity, internet and computers) to facilitate instruction in the current digital age. In addition, teachers need to improve their knowledge and skills in using information technological resources.

Purpose: This study focuses on the degree of acceptance of different categories of eHealth among the Indian consumers and the factors that determine acceptance and intention to use these services. The factors included for the study are as follows: demographic factors, use of information and communication technology (ICT) and the status of healthcare. Design/methodology/approach: Data were collected through personal interviews from a sample of 125 respondents living in urban and semi-urban villages in the National Capital Territory (NCT) of Delhi of India. Quota sampling method was used so that the impact of demographic factors on eHealth services could be analysed. Findings: From this study, we can conclude that the key factors that need to be considered include age, location, computer literacy and healthcare status in terms of healthcare need, accessibility and satisfaction. Practical implications: The results of this study will help in determining the customer segment and size of the market for eHealth. The government can also use the findings of this study to improve the quality of healthcare for its people by ensuring better utilization of eHealth services. Originality/value: eHealth services are an emerging solution to address the issues of healthcare accessibility, affordability and financial viability in developing countries like India. This study contributes to the limited existing literature on exploring the consumers’ intention to use eHealth services in India and the factors that will determine this intention.

Abstract The COVID-19 pandemic has posed significant challenges globally. Countries have adopted different strategies with varying degrees of success. Epidemiologists are studying the impact of government actions using scenario analysis. However, the interactions between the government policy and the disease dynamics are not formally captured. We, for the first time, formally study the interaction between the disease dynamics, which is modelled as a physical process, and the government policy, which is modelled as the adjoining controller. Our approach enables compositionality, where either the plant or the controller could be replaced by an alternative model. Our work is inspired by the engineering approach for the design of Cyber-Physical Systems. Consequently, we term the new framework Compositional Cyber-Physical Epidemiology. We created different classes of controllers and applied these to control the disease in New Zealand and Italy. Our controllers closely follow government decisions based on their published data. We not only reproduce the pandemic progression faithfully in New Zealand and Italy but also show the tradeoffs produced by differing control actions.

<p class="Style2">Tanzania is faced with a severe shortage of qualified in-service school science and mathematics teachers. While science and mathematics account for 46% of the curriculum, only 28% of teachers are qualified to teach these subjects. In order to overcome this challenge, the Ministry of Education and Vocational Training (MoEVT) implemented a project to use multimedia-enhanced content to upgrade subject content knowledge of science and mathematics teachers in secondary schools. A total of 70 topics and 147 subtopics were developed and enhanced with various multimedia elements. The content was used to train 2,000 in-service science and mathematics teachers from secondary schools in 19 selected centers countrywide. However, the presence and availability of this content does not automatically guarantee that teachers will use them. For this content to improve teachers’ subject content knowledge, they must be accepted and used by teachers in secondary schools. This study examines factors affecting teachers’ acceptance and prolonged use of developed multimedia-enhanced content using the extended Unified Theory of Acceptance and Use of Technology (UTAUT2) as a research framework. A sample of 1,137 teachers out of 2,000 was collected and tested against the research model using regression analysis. With exception of <em>performance expectancy</em>, all other factors had a statistically significant effect on teachers’ acceptance and use of the developed content. The government and other stakeholders can use these findings to develop strategies that will promote acceptance and use of the developed content in secondary schools in Tanzania.</p>

This paper investigates the inflationary impact of the various financing options for the federal government budget deficit which has accumulated overtime. Using Auto Regressive Distributed Lag (ARDL) methodology and quarterly data over the period 2000Q1 to 2017Q2, the study found significant relationship between inflation and the current financing options of the Government. Overall, the result of our ARDL model affirm that the impact of fiscal spending in Nigeria on inflation is captured more in the short-run since none of the variables is significant in the long-run. In addition, the use of Banking System Financing to fund government deficits has better potentials as the optimal choice because its impact on inflation is insignificant. Federal Government Bonds as a tool for financing budget deficits is also considered an optimal choice because though it causes inflation to rise by the second quarter, but its impact on inflation is expected to fizzle out in the long-run. Ways and Means Advances on the other hand, was shown to have the highest inflationary impact and as such, its use as a tool for financing government deficit should be discouraged. We, therefore, recommend a couple of appropriate policy options for financing budget deficits in Nigeria namely monetary financing and the issuance of federal government bonds. On the policy side, more efficient public expenditure management. Capital market, co-financing arrangements with pension funds and issuance of project-tied bonds, would be beneficial.

WHILE MANY COMMENTATORS are describing the Federal Government?s industrial relations reform package as radical or even revolutionary there is very little in it that is a complete surprise. Further reduction in the power of the Australian Industrial Relations Commission (AIRC), greater simplification in the making of awards and agreements, an increase in anti-trade union legislation, and weakening of unfair dismissal provisions have been on the government?s wish list for some time. The move to a national industrial relations system has also been on the government?s agenda. The impact of these developments on the health industry is difficult to predict beyond saying that it appears to be a recipe for conflict and division. However, our main focus is not to discuss the detail and merits of the proposed changes but instead to ask whether these policies in any way address the major workforce issues facing the Australian health care sector in the twenty first century.

Aim: The following paper attempts to trace the impact of Covid-19 on the younger generation, mostly from economically underprivileged sections, by focusing on specific themes such as health, education, vulnerability to abuse, and violence. The paper tries to address how the pandemic has affected various dimensions of the lives of these younger generation-children and adolescents, alongside tracing the measures taken by the government in the fight against the virus. Methods: We curated the information based on credible data as published in leading news media, PMC published peer-reviewed materials Conclusions: The paper concludes with recommendations that a coherent government policy and the active participation of NGOs are needed to address the problem. The children's mental health needs to be dealt with utmost care at home, which will pave the way towards a better future for the younger generation during and after the pandemic.
