The churches of the Broumov region are renowned for their unique baroque architecture, their distinct shapes, and sizes. They are an integral part of the Czech cultural heritage. If you analyze the churches, it becomes evident that both the local geological conditions and the municipal economic situation have played an important role in their current condition. Moreover, the local construction industry has been significantly affected by historical events. In this article we would like to present the effects of those factors on the current state of selected churches, namely on the bearing capacity of their walls. Besides being very interesting, it also plays a key role in the maintenance and the potential reconstruction of the churches.

Knowledge management in the construction industry has become an element of transition between traditional processes and the current needs demanded by technological change. This research reviews the updated scientific contributions of knowledge management in construction, as well as its influence. The results come from a bibliometric study, elaborating a quantitative and qualitative analysis of the current state. The research method was divided into the following stages: preliminary approach to the bibliography, establishment of search strategies, selection and classification of articles, quantitative analysis and discussion of relevant articles. Three main factors were identified: use and exploitation of knowledge, knowledge transfer, and information technologies; five complementary facets were also identified: culture, innovation, quality, knowledge generation and human factors. The results reaffirm the importance of the use and exploitation of knowledge, in addition to increasing attention to the transfer and technology of information. However, the generation of knowledge has declined because the sector still does not report the results of applying knowledge, and this underlines the need for the future study of strategies to transform tacit knowledge into explicit knowledge.

The article analyzes the current state of the regulatory framework governing the valuation of cultural monuments, in particular, the Monetary Valuation of Monuments approved by the Cabinet of Ministers of Ukraine dated September 26, 2002 No. 1447. The classification of conservation categories by a monument (national and local significance) and types of monuments (archeology, history, monumental art, architecture and urban planning, landscape gardening art, historical landscape, science and technology) is given. The main problem in determining the value of monuments is to take into account not only the material factors of the monuments and its degree of wear, but also the consideration of its intangible factors, such as its historical, social, artistic value, the presence of objects of decorative art. That is, the cost of buildings-monuments of cultural heritage is formed: – due to the cost of the material “carrier” (land with improvements in the form of buildings, structures, small forms, etc.); – due to the value of the contribution of the intangible asset to the carrier. The article also describes the main problems that arise when assessing such objects (the presence of a monument’s status, the lack of an information base on market transactions, high operating costs, the need for restoration work, and high investment risks). The factors raising and lowering the value of a cultural heritage monument are characterized. Based on the analysis of the current regulatory framework, it was decided to develop practical recommendations for determining the value of real estate – monuments of architecture and urban planning, in particular built-in premises.

Purpose. The aim of the work is to consider the novelties of the legislative work, which provide for the concept and classification of criminal offenses in accordance with the current edition of the Criminal Code of Ukraine and the draft of the new Code developed by the working group and put up for public discussion. Point out the gaps in the current legislation and the need to revise individual rules of the project in this aspect. The methodology. The methodology includes a comprehensive analysis and generalization of the available scientific and theoretical material and the formulation of appropriate conclusions and recommendations. During the research, the following methods of scientific knowledge were used: terminological, logical-semantic, system-structural, logical-normative, comparative-historical. Results In the course of the study, it was determined that despite the fact that the amendments to the Criminal Code of Ukraine came into force in July of this year, their perfection, in terms of legal technology, raises many objections. On the basis of a comparative study, it was determined that the Draft Criminal Code of Ukraine needs further revision taking into account the opinions of experts in the process of public discussion. Originality. In the course of the study, it was established that the classification of criminal offenses proposed in the new edition of the Criminal Code of Ukraine does not stand up to criticism, since other elements of the classification appear in subsequent articles, which are not covered by the existing one. The draft Code, using a qualitatively new approach to this issue, retains the elements of the previous classification and has no practical significance in law enforcement. Practical significance. The results of the study can be used in law-making activities to improve the norms of the current Criminal Code, to classify criminal offenses, as well as to further improve the draft Criminal Code of Ukraine.

The current state of the Moscow Metro station of the first priority that became operational in 1935 does not allow it to be called a cultural heritage site. This is due to the fact that lighting modernisation carried out by the Moscow Metro was based on fluorescent lamps. Such lamps are more energy efficient compared to incandescent lamps, which were used in original lighting devices specified in the Station Lighting Project developed by architects and designers. However, they significantly changed the station appearance, transforming the originally designed station with entire well visible architectural tectonics?1 from the standpoint of lighting into a simple, flat, unremarkable, and little loaded station of the Moscow Metro./br> This paper describes a method of lighting reconstruction at Krasnoselskaya station by means of original lighting devices that meet modern standards and requirements for cultural heritage sites. The historical analysis on the development of the station lighting environment was conducted during its operation in order to understand what kind of station was conceived by its architects, what changes occurred with its lighting over time, and how it influenced the station appearance and safety of passenger transportation.

The purpose of the research work is to analyze the norms of Federal laws, as well as the laws of the Russian Federation's constituent entities, devoted to the definitions and classification of the concepts “cultural heritage”, “historical and cultural monuments”, “cultural values”. Conclusions obtained in the course of the research: based on the study of current legislation, it is concluded that the definitions of “cultural values”, “cultural property”, “objects of cultural inheritance” contained in various normative legal acts differ in content. Based on the research, the author proposes the concept of “cultural values”.

The submitted study addresses the topic of the current state of the opinion journalism and its genres in the Slovak periodical press. The author draws attention to the question of classification of the opinion journalism of a rational and emotional type from the genre categorization point of view and, simultaneously, reflects on its application in the present journalistic practice. This brings a certain rate of confrontation between the defined theoretical premises and their subsequent practical (non-)implementation. The main objective of the study is to clarify the presence of genres of analytical and literary opinion journalism stated by media theory in the environment of the Slovak periodicals. Presentation of the basic terminological axis and the related explication of journalism genres included in the opinion journalism constitute the secondary objectives of the paper. For the purposes of achieving the set objectives, the author uses methods of logical analysis of text in combination with discourse analysis. Similarly, she predicts the evident presence of the phenomenon of hybridization in the Slovak journalistic practice.

The presented study aims to examine the current state and development prospects of self-regulation in the Russian construction industry.Aim. The study aims to conduct a comprehensive analysis of the current state and development prospects of self-regulation as an institution of public administration, identify the problems of self-regulation in the construction industry, and formulate proposals on solving the identified problems.Tasks. The authors complete the following tasks to achieve the set aim: examine the regulatory framework of the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying; analyze the current state and positive trends of self-regulation in the field of construction; identify problems in the activities of self-regulatory organizations in the construction industry — construction, design, and engineering surveying — and development prospects of the examined alternative to government regulation.Methods. The methodological basis of the study comprises the fundamental provisions of the modern economic theory, theories of public and municipal administration and legal sciences. The information base includes regulatory and legal acts of the Russian Federation on self-regulation in the construction industry, data from the State Register of Self-Regulatory Organizations, and statistics in the field of construction.Results. At the current stage of development of self-regulation in the construction industry, the most efficient mechanism for this institution involves guaranteed compensation for damage caused due to shortcomings in the works and services during construction, renovation, capital repairs of construction objects, engineering surveying, design. The victims should be compensated not out of insurance payments under civil insurance contracts, but rather out of the compensation funds of self-regulatory organizations.Conclusion. This study makes it possible to assess the institution of self-regulation in the construction industry — construction, design, and engineering surveying — as an efficient institution for proper protection of the interests of consumers of construction works and services and those of the government.

Currently, the issue of preservation and effective use of cultural heritage is relevant. Bryansk region has a significant number of valuable historical and cultural monuments. Almost every district is rich in unique places of interest, a special place among which is occupied by the estate. Within the framework of the concept of landscaping of the estate of Alexei Konstantinovich Tolstoy in the village of Krasny Rog, Pochepsky district, Bryansk region, together with the company "Bryanskpromburvod" were carried out field surveys, engineering-geological, hydrological surveys and other necessary activities in order to compile a pre-project proposal for the reconstruction of the source of artesian water, taking into account archival and bibliographic materials, with minor changes in view of the current state of the territory of the object of cultural heritage. Taking into account engineering-geological and hydrological researches, results of full-scale inspection of the territory, the technology of drilling of a well, necessary materials and the equipment for its arrangement is picked up. The article considers the issue of attracting tourists and vacationers to the source of artesian water in the estate of Alexei Konstantinovich Tolstoy. Above the source it is recommended to install a pump room for the release of water, in order to protect it from pollution, and perform it in the architectural style corresponding to the period of life of Alexei Konstantinovich Tolstoy in the estate. Historical and cultural heritage can act not only as a factor in the development of spiritual life, but also as one of the promising areas of economic development in the Bryansk region. The attractiveness of the Museum-estate increases the tourist attendance, and part of the funds can be used for the maintenance of cultural heritage.

This paper aims at providing an overview on the current state of the art and on possible future developments concerning the component method implementation for the classification of beam-to-column joints belonging to aluminum moment resisting frames.After a brief discussion on the component method theoretical bases, developed in the past to give a feasible calculation procedure for steel joints, recent experimental and numerical studies, carried out for investigating some aluminum components, are presented and discussed. In particular strengths and weaknesses of the current knowledge are put into evidence, also in light of the peculiarities that make aluminum alloys different from steel. The launch of new research fields, aimed at pursuing an update of the current codes dealing with aluminum structures, is therefore proposed.
