The article presents the experience of using models of public service organization in the European community. The analysis of the most widespread models of public service in Europe is carried out on the basis of the presented material. The general tendencies of the presented models development of public service are also revealed. The possibility of using the experience of organizing models of public service in countries with the search for the optimal model of organization of government, including Ukraine is examined. The article presents the key characteristics of the public service organization, which are reflected in the corresponding model – a systematized set of conditions and characteristics of the public service, which reveals its organizational and functional features. The article clarifies and summarizes the presented models of public service, outlines the characteristics of classical, mixed and new models of civil service. The classic models of public service – career, job and mixed are described in detail. Special attention is given to «new models of public service» (modernization, transitory, model of new public service, postmodern model). In practice none of the countries of the European Community today has one or another model of public service in its purest form. The article analyses of each separate model of public service, and it is concluded that elements of public service of the listed countries only gravitate to any one model and, as a rule, combine elements of others. Current trends in public service reform indicate the convergence, mutual enrichment and interpenetration of different models of civil service in the European environment. Particular emphasis is put on the influence of a number of factors, such as (the peculiarity of the historical development of the state, the specifics of the legal system, the form of government, political regime), and so on. The author shows that there are a number of closely studied models of public service: the modernization model, which is based on «society-oriented service»; a transient model of public service, the hallmark of which is «self-centred service»; models of the new public service; postmodern model of public service or as it is abbreviated as Post – MPS. It should be noted that there is a widespread influence of a mixed model of public service, which is characterized by the existence within the personnel system of a certain list of positions with its own specific regime of career organization and access to public service. The current transformations in society, the economy and the public sector call for the development of more unified theoretical frameworks. This article takes the literature on strategic management as a theoretical entry angle and aims to better understand how the adoption of models of strategic management can enable processes of public value co-creation. Utilising the literature centred on the notion of ‘schools of thought’ in the strategic management of public services, the article discusses how co-creation as a mode of governance in public services can contribute to innovative public service solutions and value co-creation. The Welsh Water’s ‘Water Resilient Community’ ‐ a project characterised by long-term strategic planning as well as by local innovation ‐ is used to illustrate the argument. Four propositions on the drivers/enablers and key managerial issues for undertaking a strategic approach to co-creation as a mode of governance are offered to enhance future practice, research and theory.

Purpose This study aims to investigate the implication of workplace incivility among employees in the public service department in Putrajaya involving job satisfaction, work stress, psychological contract, knowledge sharing and work engagement. Design/methodology/approach This cross-sectional study examines the implication of workplace incivility among 180 employees in the Malaysian public service organization. Purposive sampling was used in this study. Partial least square was used to examine the measurement and the structural model of this study. Findings The result demonstrated that workplace incivility was associated with the psychological contract, job satisfaction, work stress and work engagement. The study also found that workplace incivility does not impact knowledge sharing in the public service organization department. Practical implications Future research could provide a more broadened scope to ensure the generalization of the results for the overall public service in Malaysia. Human resource development researchers could look into experimental studies to raise the awareness of workplace incivility that may lead to the decline of workplace incivility. Originality/value The research could trigger more empirical research toward understanding the phenomenon and implication of workplace incivility in the perspective of Malaysian public service organizations specifically in Asian countries, which are currently limited.

Public service evaluation based on fuzzy analytic hierarchy process is presented in the paper. Firstly, evaluation indexes of public service are analyzed,and the three-layer evaluation indexes structure is composed of these evaluation indexes of public service. A certain public service organization is employed to study the evaluation performance of the proposed fuzzy analytic hierarchy process method,and the evaluation values of second-level evaluation indexes are given.By analyzing based on fuzzy analytic hierarchy process,the evaluation values of the public service are given.The experimental results indicate that the evaluation level of the public service organization is consistent with the actual situation.

The study presented in this paper identified the type of synergy and relationship that exists between the employees and other stakeholders of a public service organization in Malta entrusted with cultural and artistic activities. Evidence was gained from indepth interviews and a total of sixty participants took part in the study, which employed a qualitative research design. A methodology based on an inductivist approach was used to explore the participants’ experiences, thoughts and opinions. Collected data, which was transcribed and converted to text, was analyzed by using the N-VIVO Qualitative Data Analysis software. In general, the governance as it stands today seems to be ‘righteous’. Employees are satisfied with their job and stakeholders are proud to be working for the organization. However, no one knows what the mission statement of the organization is or whether it exists and thus, the mission needs to be clearly and continuously communicated to all. In addition, even though everyone seems to know what the organization stands for, no one knows the exact goals and objectives, and thus, these are required to be rephrased and communicated more to all. With regards to the relationship, synergy and communication between all parties, in general it seems to be good: the weekly meetings between the management and subordinates are of benefit, and there is a cordial relationship between all parties. However, there needs to be more communication with the team of the creative director. Also, more information on the team of the creative director needs to be made visible to the Management Team and the public alike. As regards to the Board of Directors, employees and stakeholders are questioning the suitability and necessity of some of the directors acting in their own capacity since from the study it transpired that they do not seem to be contributing much.
