The Plan Guidelines for Villages under the Background of Nomadic Settlement — A Case Study of Luqu County in Gannan Tibetan Autonomous Prefecture

“The Project of Nomadic Settlement” is one of the major construction tasks for “Gannan Important Water Supply Ecological Functional Area of Yellow River”. Because of the distribution of population and settlements have obvious discreteness and wavering in alpine pasture, it is necessary to plan and guide agricultural and grazing villages during the process of the construction of nomadic settlements, spatial displacement and integration of population and settlement. The nomadic habitation mode in Luqu county undergoes four stages. At present, it adopts four settlement modes, that is, centralized settlement mode in the county town, settlement mode in the village, settlement along the highway mode and dispersed settlement mode, involving a total of 2,645households,13,783people and be arranged in 21 settlements. The paper adopts 14 indicators related conditions of economic development, social development conditions, geographic conditions, measures the overall strength of 24 administrative villages in Luqu, the whole villages are divided into four grade. The results show that the suburban villages are better than the surrounding villages and towns, pure pastoral farming are better than farming-pastoral villages. Accordingly, 24 villages are divided into four types—community-based villages, developing villages, controlling villages, and revoking-merging villages. Finally, it also proposes the path on village plan guidelines.

Penelitian ini bertujuan untuk mendeskripsikan 1) Dampak ekonomi dan sosial wisata alam berbasis masyarakat dalam konteks pemberdayaan masyarakat, 2) Pola pengembangan jejaring dalam penyelenggaraan wisata alam berbasis masyarakat dalam meningkatkan pelayanan wisata. Penelitian kualitatif dengan model studi kasus, dilakukan di kawasan wisata alam berbasis masyarakat yang ada di desa Bejiharjo, Karangmojo, Gunung Kidul. Pengumpulan data, dilakukan melalui observasi, dokumentasi dan wawancara terhadap pengelola pokdawis Dewobejo, Wirawisata, Pancawisata dan perangkat desa serta tokoh masyarakat. Teknis analisis data menggunakan teknik analisis kualitatif model interaktif dari Milles dan Hubberman, Keabsahan data didukung dengan teknik triangulasi metode dan sumber, perpanjangan pengamatan dan diskusi terfokus. Hasil penelitian menunjukkan, pertama, keberadaan objek wisata Goa Pindul menyebabkan perubahan dalam a) perekonomian masyarakat, ditandai dengan adanya perubahan jenis pekerjaan yang dimiliki pelaku wisata dan masyarakat sekitar objek wisata, dan adanya peningkatan penghasilan walaupun belum pada semua level masyarakat; b) terjadi perubahan perilaku individu, namun nilai, tradisi dan adat kebiasaan serta peningkatan kebutuhan pendidikan relatif tidak berubah. Kedua, pola jejaring yang terbangun di antara para pelaku wisata Goa Pindul tidak mengindikasikan adanya perbedaan keragaman hubungan dengan pihak lain. Pencarian sumber daya lebih banyak dilakukan dengan pihak yang memiliki kesamaan kepentingan atau perhatian dalam pengembangan kepariwisataan di Kabupaten Gunungkidul.This study aims to describe 1) The economic and social impact of community-based tourism in the context of community empowerment, 2) Pattern of network development in the implementation of community-based nature tourism in improving tourism services. Qualitative research with case study model, conducted in nature-based nature tourism area in the village of Bejiharjo, Karangmojo, Gunung Kidul. Data collection, conducted through observation, documentation and interviews of Dewobejo pokdawis, Wirawisata, Pancawisata and village officials as well as community leaders. Technical data analysis using qualitative analysis techniques of interactive models from Milles and Hubberman, The validity of data supported by triangulation techniques methods and sources, extension of observation and focused discussion. The result of the research shows, firstly, the existence of Goa Pindul tourist attraction caused a change in a) the society economy, marked by the change of work type owned by the tourism actors and the society around the tourism object, and the increase of income although not yet at all level of society; b) there is a change in individual behavior, but the values, traditions and customs and the increase in educational needs are relatively unchanged. Secondly, the networking pattern that was built among the actors of Goa Pindul tourism did not indicate any differences in the diversity of relationships with other parties. The search for more resources is carried out with parties with similar interests or concerns in tourism development in Gunungkidul Regency.

AbstrakTujuan Penelitian ini adalah mencari model penanggulangan kemiskinan berbasis komunitas yang berdasar dari potensi dan permasalahan yang di miliki oleh desa.Metode penelitian  ini menggunakan pendekatan kualitatif studi kasus yaitu meneliti suatu kasus atau fenomena tertentu yang ada dalam masyarakat yang dilakukan secara mendalam untuk mempelajari latar belakang, keadaan, dan interaksi yang terjadi . Pada penelitian ini di lakukan di Desa Plantaran Kecamatan Kaliwungu Selatan Kabupaten  Kendal Provinsi, Jawa Tengah. Africa has a disproportionate share of the world's poorest countries and within this context economically weak states generally lack the ability to provide the ideal level of support and opportunities for their citizens. This paper examines how, in Malawi, a community-based economic development initiative, with the aid of a supportive NGO, has significantly improved rural livelihoods and facilitated market access in the formal market economy. Active government and NGO support for small scale irrigation farming coupled with their encouragement of community development led to the emergence of the Ngolowindo agricultural cooperative which serves as a useful model and example of locality-based development in Africa. After providing a context for the study in terms of both contextual literature and details specific to the Malawian context, the paper examines how the cooperative emerged, how it operates, what role the supporting NGO plays, and how products are sold. The study concludes with an overview of key findings and an examination of the lessons for local development in Africa.

This research was conducted with qualitative methods that adopted Community Based Research (CBR), by taking the location of research in Pejarakan Village, Buleleng Regency which is one of the villages with good management of Village-Owned Enterprises and has many synergistic entrepreneurial communities. The results of this study are that the use of Mandara Gerbangsadu funds from the Government has been allocated well for the economic development of the village, therefore the Village-Owned Enterprise collaborates with the entrepreneurial community to develop the potential of the community with the aim of improving the welfare of the community and proving that the Village-Owned Enterprise as a place for village entrepreneurship able to improve the economy of the community through the development of a productive economy.

Transformational Leadership in an organization has a significant influence on the success and dynamics of an organization. Village-Owned Enterprise (BUMDes) as an organization is expected to increase the Village's original income and prosper the village community, based on the mandate of Law no. 6 of 2014. In the increasingly rapid corporate competition, several problems are often faced by business actors. In terms of capital in developing a business, based on this phenomenon, BUMDes are presented and built in the form of an organization with a spirit of togetherness in exploring and recognizing Village Potential. Therefore, one way to succeed in development in village income is to increase village income. The amount of village income is influenced by the performance of BUMDes in managing and maximizing existing assets in the Village. The purpose of writing this literature study is to identify Transformational Leadership in improving the performance of Village Owned Enterprises (BUMDes). The method used a literature study. The results obtained are to measure the influence of Transformational Leadership and Motivation on Community Performance. This study concludes that Leadership in the management of BUMDes in Semarang Regency can reflect Transformational Leadership.

This article accords to the theory of community-based tourism, which represents a concept that respects natural and cultural resources of a particular community and encourages participation of its members in the process of tourist product creation. The article operates in the planning phase and aims to give insights into the process of establishing the groundwork for community-based tourism. The key element is documenting and illustrating everything that could be a part of what is known as “traditional wisdom,” namely, the skills and knowledge of traditional life practices. The methods of case study, content analysis, and observation of the village of Omoljica, Serbia, were used. The positive aspect of this locality is reflected in the existing short-term initiatives of organizations and individuals engaging in preserving traditional practices, but without systematic, long-term planning and management of community-based tourism, these individual efforts to revalue traditional life practices would stay unrecognizable and invisible for visitors and stakeholders. Thus, the main goal of this article is to understand the relation between short-term bottom-up initiatives and long-term top-down strategic planning of specific ecotourism destinations, one that would embrace the traditional ways of rural community life. The contribution of this study, in addition to documenting and illustrating “traditional wisdom” of the specific rural community placed in the protected area which encompasses a particular local social system, will be reflected in the creation of a set of guidelines for sustainable, rural, community-based ecotourism as a soft-driver development of protected areas near big cities of the postsocialist countries.

The negative impact of macroeconomics and conventional economic practices on the well being of Canadian rural communities is reviewed and critically analyzed. Community-based economic development (CBED) is proposed as an alternative economic development strategy. CBED is also proposed as a strategy for sustainable development and for primary prevention. A successful case study is examined and useful principles of implementation based on first-hand experience and knowledge of the literature are presented.

The development of community-based tourism has developed quite rapidly. Indonesia is one of the countries that have the potential to develop community based tourism by promoting local culture. Setanggor Village is a tourist village that uses the concept of community-based tourism. Thus, the author wants to know more about Community Based Tourism (CBT) management and the supporting and inhibiting factors of Community Based Tourism (CBT) management in the Setanggor tourist village. Using observation, interview, and documentation techniques, the authors found that the people of Setanggor Village are involved in controlling, managing, and developing tourism. In terms of supporting factors, the village government has quite a lot of development funding assistance. In addition, the village community is quite active in tourism development. However, the social status between communities and the bureaucracy of village organizations became the main problems found.
