Gender-Responsive TVET Framework

Vocational education plays a pivotal role in achieving gender equality in skill development, and it has impacted the participation of women in labor market. Although there are various schemes and programs run by different ministries of India, they lack gender focus. As a result, it has widened the gender gap in various socio-economic indicators. This chapter proposes a TVET framework from gender perspective along with the review of current technical and vocational education system in India. It also identifies the challenges faced by women in enhancing their skills and its impact on their employability.

In recent decades, the participation of women in all movements is increasing, in the field of labor statistics affected by this increase, however, the percentage of discriminatory practices towards women has also been detected in Mexico in the labor market, which has managed to generate high rates of wage discrimination and a lower probability of obtaining better paid positions. Due to the importance of this issue, this study presents the main factors that impede the empowerment of Chihuahua women, through a descriptive statistical methodology, focusing their analysis on the study of the characteristics between men and women when entering the labor market and how They are reflected in the salary remuneration, with the way of knowing if this phenomenon is due to sociodemographic factors or a gender perspective problem, and thus show the current panorama faced by women in the state of Chihuahua.

Achieving gender equality and empowering all women and girls is one of the 17 goals of Sustainable Development Goals (SDGs). Unfortunately, gender inequality practices still occur in nearly all fields of development; one of which is the skill development. The India Skills Report 2017 highlighted the gap between men and women in gaining employment across all sectors. This chapter analyzes gender gap in skill development, identifies challenges of gender stereotyped labor market, assesses government programs for skill development, and suggests remedial measures to fill the gender gap in skill development. The chapter uses secondary sources like India Skill Report, Gender Gap Report, World Economic Forum, and UNDP reports related to skill development focusing on gender gaps. The chapter gives a clear understanding of gender gap, skill development, and the challenges faced by women in a gender stereotyped labor market. The chapter ends by suggesting measures to fill these gaps.

The paper considers the strategic priorities of the interaction between the labor market and the educational services market aimed at correcting the imbalance in the labor market in the field of agriculture. The study was conducted on the basis of a set of general scientific methods using strategic and sociological analysis. The main strategic priorities of interaction between the labor market and the educational services market in order to improve the competitiveness of graduates of the vocational education system in the modern labor market have been identified. The paper highlights the role of informal education in ensuring human development as a subject of labor.

In a situation of uncertainty, there is a rapid change of priorities, which is reflected both in the requirements for the level of professional training of specialists and in the requests of employers for new specialties. However, the list of specialties and areas of training of workers for the regional economy in the regional system of secondary vocational education is formed on the basis of applications from employers for a five-year perspective, but in a situation of uncertainty, no one can guarantee that in five years graduates of a particular specialty or profession will be in demand in the labor market. To achieve a balance in this problem, it is necessary to develop and implement new mechanisms for interaction between professional educational organizations and employers. The aim of this study is to determine the list of popular vocational education specialties, the description and identification of effective mechanisms of interaction between professional educational organizations and employers that affect the improvement of the quality of specialists training and the indicators of their employment according to their specialty based on the analysis of the indicators of the admission campaign and graduates employment of vocational education system of the Republic of Buryatia.

Today, changes are being made to the main regulatory documents in the field of education, which require a revision of the structure and content of federal state standards. In addition, the labor market requires synchronization of content with the requirements of specific industries. All this required a revision of the layout of the standard for secondary vocational education. Today, 100 educational standards are already in development.For the study, an analysis of the current federal state educational standards and their changes since their introduction in the system of secondary vocational education was carried out. And also considered the latest changes in the regulatory framework of secondary vocational education. Based on the method of analysis, the main changes in the structure and content of federal educational standards were identified. On the basis of the modeling method, the directions of changes in the approximate basic educational programs were determined.The changes identified in the course of the study will allow educational organizations to more successfully apply these standards in the development of basic educational programs.Changes in the vocational education system associated with the approbation of a new layout will allow the education system to respond to the dynamically changing demands of the labor market and provide training for workers who meet the modern requirements of the economy.

Purpose – The relationship between gender and governance is often neglected in both conceptual and empirical work. However, gender equality in the decision-making fora is vital, for enabling far-reaching social change and for empowering people excluded from decision making. The purpose of this paper is to analyse the participation of women in governance institutions in a small island economy like Mauritius. Though, there has been some progress in Mauritius in redressing the gender imbalance in national and local governance processes, more is still to be achieved. This paper analyses women participation in governance by using gender-sensitive governance indicators. Design/methodology/approach – Data were collected from different sources namely from the Mauritian Electoral Commissioner's Office, Statistics Mauritius, Mauritius Household Budget Surveys and the Ministry of Education and Human Resources. Data were also made available from the Global Gender Gap Report, 2012; the Global Parliamentary Report, 2012 and the SADC Gender Protocol Barometer, 2012. These data were used in the computation of gender-sensitive governance indicators used by the United Nations Development Programme (UNDP, 2006). The indicators are the Global Gender Gap Index, the percentage of seats reserved in parliament for women, voter turnout among registered females and prevalence of women in poor districts. Findings – The paper argues that the overall gender gap index for Mauritius has increased over the years but the scores for economic participation and political attainment remain very low. In the economic sphere, the author note a rising female unemployment rate, though girls perform better than boys at all educational levels. Mauritius has been adept at the politics of recognition of different ethnic groups but this approach has not addressed the issue of women. The findings reveal that women are often excluded from decision making, from the household up to the highest levels of policymaking. The “invisibility” of women in parliament, is a concern and is “a grave democratic deficit” for the country (Sachs, 2001). Originality/value – No study has taken a gender perspective of governance issues in Mauritius. The author assess the importance of gender in a democratic country like Mauritius which has performed well on the economic front but gender is still too often ignored in governance and other spheres. There is thus a growing need for greater gender equality and participation of women in governance institutions and processes.

The article assesses the consequences of reforming the vocational education system in Russia and its impact on the quality of graduate training. The need for changes in the education system is due to the transformation of the economy and the development of a knowledge society. The paper analyzes the main results of the reforms carried out since the beginning of the 200s. The conclusion is made that the reform of the education system allowed students to adapt more flexibly to the labor market conditions. It is noted that at present there is a gap between the real availability of professional personnel and their competencies and the needs of the economy. The article emphasizes that the introduction of two-level training for most humanitarian and natural sciences turned out to be optimal, but for a number of technical specialties negatively affected the quality of training. The authors suggest areas for further reform of the vocational education system in accordance with the requirements of the labor market.


In 2009, National Skill Development (NSD) Policy was reformed to modify the vocational education system in India. The skills development and entrepreneurship policy developed in 2015 tries to solve the challenges of skill development by inspiring early signs, development and variations. The present study is based on a primary survey conducted in four Districts of Sikkim involving 600 respondents from amongst the various stakeholders and examines whether there is any significant difference in the expressed belief held by stake-holders vis-à-vis the challenges identified in the skill eco space in Sikkim. These challenges are namely resistance to relocation by Sikkim’s youth for employment, stigma against labor oriented jobs, preference for Government jobs, belief that skilling is for low academic achievers and lack of industrial opportunities and development in the State of Sikkim. The findings can be utilized for suggesting recommendations and way forward to remove these barriers for better outreach and effective implementation of various schemes by adopting suitable practices.
