The purpose of the article is to address issues of auditing in the context of financial management as a contribution to good governance. Generally, not all local governments have effective and operational audit units and committees. As a result, auditing is not used as an essential element of good governance and this leads to bad audit outcomes like disclaimers and adverse opinions. The bad audit outcomes in local government have motivated the researcher to conduct the study on auditing. There are internal factors within the municipalities as well as external factors that are of interest and directed the researcher to have desire and commitment to make a contribution in this particular field of research. The key issues, amongst others, are principles of financial management, financial strategy, auditing functions such as forensic auditing, fraud auditing, forensic accounting and detection of fraud, including accounting systems and auditor’s role. This article will also attempt to reinforce existing theories and add value to local government financial discourse and good governance.

This paper aims to determine how the application of government financial accounting systems for financial statements government in the Deli Serdang district. The autonomy that has been carried out since 1999 in Indonesia refers to Law number 32 of 2004, which has been revised. Thus, local governments are given the authority to manage finances independently. The use of finance must be carried out accountably and transparently. The study was conducted in the Deli Serdang regency government – Indonesia, with descriptive qualitative research. The data were obtained primarily by the documentation technique, which is a regional financial statement document for two years, a central and local government regulation document. The results showed that; 1) preparation of financial statements, the Deli Serdang regency government has implemented a financial accounting system with inadequate equipment such as an uncomputerized system that has delayed financial statements; 2) delays in financial statements are also caused by unskilled human resources and a bit number of employees for the application of government financial accounting systems; 3) financial statements at the end of the year found that the calculation of the budget, calculation of the budget memorandum, cash flow, and balance sheets are in accordance. However, it is constrained by the unavailability of data comparisons with the previous year; and 4) the structure of government financial management organizations in the form of a direct line, in which leaders and employees have direct responsibility regarding their duties. This can facilitate the coordination of supervisors for the better.

<p><strong>Abstract</strong></p><p>The phenomenon that occurs in the public sector agencies today is the revitalization of governance (good governance). One cause is the revitalization of the public demands for accountability. Through the improvement of accountability, the disclosure of information to the public will be more extensive in which as the principal, the society is entitled to know the information related to the performance of public sector agencies for the evaluation and control on the management of resources that have been mandated. Today, accountability development is not only done by the central government and local governments alone. The village government also contributes to the realization of government responsible (accountable), especially on the financial management of the village in order to avoid misappropriation offunds. The purpose of this study is to investigate the implementation of law number 6 of 2014 in realizing the accountability of village financial management within the planning side, implementation, administration, reporting, accountability, guidance and supervision of village finances. This research uses descriptive qualitative comparative method which is to describe the financial management of the village Banggle and village Toyomarto and then compare to the law number 6 of 2014 and its supporting rules, so a conclusion can be drawn. The results showed that based on law number 6 of 2014 outlines, the financial management of the Village Toyomarto had been accountable, but technically there were still many obstacles. For example, the village planning is not timely, delay in release of funds from the local government to the village, delay in reporting to the regents, the accountability report had not been published to the public, and the supervision and oversight of local government less maxi¬mum. Thus, it is a need for intensive assistance to improve financial management in the village Banggle and village Toyomarto.</p><p><strong>Abstrak</strong></p><p>Fenomena yang terjadi pada instansi sektor publik dewasa ini adalah revitalisasi tata kelola pemerintahan (good governance). Salah satu penyebab revitalisasi adalah adanya tuntutan pertanggungjawaban terhadap publik (accountability). Melalui peningkatan pertanggungjawaban maka keterbukaan informasi kepada masyarakat semakin luas. Sebagai principal, masyarakat berhak mengetahui informasi terkait kinerja instansi sektor publik untuk bahan evaluasi dan kontrol terhadap pengelolaan sumber daya yang telah diamanahkan. Kini peningkatan akuntabilitas tidak hanya dilakukan oleh pemerintah pusat dan pemerintah daerah saja. Pemerintah desa juga turut serta dalam mewujudkan pemerintahan yang bertanggungjawab (accountable), terutama atas pengelolaan keuangan desa agar tidak terjadi penyelewengan dana. Tujuan penelitian ini adalah untuk mengetahui pelaksanaan Undang-Undang Nomor 6 Tahun 2014 dalam mewujudkan akuntabilitas pengelolaan keuangan desa dari sisi perencanaan, pelaksanaan, penatausahaan, pelaporan, pertanggungjawaban, pembinaan dan pengawasan keuangan desa. Penelitian ini menggunakan metode kualitatif deskriptif komparatif yaitu mendiskripsikan pengelolaan keuangan desa di Desa Banggle dan Desa Toyomarto kemudian membandingkan dengan Undang-Undang Nomor 6 Tahun 2014 dan aturan penunjangnya, sehingga dapat ditarik sebuah kesimpulan. Hasil penelitian menunjukkan bahwa berdasarkan Undang-Undang Nomor 6 Tahun 2014 secara garis besar pengelolaan keuangan Desa Banggle dan Toyomarto telah accountable, namun secara teknis masih banyak kendala. Kendala tersebut seperti perencanaan desa yang tidak tepat waktu, keterlambatan pencairan dana dari pemerintah daerah ke desa, keterlambatan pelaporan kepada bupati, laporan pertanggungjawaban belum terpublikasi kepada masyarakat, dan pembinaan serta pengawasan dari pemerintah daerah yang kurang maksimal. Sehingga perlu adanya pendampingan yang intensif untuk memperbaiki pengelolaan keuangan desa di Desa Banggle dan Desa Toyomarto.</p>

This study examines the institutional strengthening Sokop village in the district of MerantiIslands. The village of institutional issues Sokop be a reflection of the condition of the villagesare located in coastal areas and outer islands in Indonesia. Limitations accessibility of informa-tion, transport and communication are key issues faced by the region (read-Village Sokop) sothat the development of institutional capacity and its derivatives is not as advanced and as fastas the accessibility of the region are within easy reach. By putting itself on the theoretical frame-work of institutional strengthening these studies focus to see phenomena institutional VillageSokop especially from the aspect of good governance and administrative capacity Sokop Vil-lage Government officials. This study used a qualitative approach and to optimize the study, theauthors used the strategy phenomenology.The results of this study indicate that the institutional capacity of the village governmentSokop not support in efforts to achieve regional autonomy, it is characterized by weak institu-tional role Desa Sokop in building independence of the village, institutional structuring andmanagement of village governance, weak financial management, and lack of community par-ticipation in development village (participatory development).

 ABSTRAKPandemi Covid-19 yang terjadi di Indonesia membuat pemerintah membuat kebijakan-kebijakan sebagai stimulus untuk menjaga kestabilan masyarakat dan perekonomian. Pemerintah pusat memberikan kewenangan kepada pemerintah daerah untuk mengelola keuangan daerah untuk menangani covid-19 di daerah masing-masing. Hal ini disebabkan karena pemerintah daerah lebih memahami kebutuhan daerahnya. Permasalahan yang diangkat Pertama, bagaimana hubungan Pemerintah Pusat dan Pemerintah Daerah dalam pengelolaan keuangan untuk penanganan pandemi Covid-19? Kedua, Apa peran Pemerintah Daerah dalam pengelolaan keuangan daerah untuk penanganan pandemi Covid-19? Menggunakan metode penelitian yuridis normatif dengan pendekatan perundang-undangan dan pendekatan konsep. Hubungan Pemerintah Pusat dan Pemerintah Daerah dalam Pengelolaan Keuangan untuk Penanganan Pandemi Covid-19 yaitu desentralisasi fiskal yang mana. Peran Pemerintah Daerah dalam Pengelolaan Keuangan Daerah untuk Penanganan Pandemi Covid-19 yaitu dengan melakukan refocusing kegiatan, realokasi anggaran, dan Penggunaan Anggaran Pendapatan dan Belanja Daerah.Kata kunci: Pemerintah Daerah, Pengelolaan Keuangan Daerah, Pandemi Covid-19 ABSTRACTThe Covid-19 pandemic in Indonesia led the government to make policies as a stimulus to maintain the stability of society and the economy. Using normative juridical research methods with statutory approaches and concept approaches. Paradigma baru dalam undang-undang nomor 23 tahun 23 tahun 2014 tetang pemerintahan daerah menghendaki hubungan yang sejajar antara DPRD dengan pemerintah daerah. Hubungan sejajar tersebut menandakan bahwa posisi DPRD dan pemerintah daerah adalah menempati posisi yang sama kuat. Hal itu di perlakukan guna mewujudkan pemerintahan yang baik (Good Government) yang di imbangi system pengawasan yang efektif dan efesien melalui mekanisme Check and Balance. Pemerintahan baik Good Government adalah pemerintahan yang di jalankan berdasarkan pada norma atau peraturan perundang-undangan yang mengaturnya secara konsisten dan bertanggung jawab dalam rangka mencapai tujuan negara yang di landasi prinsip transparan, angkutabel, bersih, jujur dan amanah. Untuk mewujudkan pemerintahan daerah yang baik, maka fungsi Dewan Perwakilan Rakyar Daerah di dalam melakukan pengawasan atas pelaksanaan urusan pemerintahan daerah adalah sangat penting. Pengawasan DPRD ini termasuk keputusan yang sanagt umum di luar peraturan perundang-undangan seperti kebijkan kepala daerah. The new paradigm in law number 23 of 23 of 2014 regarding regional governance requires an equal relationship between the DPRD and local governments. This parallel relationship indicates that the position of DPRD and local government is in the same strong position. This is done in order to create a good government (Good Government) which is balanced by an effective and efficient monitoring system through the Check and Balance mechanism. Good governance Good Government is a government that is run based on the norms or laws and regulations that regulate it consistently and responsibly in order to achieve the country's goals which are based on the principles of transparency, transportation, cleanliness, honesty and trustworthiness. To realize good regional governance, the function of the Regional People's Representative Council in supervising the implementation of regional government affairs is very important. This DPRD oversight includes decisions that are very general outside the statutory regulations, such as the policies of the regional head.

Community engagement has assumed a more salient role in the operations of Australia’s local governments. A vast number of legislative instruments and reporting requirements are imposed upon local governments by the states and the Northern Territory across Australia’s seven local government jurisdictions. Consequently, a set of identifiable practices is solidifying as a core element of local government practice and state–local relations. However, while practices have recently proliferated, it is easy to forget that they are relatively new. This article examines the legislative frameworks of Australian local government systems by chronologically mapping the development of legislation and other reporting requirements. It is argued that community engagement now occupies a central place in local government, and that the jurisdictions use four different types of approaches, often simultaneously, which can fruitfully be described as ‘prescriptive’, ‘aspirational’, ‘empowering’ and ‘hedging’. The discussion draws comparative observations and identifies key issues and challenges for the future of community engagement. This study examined the relationship between fiscal federalism, governance and local government finances in Nigeria, focusing on the administration of local governments and other subsidiary issues on revenue generation in the country. It analysed the legal, institutional and procedural mechanisms for administration, as well as assessed the effect of intergovernmental relations on local government under federal system of governance in the country. This is with a view to providing information on revenue allocation and intergovernmental relations as important elements in understanding and addressing the fiscal federalism on local council finance in Nigeria in the context of their divergent governance experiences since the fourth republic.The paper discovered that beyond the function of revenue generation or allocation, fiscal relations influenced governance positively by creating the expediency of transparency and responsiveness in government as well as a corresponding three levels of government has responsibilities and roles to play in the lives of citizenry in order to bring governance to the grassroots. However, the work found evidences of lack of fiscal autonomy and independent of local government as well as delay in local government election has resulted to poor performance of local administration in Nigeria at large. The results also revealed that a very important factor affecting the local government administration in Nigeria still remains the overbearing contribution of about 93% oil revenue to the national income; a situation that, both state and local governments in Nigeria cannot generate up to twenty five percent (25%) of their expenditure and poor tax culture amongst the citizenry. The study concluded among others that effective human resources, improved strategy, and enhanced capacity building, are critical to improved revenue generation and allocation, which in turn could go a long way to alleviating good governance in Nigeria.

The aim of this research is to analyze financial management transparency of local governments in Java using scoring and rating. The financial management transparency of the local governments is scored based on presentation of local financial information uploaded on each local government’s official website in Jawa in the fiscal years 2016.This research is a qualitative research with the object of research is all local government in Java. Data analysis in two levels, namely the transparency of local government financial management and identification of local government characteristics based on transparency of financial management. Data analysis in two levels, namely the transparency of local government financial management and identification of local government characteristics based on transparency of financial management. The results show that the Special Capital Region of Jakarta obtained the highest transparency index, at 58, 02% whereas Madiun Regency received the lowest transparency index, at 3, 40%. The average transparency index in Jawa for the fiscal years 2016 was still low, at only 19, 59%.The conclusion of this research is that Java regional governments consider the transparency of local financial management using less important websites because it is considered as a better thing not delivered to the public.

Performance measurement is one way that local governments can use to achieve good governance. Local government performance measurement (Pemda) includes measurement of financial and non financial performance. Analysis of local government financial performance is essentially not only a form of control, but also helps all users of local government financial reports including communities to be able to evaluate the performance of local governments. The performance of local government can be used to look at regional capability in running regional autonomy. This study aims to examine the effect of local government characteristics on the financial performance of local governments. The characteristics of local government are represented by size, intergovernmental revenue, and regional expenditure. This study examines the financial statements of local governments by taking a sample of 30 districts / cities in East Java. The data used in this research is secondary data. The analytical tool used in this study is multiple regression. From the analysis result, it can be concluded that partially size of local government size does not have an effect on to local government financial performance, intergovernmental revenue has significant effect to financial performance of local government and regional expenditure has no effect on local government financial performance. Simultaneously size, intergovernmental revenue, and local expenditure have an effect on to local government financial performance

Transparency is a challenge for public administration reforms for now and beyond towards modern and better governance. The economic crisis that occurred has led to a large erosion of public confidence in the effectiveness of government financial management. This study aims to analyze the key elements of local government transparency in new public governance. The research data was obtained through financial reports on local government websites. The sample selection technique used purposive judgment sampling and yielded a total of 262 local governments in Indonesia. The analytical method used is logistic regression analysis. The results showed that key elements, reflected by the local government size and local financial independence ratio, had a significant influence on the implementation of internet financial reporting, while audit opinions do not have a significant effect. This is due to changes in public perception of the quality of audit opinions provided by the Audit Board. This study emphasizes that local governments that receive a fair or unfair audit opinion cannot prove with certainty that the local government has performed good or poor financial management. Audit opinions obtained by local governments do not always facilitate the publication of financial statements on their official websites.
