The Impact of Kazakhstani External Debt on the Economy of Republic

The purpose of this article is to analyze the dynamics and structure of the external debt of the Republic of Kazakhstan. This article analyzes the prerequisites for increasing and the current state of the external debt of the Republic of Kazakhstan, which from the point of view of the country's economic security are the most significant. Regarding methodology, we used system, logical, comparative-analytical, expert methods, as well as methods of generalization, grouping, analysis and synthesis. The provisions and conclusions are illustrated by statistical data presented in tables, diagrams, diagrams, accompanied by references to scientific literature and legal acts. The results obtained allow us to give clear recommendations that can contribute to the creation of an effective, more advanced system for managing the external debt of the Republic of Kazakhstan. The proposed recommendations will directly affect the removal of excessive burden on the Kazakh budget and the release of financial resources to address current economic and social problems of the country. The novelty of the article research as a whole lies in clarifying the theoretical foundations and key methods of the external debt management system of the Republic of Kazakhstan, taking into account factors of the external and internal economic environment. The significance of these studies lies in the development of conclusions and recommendations that can contribute to the creation of an effective, more advanced system for managing the external debt of the Republic of Kazakhstan.

Brazil has been the locus for the implementation of various participatory tools and spaces after the period of democratization and promulgation of the 1988 Constitution. Many studies have been carried out to discuss the importance of these spaces and, more recently, the quality of participation and the impact on strengthening democracy (Avritzer, 2009; Dagnino, 2011; Lavalle, 2011). In May 2014, Decree 8.243 of the Presidency of the Republic sought to establish the National Social Participation Policy (NSPP) and the National Social Participation System (NSPS), with the objective of consolidating participation as a method of government through the organization of forums and social participation and other existing mechanisms in the federal government. The decree generated controversy and discussion in the media and by the Chamber of Deputies. The creation of a national social participation policy in 2014 represented an innovation that must be studied in depth, raising its potential and limitations. Based on the literature review, this article aims to: (i) present the trajectory of NSPP (ii) and analyze the attempt to institutionalize NPSP through the lens of Scott's regulatory, normative and cognitive pillars (2001, 2008), in order to identify and characterize the variables that influenced the process. The regulatory, normative and cultural cognitive pillars emerge from a refinement of institutional theory and contribute in an important way to the systematization of institutional analysis. Analyzing from the pillars' point of view, it is possible to say that the decree was the regulating pillar of institutionalization. However, there were opposing normative and cultural cognitive variables that culminated in its non-approval in the Chamber of Deputies and in not institutionalizing this public policy. This study aimed to show how regulatory, normative and cultural-cognitive elements worked together and materialized through different variables that impacted the NSPP non-institutionalization, contributing to understand the challenges that exist in the creation of a social participation policy, the fragility of some participation mechanisms in Brazil and the tension between participatory democracy and representative democracy. In the future, more analysis must be carried out to better understand the institutionalization of a participatory policy and system at the national level, taking into account new existent bills that deal with the subject.

Subject. To achieve a high level of economic security is a key priority of national development. Employment reveals one of the most important aspects of social development of the individual that is associated with his or her needs satisfaction in the sphere of employment and is boon to economic security. Objectives. The purpose of the study is to show the impact of unemployment on economic security in employment. Methods. I apply such scientific methods as dialectical, historical and logical unity, structural and functional analysis, traditional techniques of economic analysis and synthesis. The methods of multivariate statistical and comparative analysis serve as a methodological basis of the study. To determine the indicator of unemployment, I use the band theory. Results. I underpin the growing role of employment in ensuring economic security. The paper presents a comprehensive assessment of the unemployment status and a comparative analysis of the indicator in the Republic of Mordovia, the Volga Federal District, and the Russian Federation as a whole. I identify trends in the average duration of unemployment, show the distribution of unemployed by level of education and age groups. Conclusions. The average annual unemployment rate in the Republic of Mordovia is lower than in Russia and the Volga Federal District. The findings may be useful for public authorities to substantiate their employment policy at both macro- and meso-levels, for designing programs and strategies for socio-economic development of regions and the social security doctrine, as well as in practical activities of employment services.

Since the Republic of Croatia is one of the most popular European and world tourist destinations, the aim of this paper is, from the user’s (n = 596) point of view, to research the importance of stationary traffic in tourist destinations. The purpose of this paper is to point out the possibilities of improving the tourist destination quality and sustainability through an adequate parking service. In order to corroborate constructed scientific hypotheses, a larger number of scientific methods were used from which a polling method, analysis and synthesis method, descriptive statistics method, t-test, and analysis of variance (ANOVA) should be singled out. The major finding of this paper indicates a relatively big importance of stationary traffic (M = 6.51; SD = 2.21) as an element of tourist destination quality. Moreover, regarding the quality of tourist destination, the results of this paper suggest that the parking space availability is more important than the way parking or parking payment are organized. Between the experienced parking problem in a tourist destination and age on one side and evaluation of the importance of stationary traffic as an element of tourist destination quality on the other side, a statistically important connection was established. Gained knowledge can be particularly helpful to hotel industry managers but also to traffic managers whose duty is to provide an adequate number of parking spaces in tourist destinations.

Aim. To clarify the basic componentof the content of the educational environment, as well as to highlight its components and types. Procedure and methods. The article identifies the main components of the educational environment, from the point of view of the philosophical approach to understanding this phenomenon, as well as analyzed and evaluated the reasons that make it unsafe, the allocation of levels of expansion, the classification of the types of safety of the educational environment. In the study methods are used: analogies, comparative, generalization, system, interpretation of the results, thought experiment. The results. The work clarifies the content of the educational environment, reveals its main components, on the basis of a philosophical approach to this phenomenon, has been identified the impact of various types of expansion on its safety, identified and justified the basic safety of the educational environment, taking into account the current state of public practice in the country and the world, as well as the requirements that are imposed on educational institutions on the education and education of trainees. Theoretical and/or practical significance. The results of the study contribute to the palette of research of the educational environment in school and university, to the methodology of organizing the safety of the educational environment, as well as to the practice of educational activities of schools and universities.

Ethnic tourism is an integral part of cultural and educational tourism. One of the priorities in ethnic tourism is the creation of ethnic theme parks (ethnic parks). Namely ethnic parks allow to learn about the traditions and culture of various ethnic groups directly by immersion to the environment. In developed countries, ethnic parks have become highly profitable activities in the tourism industry. This article discusses the potential for the development of ethnic tourism and creation of ethnic parks in Kazakhstan. The main directions and problems of the development of this field of activity are revealed. Current state of ethnocultural centers of the Republic of Kazakhstan is analyzed. In particular, examples from foreign practice are given. Recommendations are given on factors restraining the development of ethnic tourism and the creation of ethnic parks in Kazakhstan, a model for the development of national cultural tourism is proposed.

Introduction. The banking system and banks, in particular, play an important role in strengthening of national security, ensuring its sovereignty, strengthening the position of the country and its competitiveness in the international market, regulating the monetary system and the movement of financial resources in the market, etc. In their activity they experience significant influence of various types of threats, therefore, strengthening their financial and economic security does not lose its relevance, and the development of a unified approach to understanding the essence of "financial and economic security of the bank" is necessary for the development of a system for its effective support and regulation. Purpose. The article aims to explore the essence of the concept of "financial and economic security of the bank" through a detailed study and synthesis of scientists’ and practitioners’ definitions of such concepts as "security", "danger", "uncertainty", "challenge", "risk", "threat", " bank security", "economic security of the bank" and "financial security of the bank ". Method. Methods of economic analysis and synthesis are used for a detailed investigation of such concepts under study as "comparison", "generalization" and "systematization", for conduction of conclusions of research and development of author’s point of view on the essence of "financial and economic security of the bank". Results. On the basis of a detailed study of the concepts "bank security", "economic security of the bank", "financial security of the bank" and "financial and economic security of the bank" the author has provided her own definition.

Abstract This paper focuses on the impact of the creation of the new administrative French region «Occitanie – Pyrénées, Méditerranée» under the social representations of the Occitan linguistic space point of view. This new region was created in 2016 by the union of two former regions, Midi-Pyrénées and Languedoc-Roussillon, and does not correspond precisely to the linguistic and historical Occitanie. Therefore, the name of the new region could delegitimize both the name and the linguistic practices – indeed, already remarkably jeopardized.

Introduction. The article deals with the peculiarities of the development of the market of cryptocurrency. The main directions of the negative influence of the growth of the capitalization of cryptocurrency market on the monetary policy of the central banks and the financial security of the banking systems are outlined. Possible variants of creation of national cryptocurrencies are investigated. The necessity of introduction of the blockchain system into the practice of organizing of currency turnover and functioning of banking systems is substantiated. Purpose. The article aims to study the impact of the expansion of cryptocurrency on the monetary policy of central banks and the financial security of banking systems. It also aims to work out the recommendations for the implementation of perspective, in our opinion, cryptocurrencies into the national banking system. Methods. In this research we have used the general scientific methods of analysis and synthesis (to understand the functional purpose of cryptocurrencies and to determine the directions of their influence on the monetary policy of central banks and financial security of banking systems); economic and statistical methods (to analyse the dynamics of capitalization of cryptocurrencies, to compare the share of cryptocurrency in the money supply of countries the world); systematic approach (to justify the prospects for the creation of national cryptocurrencies and the introduction of blockchain into the practice of the organization of fiat money circulation and the functioning of banking systems). Results. The main directions and consequences of the influence of cryptocurrencies on monetary policy and financial security of banking systems have been determined. The prospects of the introduction of blockchain into the practice of organization of the circulation of fiat money and the functioning of banking systems, as well as the positive aspects of the creation of national cryptocurrencies have been grounded.

The public interest in justness, equity and fairness in the use of environmental resources between the present and future generations have raised concern about the current depletion rate of environmental resources in Nigeria. Several socioeconomic factors are involved. Worrisome however is the inflow of foreign direct investment and external debt escalation in recent years in the economy. Importantly, we asked, do they contribute to the depletion of environmental resources in Nigeria? In that, we modelled the implications of growth in FDI and external debt on four cases of environmental resources depletion (forestry, solid minerals, fisheries, and crude oil resources productions). The estimated results suggested that though the depletion rate of environmental resources like crude oil depends largely, over the long run and short run, on the movement in FDI inflow, critical to the level of depletion of the forest is the short run effect of external debt. Furthermore, the depletion level of fisheries responds positively only to a change in FDI with a lag in the short run. In terms of solid minerals, we found a long run impact of external debt. Therefore, provided the impact of a rise in FDI and external debt on the depletion of environmental resources is subject to the particular resource and time in Nigeria, selective policies based on the FDI and external debt management is appropriately adequate to control the level of depletion of environmental resources in Nigeria for the benefit of the future generation.

The exchange rate is a crucial macroeconomic factor within emerging and transition economies. External debt is a driving force for the growth of an economy. This study then aims to determine the impact of external debt on the exchange rate of the Philippines by examining the impact of external debt accumulation on the Philippines' exchange rates. The researcher applies a correlational time series analysis in order to capture the impact of external debt, debt services on external debt, and foreign reserves on the exchange rate of the Philippines within the period from 1980 to 2019. The relationships between variables based on the developed theoretical framework are analyzed through multiple regression analysis. Empirical results show that external debt and debt services positively impact the exchange rate, while foreign reserves exhibit a negative relationship. The corresponding coefficients indicate that a change in any of the independent variables will cause significant but marginal fluctuations in the exchange rate in the case of the Philippines. The author concludes that external debt encourages the growth of exchange rates in the long run in the case of the Philippines due to its positive relationship. This implies that the Philippine government should aim to focus on more efficient external debt management strategies to enhance the value of the exchange rate of the Philippine Peso relative to other countries. Accordingly, the researcher recommends that the government take the necessary means to reduce the country's external debt to better the economy.
