Accessibility of expertise and expert inferences is one of the key factors for appropriate expert evaluation. Appropriate and timely expert information allows a smooth process of expertise. Small and medium enterprises (SMEs) have limited possibilities to acquire professional expertise for data security risk analysis due to limited finances. A risk management expert system is developed for SMEs with the ability to adapt to various subject domains using ontologies of the field. Article in Lithuanian Santrauka Ekspertinės informacijos ir išvadų prieinamumas – viena svarbiausių tinkamos ekspertizės sąlygų. Tinkamos, kompetentingos ir laiku gautos ekspertinės žinios sudaro galimybes sklandžiai procesų raidai. Smulkusis ir vidutinis verslas (SVV) dėl ribotų finansinių išteklių turi ribotas sąlygas profesionaliai vertinti duomenų saugą, kad galėtų užtikrinti įmonės informacijos saugą optimaliomis finansinėmis sąnaudomis. Kuriama ekspertinė SVV rizikos valdymo sistema, skirta rizikos analizės procesui automatizuoti, jį pagrindžiant sprendimais, galinčiais prisitaikyti prie skirtingų dalykinių sričių (organizacijų veiklos sričių), išnaudojant įvairių dalykinių sričių ontologijas.

The paper deals with evaluating the success of small and medium-sized companies in in­ter­na­tio­na­li­za­tion process. The process of internationalization is defined in the literature in a many ways; there is a countless variety of different approaches and models of internationalization process of firms. Like all processes in the firm also the internationalization process is accompanied by risks. For risk management it is important to know what the key factors of success are in the international arena. In this article is presented a simple evaluation model that could be used by SMEs to determine not only how strong are they compared to competitors, but also at what level are their key success factors in the process of internationalization. The aim was to find a simple method to help small and medium enterprises to assess their situation in the field of internationalization and to help them identify their strengths and weaknesses in this area. Proposed simple evaluation model has the graphic output from which it can be seen in which areas the company is doing well in internationalization process and in what areas is doing badly – then there is room for further improvement. Creating the model it was essential to divide the various factors into several groups and further evaluation to determine the range by which SMEs can quantify the level of success in internationalization process. Before the model was constructed it was necessary to collect data among small and mid-sized firms, and to process the outputs of the survey. After confirmation or to rejection of the certain hypotheses key success factors of SMEs in the internationalization process were selected and these factors were then aggregated into 4 groups. The model was then applied to data obtained from a survey of 40 SMEs and in the paper there are presented specific examples of graphical output of the model for the best and worst rated company. Authors are aware that the model is simple and has its limits, there is the need of much more work and the authors foresee further modifications of this model.

The September 11th tragedy has made transportation operators, as well as shippers and public authorities, aware of a new type of risk, man-made and intentional. Securing global transportation networks has become an important concern for governments, practitioners and academics. In the current time-based competition context, securing transportation operations should not be sought at the expense of time effectiveness in physical and informational flow processing. In this paper, the authors describe a project for the design of an expert-system dedicated to maritime container security risk management, present a literature review on decision-support systems dedicated to transportation risk management, and discuss the various steps of expertise modeling in a transportation risk management context.

Objectives: Through the reflection on the city’s response to the crisis in the process of tobacco control, a comprehensive and systematic public safety prevention and control system will be built to help cities cope with future risks and challenges. Methods: By using the methodological principle of the unity of subject and object and systematic research, this paper analyzes the problems from the three aspects of subject, object and means, and puts forward three important links of prevention, response and guarantee to construct a large urban public security system, and these three links support each other form a closed loop of risk prevention and control urban public security. Results: Under the background of tobacco control, it is feasible to a reliable whole-cycle management system for urban emergency response and accident rescue, a sound basic public safety guarantee system and a whole-society participation system. Conclusions: Due to the change of global climate conditions and the increase of flow people in the social environment, human beings will face a more complex living environment in the future and may encounter more extreme problems. It can be said that at present and even in the future, global urban public security risk management work is facing a grim situation. WHO research shows that smoking will increase the risk of new crown virus infection among smokers and their surrounding population.China is a big smoking country and in the stage of rapid urbanization. Many citiesare densely populated. Once there is an epidemic infection, the cities will face a severe public security situation. Smoking will not only have an adverse impact on personal health, but also the fires in factories, homes and forests caused by smoking.Since the Chinese government’s tobacco control in 2014, various accidents caused by smoking have caused great adverse effects.Smoking in public places has great hidden dangers of public safety, which leads us to think about the risk management of urban public safety.In the context of tobacco control, we should use scientific thinking and methods to construct a new pattern of urban public security risk management. Another important concept is to implement the risk management concept and the value of prevention first in the management of public affairs, so as to create a situation of risk sharing and coordinated response of the whole society.
