Reverse Logistics and Solid Waste

This chapter promotes a selection of works collected that seek to analyze the need and the evolution of reverse logistics into the context of the National Policy on Solid Waste in Brazil. Nineteen years of intensive discussion have been held until the legal framework for the implementation of Agenda 21 of 1992 on the environmentally sound management of solid waste could be announced. The principle of shared responsibility for the product lifecycle, which reaches manufacturers, importers, distributors and traders, consumers, and holders of public solid waste management services, is the central theme of the law and undoubtedly innovates on the issue, placing Brazil alongside countries such as those of the European Union and Japan. However, a serious problem that distances them is to achieve large population densities with the benefit of municipalization of the process of control of urban waste. The rate of effective management of solid wastes is relatively low at the municipal level compared to the countries mentioned.

This research aimed to analyze the economic and environmental advantage of solid waste management with recycling in Reverse Logistics, highlighting the implementation and the challenges of its management. With Law No. 12,305, of August 2, 2010, the implementation of the National Solid Waste Policy (PNRS) in parallel with Reverse Logistics suggests the minimization of waste problems with integrated management through Reverse Logistics. This establishes shared responsibility between producers and consumers for the correct destination and disciplines the problem of solid waste. The study was carried out in two stages: in the first, the National Solid Waste Policy (PNRS) was registered in waste management with the recycling of reverse logistics. In the second stage, the economic and environmental advantage of the Reversa Logística of the Embrasures Plásticos of the Automotive Lubricant Oil in an Institute located in Paupina-Fortaleza / CE was analyzed. The criterion was adopted based on the qualitative and quantitative character. The results pointed to a significant importance of the PNRS for the recycling of Reverse Logistics packages with the adhesion of companies. Therefore, Reverse Logistics was fundamental in reducing waste returning to its life cycle and in better participating companies in waste management in a sustainable way.

Small- and medium-sized enterprises primarily focus on their operations and rarely pay attention to issues related to sustainable solid waste management that originate from their production processes. A suitable strategy to support sustainable solid waste management is reverse logistics. Through the use of maturity models, it is possible to determine the grade to which small- and medium-sized enterprises are prepared to perform this strategy. This study proposes an adapted maturity model to measure maturity levels of reverse logistics aspects at small- and medium-sized enterprises in regions from Colombia in order to contribute to sustainable solid waste management. The maturity model was applied to seven small- and medium-sized enterprises in the plastics sector in the central and southern regions of Colombia by adapting a maturity model that was previously correlated to suggested drivers and barriers in this sector. Results show that maturity levels range from naïve to immature owing to the incipient development of reverse logistics in Colombia. Therefore, it is necessary to establish a holistic vision of the organisation to improve the reverse logistics decision-making process to achieve sustainable solid waste management.

In recent years, the environmental pollution caused by a large amount of domestic solid waste generated in localities across the country is a challenge that governments of all levels, sectors and localities need to focus on solving. In order to make a substantial change in the domestic solid waste management, improve environmental quality and contribute to improving the quality of people’s lives, the Vietnamese Goverment is actively implementing specific activities to strengthen the management and recycle of domestic solid waste throughout the country. Besides, in the current legal documents, there is still a lack of guidance on appropriate technology selection and technical guidance on domestic solid waste collection, storage, treatment and recycle. Solid waste recycling activities are still scattered, spontaneous and lack the management and control of the competent authorities on environmental protection in the locality. The majority of recycling facilities are small in scale, the level of technology investment is not high, the majority of technologies are outdated and the machinery and equipment are obsolete, which causes environmental pollution. This article focuses on the challenges of recycling domestic solid waste in Vietnam. It also provides causes and recommendation to amend and supplement regulations related to recycling domestic solid waste in Vietnam

ResumoO aumento da população mundial e, por consequência, mudanças na produção e no consumo da sociedade implicam em inconvenientes quanto aos resíduos gerados, porém, atitudes vêm sendo tomadas para mitigar ou eliminar os transtornos causados. No Brasil, a maior conquista foi a criação da Política Nacional de Resíduos Sólidos, que destaca a responsabilidade compartilhada do poder público e dos geradores sendo estes, pessoas físicas ou jurídicas. Escolas de educação infantil e fundamental, dos anos iniciais, são ambientes importantes para ações que visam o bem-estar social e a qualidade ambiental, visto que é o celeiro de formação de futuros cidadãos e, diante do cenário nacional, não podem ficar de fora do que pede a legislação vigente. O objetivo do trabalho é avaliar a situação de uma escola particular em Foz do Iguaçu - PR no que tange o tratamento dos resíduos sólidos, a fim de alertar para o que pede a legislação vigente. A pesquisa é um estudo de caso associado ao método de pesquisas bibliográficas acerca dos resíduos sólidos para avaliação da situação da empresa. A realidade observada é preocupante, pois são muitos os problemas relacionados ao tema e estes estão presentes em diversos níveis, desde a falta de conhecimento sobre o assunto por parte da comunidade escolar até problemas com uma estrutura física deficiente. Neste contexto o trabalho alerta para a necessidade de um Plano de Gerenciamento de Resíduos Sólidos afim de tornar a escola um ambiente saudável e equilibrado, de acordo com a legislação.AbstractThe increase of world’s population and consequently changes in production and consumption of the society imply in inconveniences as to the generated waste, however, attitudes have been taken to mitigate or eliminate the disorders caused. In Brazil, the greatest achievement was the creation of the National Solid Waste Policy, which highlights the shared responsibility of public power and generators, both individuals and corporations. Elementary education schools in the early years are important environments for actions aimed at social welfare and environmental quality, since it is the base for the training of future citizens and, given the national scenario, cannot be left out of what is requested by the legislation in force. The objective of this work is to evaluate the situation of a private school in Foz do Iguaçu - PR regarding the treatment of solid waste, in order to alert to what is requested by the current legislation. The research method adopted was the use of bibliographical research on solid waste and field research to evaluate the company's situation. The reality observed is alarming, as there are many problems related to the theme and these are present in several levels, from the lack of knowledge, on the subject by the school community, to problems with a poor physical structure. In this context the work alert to the need of a Solid Waste Management Plan in order to make the school a healthy and balanced environment, within the parameters of the law.

The objective of this paper is to present a brief overview of the current situation of solid waste in Brazil, as well as the importance of the National Policy of Solid Waste as the main regulatory milestone of the country, clarifying the role of society, government and the private sector. Moreover, this law is essential for determining the closing of dumps, encouraging municipal consortia and establishing a hierarchy for solid waste management through waste reduction at source, reuse, recycling, energy recovery and disposal. Also it aims to understand how São Paulo, the most important city of Brazil, is currently facing the problem and what are the scenarios and proposals indicated in the Integrated Management Solid Waste Plan of the city to get the sustainable solid waste management of São Paulo in operation.

The National Solid Waste Policy (PNRS) proposes the practice of sustainable consumption patterns. One of the most important instruments of this policy is the concept of shared responsibility for the lifecycle of products. The State of Solid Waste/RS Policy sets forth the principles, objectives, instruments and guidelines for the integrated management and solid waste management, the responsibilities of producers and the government and to apply economic instruments. As the state of preparation of Municipal Plans for Integrated Management of Solid Waste (PMGIRS / RS) more than half of the municipalities have drawn up their plans. The objective was to analyze the knowledge and perception of the people and institutions in the city of São Gabriel, RS, for adherence to the PNRS. Data collection was conducted in four districts of the city: New Town, Vila Mariana, Independence and Center. In each neighborhood type semi-structured questionnaire instruments were applied. A second instrument was applied with nine (9) institutions. The results showed the importance of proper disposal of municipal solid waste. Negligence in the integrated management of solid waste added to the neglect of people and institutions bring social, economic and environmental consequences extremely negative to the municipality.

Management of solid waste has become an increasingly important global issue as a result of population growth, as well as increasing individual needs, changes in lifestyle and growth in tourism. This waste management problem has become severe in the Paro region of Bhutan, driven by growth in tourism, changes in consumption patterns and growth in GDP. This research aimed to study the amount of waste sent to landfill, and the current status of solid waste management systems and waste composition in Paro District hotels. The current composition of solid waste from hotels comprises organic waste (53 %), glass (14 %), paper (9 %), metal (7 %), LDPE (7 %), textiles (5 %), HDPE (3 %), rubber (1 %), and others (1 %). To improve solid waste management (SWM) in the hotel industry and to reduce total amount of waste generated, environmentally sound practices in various nations are recommended such as implementation of guidelines, monitoring systems, education and special training programs for hoteliers and customers.
