Modular blocks of flats built with large prefabricated panels have become widespread in most of central and East-European countries particularly in the 80es, populating large-scale neighbourhoods. In Romania are representing about 37% of the total fund of apartment blocks, being present in most of the cities. The high percentage of thermal bridges and reduced design thermal resistance of the envelope make these buildings a priority in thermal retrofitting. Using up-to-date calculation methods, the paper presents a thorough analysis of the energy performance of large-panel residential buildings (apartment blocks) before and after renovation. The conclusions are focused on the practical measures to be undertaken for bringing the energy efficiency after retrofitting at the highest possible degree, thus meeting the requirements of the EU legislation and the targets set in the field of energy performance and reduction of CO2 emissions.

Large panel residential buildings, dating from second half of 20 Century, are to be found in almost every urban settlement across Europe. Within the context of three case studies of urban blocks in Bulgaria (Mladost - Sofia), Macedonia (Karpos III - Skopje) and Serbia (Detelinara - Novi Sad), comparative analysis and evaluation of technical and structural characteristics according to reliability (seismic resistance and fire safety) and sustainability (energy efficiency, internal air quality, accessibility) criteria has been conducted. Additionally, previous experiences from individual renewal projects are reviewed. Previous experiences and comparative analysis results, could contribute to formulation of wider applicable solutions and development of new urban renewal strategies.

High residential living in Malaysia has not been widely given a significant emphasises in literature despite its increasing scale and significance in the real estate market. The significance of high rise is mainly due the increasing rate of migration from rural to urban. It is estimated a total of 77.2 percent of the Malaysian population lived in urban areas in 2020. Approximately, 30 percent of this urban population lives in strata housing. These percentages are predicted to continue to increase in the future. The emergence of high residential building has been argued as confronting various problems which has considerable impact on this life style. Satisfaction is an important outcome of living in one’s dwelling, although it is not the only consideration. High residential building in Malaysia encountered numerous problems in term of management aspects, legislation aspects, and residents’ satisfaction. The purpose of this paper is to investigate the tenants’ satisfaction living in high residential buildings in Klang Valley. The questionnaires survey is conducted amongst 276 tenants at low cost and medium cost HRB using random sampling in HRB located at areas under jurisdiction Dewan Bandaraya Kuala Lumpur (DBKL), Majlis Bandaraya Subang Jaya (MBSJ), Majlis Bandaraya Shah Alam (MBSA), Majlis Bandaraya Subang Jaya (MBSJ), Majlis Perbandaran Selayang (MPS) and Majlis Perbandaran Ampang Jaya (MPAJ). The result from this study shows that tenant in medium cost residential building are more satisfied in term of facilities and management as compared to tenants in low cost residential building. Tenants also not disclosed to the existing act and procedure related to high residential building. In conclusion, this study suggested the Local Authority to emphasise the role of tenant. These recommendation hopefully will increase the level of satisfaction amongst the residents in HRB.

Purpose – The purpose of this paper is to suggest the usage of the project finance (PF) scheme as a suitable mechanism to fund energy efficiency projects at the urban scale and present its advantages and adoption barriers. Design/methodology/approach – A case study is developed to renew the traffic lighting system of an Italian town via replacement of the old lamps with new light-emitting diode (LED) technology. Several partners are involved in the case project to construct a viable PF arrangement. Findings – The case study presents the viability of the proposed PF scheme that provides for acceptable financial returns and bankability. However, it also shows that the need for short concession periods may call for a public contribution to the initial funding to make the project more attractive to private investors. Practical implications – This case study is a useful guideline for governments and promoters to using the PF arrangement to fund energy efficiency investments in urban settings. It helps designing an appropriate PF scheme and understanding the advantages of PF to reduce risk and, consequently, increase the debt leverage and profitability of energy efficiency projects. Originality/value – This paper contributes to bridging the gap about the lack of works addressing the implementation of the PF mechanism in the energy efficiency sector in urban areas. The importance of this paper is also associated with the shortage of traditional public finance faced by many cities that forces to seek for alternate forms of financing.

In addition to formalized leadership roles within organizations, leadership can also influence members through informal channels. This work argues that multifamily residential buildings can be viewed as organizations and, as such, explores the influence that informal leaders can wield in shaping culture around the motivation for conserving energy. This work draws on qualitative fieldwork conducted in a Brooklyn cooperative building. Findings indicate that the study building benefitted from the leadership of a long-standing board member, which contributed to the implementation of a number of energy efficiency initiatives. Interestingly, this leadership also led to a culture of cost efficiency over environmental concern as the motivating force behind these initiatives. This narrative was well disseminated, with most residents reporting that the building does not have a culture of conservation, despite a strong energy efficiency leaning. Thus, this work posits that leadership can greatly shape perception and culture around energy but can also be leveraged to craft a more environmentally-motivated conservation culture. It also argues that leadership can be complementary to decentralized organizational structures, and that creative mechanisms in residential buildings can capitalize on both, allowing members at all levels of the organization more influence in shaping the building’s culture.
