Allocation and Use of Financial Resources in Health Care in Kyrgyzstan

TThe distribution of the limited financial resources in the state hospitals in Kyrgyzstan is uneven. The problems associated with the current method of distribution of resources: the poor quality of services at the level of polyclinics and high hospitalization rates that require an evaluation of the budget allocation of healthcare organizations operating in the Single Payer system. In order to improve the efficiency of resource use it is suggested to review the principles of allocation of resources to the primary level of patient care.

Abstract Introduction: Destructive behavior is considered a chronic, deep-rooted problem in the profession of nursing. Academic articles addressing the issue have existed in literature for the past three decades. Destructive behavior costs healthcare institutions in terms of funds, and it has unpleasant impacts such as escalating absenteeism, reduced productivity, and reduced quality of care for the patients. Finding ways to eliminate such behavior requires a perception and full recognition of the factors that cause and promote it. Since destructive behavior is a complex, multi-dimensional concept that is dependent on context and the culture of the particular organization or society, this research concentrates on the factors shaping such behavior and promoting it in Iranian healthcare institutions.Material and Methods: The present study makes use of the conventional content analysis method to explore the views and experiences of nurses and other healthcare workers by interviewing 30 individuals and one focus group and recording 120 hours of observation in 6 hospitals around the capital city of Tehran comprising 2 private facilities and 4 state hospitals. The interviews were all recorded, transcribed and analyzed.Results: Through data analysis 26 subcategories and 5 main categories of underlying causes, namely, inappropriate organizational mindset, ineffectual management, complex conditions of work in the nursing occupation, unprofessional standards of education and training for nurses, and personal contributions were identified.Conclusion: The present study demonstrates that the main factors promoting destructive behavior in Iranian healthcare organizations are the organizations themselves. To solve the problem of destructive behaviors organizational problems such as ineffectual management, shortage of facilities and infrastructures, a chronic human resource shortage, institutionalized injustice stemming from a state of physicians’ oligarchy, favoritism as a cultural trait, and systematic bullying must first be tackled.

First, an index representing a patient’s health condition is described, then its changes before and after being treated by a given entity are employed as a criterion to assess the operations of this entity. The index of a patient’s health condition is based on the theory of survival analysis, while a model of random effects is used to determine the quality of services based on health value added

The article is devoted to the clarification of the peculiarities of the use of investment instruments for the development of the water supply and wastewater sector in Ukraine. The sphere of water supply and wastewater of Ukraine requires significant investments for the renewal of fixed assets of water supply and wastewater enterprises, reconstruction and development of engineering infrastructure, introduction of the latest technologies, improvement of the quality of services, etc. The authors consider the concept of investment, investment activity, investment program in the general context and in the field of water supply and wastewater. The structure of planned volumes of financing of measures of investment programs of water supply and wastewater enterprises in 2018 is being analyzed. Issues of application of other modern financial and economic mechanisms in the field of water supply and wastewater are considered. The article analyzes the state of realization of public-private partnership in the field of water supply and wastewater on the basis of statistical data. Investment approaches based on participative financing, which involves the use of financial resources not only of the state but also of local communities, business and civil society institutions, and financing through the use of opportunities of the market of debt obligations, including at the expense of the issue of municipal securities in the form of bonds of a local loan.

<p>Tingginya minat penggunaan pesawat terbang dipengaruhi oleh tingginya tingkat mobilitas masyarakat yang menuntut perpindahan kota dalam waktu yang singkat. Meski demikian, tidak semua maskapai penerbangan mampu memberikan layanan yang memuaskan bagi konsumennya. Kualitas layanan yang diberikan oleh suatu maskapai, baik dari segi keselamatan, keamanan, maupun kenyamanan, umumnya dapat diketahui melalui opini penumpang lainnya. Banyaknya opini negatif yang didapat oleh maskapai mengindikasikan buruknya kualitas layanannya, begitu pula sebaliknya. Akan tetapi, jumlah opini yang semakin hari semakin meningkat menyebabkan sulitnya konsumen dalam menilai kualitas maskapai secara cepat. Oleh karena itu, analisis sentimen dibutuhkan guna mempercepat konsumen dalam menilai kualitas layanan maskapai. Hybrid Cuckoo Search (HCS) merupakan salah satu metode yang dapat digunakan untuk melakukan analisis tersebut. Metode ini mampu mengelompokkan informasi secara cepat. Penelitian ini bertujuan untuk mengimplementasikan HCS dalam melakukan analisis sentimen pada data opini penumpang maskapai penerbangan. Hasil uji coba menunjukkan bahwa nilai rata-rata akurasi, <em>precision</em>, dan <em>recall</em> dari data opini 7 maskapai dengan 1.000 iterasi masing-masing sebesar 69,24%; 70,88%; dan 77,57%.</p><p> </p><p><em><strong>Abstract</strong></em></p><p class="Abstract"><em>The high demands of airplanes usage are influenced by the increasing levels of people's mobility who want to trip from one city to another in a short time. However, not all airlines company could provide satisfactory services for the consumers. The quality of services provided by an airline, in terms of safety, security, and convenience, is usually known through passenger opinions. The number of negative opinions gained by airlines indicates its poor quality of service and vice versa. However, the increasing number of opinion increases the difficulty of the consumer in assessing the quality of the airline quickly. Therefore, sentiment analysis is needed to accelerate the consumer in assessing the quality of airline services. Hybrid Cuckoo Search (HCS) is a method which can be used in conducting such analysis. This method is able to group information quickly. This study aims to implement HCS in conducting sentiment analysis on airline passenger opinion data. The results show that the averaged accuracy, precision, and recall from opinion dataset of 7 airlines company at 1,000 iteration are 69.24%, 70.88%, and 77.57% respectively.</em></p><p><em><strong><br /></strong></em></p>

The research on the perception of the quality of services is of crucial importance for the growth and development of service companies. However, the problem arises in the analysis and measurement of the level of quality of services, bearing in mind their intangibility, simultaneous production and consumption and homogeneity. This paper examines the perception of service quality of banks in northern Kosovo and Metohija, in respect to the specificities of the region. The survey was conducted using a questionnaire based on original SERVQUAL model that contains 22 questions grouped in five dimensions. To identify additional indicators of quality perception, we have expanded the basic model and added additional questions related to the price and the availability of financial resources. The average result on the perception of the quality of banking services was between 3.72 and 5.61, similar to results obtained in the region, using same methodology. The results show that the lowest assessed dimensions are empathy, availability and price of banking services, while tangibles are the ones customers are satisfied the most. To confirm that the added questions relate to the defined quality dimensions and to identify the factors that are most suitable in explaining the level of satisfaction with banking services, we have conducted factor analysis. Factor analysis results reduced the number of dimensions to six but showed that added questions were grouped around the dimensions that were added - prices and availability of financial resources.

The study aimed to identify the impact of adherence to the general standards of international auditing and increase the quality of audit services. Where the problem of the study was the collapse of many companies and economic institutions in recent years to filing complaints and judicial disputes against audit offices due to the poor quality of services provided by audit offices, which affected the reputation of the audit profession. Individuals to learn more effectively and use these strategies increased the quality of services provided, commitment to transparency and independence increased investor confidence and raised the level of service provided to the client, the study recommended developing the personal qualities necessary to carry out professional and technical duties throughout the auditor’s working life.

A survey was conducted (2012 to 2014) in the City of Tshwane in order to assess and evaluate determinants of adequate municipal services that are routinely provided to operators of start-up business enterprises. Data used in the report come from 1.058 small businesses. The aim of research is to assess and evaluate the relationship between the quality of services and sustained viability in small business enterprises. The study was conducted against the background of a high failure rate among newly established small businesses in the City of Tshwane. The study showed that there was a significant association between positive perception of business operators on the quality of municipal services provided to them and viability of businesses. The percentage of viable business enterprises that were satisfied with the quality of services provided to them was 87%. The percentage of non-viable business enterprises that were satisfied with the quality of services provided to them was only 13%. Profitability in business enterprises was significantly affected by lack of capacity for fulfilling the business and entrepreneurial needs of newly established businesses [hazard ratio = 3.58; P = 0.000; 95% C. I. = (1.45, 5.46)], inappropriate policy [hazard ratio = 3.19; P = 0.000; 95% C. I. = (1.39, 5.28)], and lack of tailor made training programs directed at newly established small businesses [hazard ratio = 2.89; P = 0.000; 95% C. I. = (1.24, 4.77)]. AbstractIn recent years, the problems facing the national health system have always been brought to the forefront of public life. Poor quality of medical services, lack of staff or hospital infrastructure were most often linked to the underfunding of the medical system, but also to the inefficient use of allocated financial resources. The economic results, quantified also in the financial resources that feed the public budgets, are the mirror of the possibilities that the public authorities have in the financing of the public sectors and, implicitly, of the health system. As the current COVID-19 crisis affects most economic and social areas, numerous questions arise about the size of possible losses, future developments and possible ways of recovery.

Tourism is one of the fastest-growing industries in Europe, with growth mostly centered in major cities and urban locations. Nevertheless, remote destinations can also offer tranquility and accessibility, as well as both unexploited and unknown development potential for active senior travelers. The purpose of this paper is to analyze, on the basis of information gathered from 1705 questionnaires, senior touristic behavior, including motivations and decision-making issues for senior travelers in 11 remote regions of nine European countries (Finland, Latvia, Poland, Slovakia, Hungary, Bulgaria, Spain, Ireland, and Greece). A mixed-methods approach was used to fulfill the research objectives. Both interviews and the survey method were applied to generate data from senior tourists. The present study will focus on the key factors explaining senior tourists’ motivations and barriers to travel. The results of surveys conducted within the TOURAGE project indicate the significant potential of remote regions in the development of senior tourism. For senior respondents, a very important reason for going on holiday is the possibility of enjoying rest and silence. Safety, nature, historical sites, quality of services, and easy transportation connections are the top five attraction factors for seniors when choosing a destination. At the same time, according to the interviews, among the important problems negatively influencing the size of the senior tourism market in remote regions are: difficulties in reaching seniors with tourist offers, a lack of promotion of local tourist products aimed at seniors, and finally a lack of financial resources for the implementation of local projects supporting the development of senior tourism.

In this paper, the author tries to emphasize the importance of international and positive legal guarantee of property rights as well as the issue of return of confiscated property or market compensation, and especially to come to conclusions that would help better respect the human right to peaceful enjoyment of property. In that sense, certain judgments of the European Court of Human Rights were analyzed. Special attention in the paper is paid to the types of restitution and the low coefficient of compensation, which violates and calls into question the fairness of the process itself. A brief critical review of the privatization process was also made. Thus, it was pointed out that the restitution procedure should have been carried out first, and then privatization. The poor quality of services as a result of abuses in privatization was also pointed out.
