Ever since Prime Minister Narendra Modi came into the helm of affairs, he has stressed the role of the Indian Diaspora in Indian foreign policy making because he had realized the importance of the Diaspora in his development strategy. More than 25 million members of the Indian Diaspora are scattered around the world, which includes more than 3 million Indian origin Diaspora in the United States (US). According to the Ministry of Indian Overseas Affairs [This Ministry has been scrapped during National Democratic Alliance (NDA) government], the Indian Diaspora is the second largest in the world after China. Thus, it is imperative to give importance to Indian foreign policy framing. This trend is new in Indian policy making as India had hardly focused on its Diaspora to tap their resources, potential and assets that they have. In 2015, former Indian Foreign Ministry’s spokesperson Syed Akbaruddin said that ‘India’s soft power diplomacy now goes beyond books, culture and cinema’. Mr Modi made a total of 49 foreign trips by May 2017 to woo the Indian Diaspora. In almost every meeting during his foreign visit, he urged the Indian Diaspora to be a part of Indian development by investing in the Indian economy, by donating to the clean river Ganges program, and participating in Indian rural development programmes as well. In this context, this article expounds the role of the NDA government’s cultural diplomacy in Indian foreign policy making. This article also seeks to answer what the Indian government’s strategy to tap the ‘resources’ of the Indian Diaspora is. Finally, the article examines the role of the Indian Diaspora in the development strategy of India.

The chapter is devoted to the problem of the formation of “soft power” in the Eurasian space. All attempts to find a common language between states in the world lead to the fact that an appeal to “soft power” appears more and more often on the states' agenda as a tool of achieving the goals of the states, including the states of Eurasian region. The concept of “soft power”, introduced into the circulation of the modern theory of international relations by J. Nye, is being actively discussed in Russia. In recent years, President V. Putin and Minister of Foreign Affairs of Russia S. Lavrov were repeatedly called upon to multiply the Russian resource of “soft power” for solving foreign policy tasks. Undoubtedly, this is also valid when we speak about Eurasian integration.

This chapter examines domestic factors that influence American foreign policy, focusing on the variety of ways in which pressure groups and elites determine and shape what the United States does in the international arena. It first considers how US foreign policy has evolved over time before discussing the US Constitution in terms of foreign policy making and implementation. It then explores institutional influences on foreign policy making, including Congress and the executive branch, as well as the role of ‘orthodox’ and ‘unorthodox’ actors involved in the making of foreign policy and how power is distributed among them. It also analyzes the Trump administration’s foreign policy, taking into account the ‘Trump Doctrine’ and the US strikes on Syria.

Pokemon Go is a smartphone game that blends the real and digital worlds, tasking players with exploring their neighborhoods to find creatures and treasure for in-game use. This research describes the ways Japan uses its soft power in international coorporation relations, particulary through Pokemon Go’s game. Based on Joseph S. Nye, Jr, the soft power defined as the ability of country to achieve its goal using cultural attraction rather than coercion and violence. After the World War II, Japan has tried to change its image as war crime through popular culture, such as anime, manga and cosplay. According to Nye, Japan has more potential resources in soft power compared to the other countries. This research is focus on Popular Culture of Pokemon Go’s Game as Japan’s Soft Diplomacy. Pokemon Go is one of  Japan’s cultural diplomacy activities and the other countries uses popular culture to strengthen the positive image of Japan in the international world. The development of popular culture as a soft power and soft diplomacy also a diplomacy tool of development that can be used by Japan in conducting foreign policy in relation to international cooperation.

Proposals for change in the present international order, particularly in the context of the increasing desire for self-reliance and fulfillment of needs in Third World communities, require creative thought about the role of people in the future global order. Perception of the world as a system of nation-states and traditional nonparticipation of the public in foreign-policy making by national governments inhibits the creation of a future in which people can fulfill their needs in self-reliant communities. Evidence suggests that lack of confidence in their national governments is inhibiting people in industrialized countries from responding to the needs of Third World people. At the same time, it is doubtful that Third World governments can satisfy the needs of people without wider participation of the people in governmental foreign-policy making. The future needs of people in both Third World and industrialized communities will only be served by the creation of symmetrical and responsive relationships between local communities in all parts of the world.

India’s Soft Power which is part of Smart Diplomacy or cultural diplomacy in India. India’s soft power diplomacy can be traced back to the time when Swami Vivekananda visited Chicago Parliament of Religion and spoke about Hinduism and India, which attracted many Indians and Foreigners who visited India and learnt about the Indian culture and the Sanskrit, his book on Raja Yoga influenced Western countries to practice Yoga who came to India and visited asharams, India’s main soft powers include spiritualism, yoga, Ayurveda, the world is shifting towards organic method of treatment which has its trace in India. There is culture exchange of arts, music, dance. Indian Diaspora and Young youth are the weapons for the spread of Indian culture across the globe, People are interested in Indian culture and epics of Ramayana and Mahabharat and studying on Kautliya. India literature and craft have received international recognition, countries abroad have included Sanskrit as part of their educational curriculum. India has also emerged has an export of herbs medicine to many foreign countries like Middle East, Europe, Africa etc. and this soft power of India will help in creating a massive influence across the world but before that Indian should have ample knowledge about their own history and culture and languages.

Abstract The article is devoted to the study of “cultural diplomacy” of France in recent history. The relevance of the topic is conditioned by the fact that states use new, non-leverage levers of influence more and more, striving to spread their values and culture in the world to expand and strengthen their presence in the international arena. The French Republic, in order to revive its former greatness, has accelerated the activities of its institutions over the past decades, which can be interpreted as the manifestations of “soft power” in general, and “cultural diplomacy” in particular. The increase of the French language, culture and history status among the population of Europe, America, Africa and the Middle East is becoming an increasing priority task of the state foreign policy. This, in particular, is evidenced by the statements of the French leadership, as well as the reforms carried out in internal structures to increase the effectiveness of its “cultural diplomacy” concept implementation. The authors of the article concluded that over the past ten years, France has not only stepped up and renewed its cultural and partnership relations around the world, but also opened up new opportunities for the dissemination of information and cooperation, adapting to the diverse expectations of the audience, taking into account, first of all, the factors of multilateral diplomacy and interculturalism. This, in its turn, makes it possible to expect the increase of France foreign policy potential in the international arena. The obtained results are consistent with the conclusions of a number of researchers and expand the existing ideas about the nature, the application of “cultural diplomacy” approaches and the specifics of its influence in the world. The reliability of the study is based on a wide range of published materials, and the obtained results make a significant contribution to knowledge expansion about this problem. At the end of the article, on the basis of France experience study, they determined the potential opportunities for the development of “cultural diplomacy” of Russia.

Abstract:The election of Barack Obama as the first African-descended president of the United States in 2008 was greeted with euphoria in the U.S. and around the world, including Africa. Little, however, changed in the substance of U.S.–Africa relations. This underscores the limits of the symbolic politics of race and presidential personalities in the face of the structural imperatives of U.S. power and foreign policy in which African interests remain marginal and subordinate to U.S. interests. The article explores the structural contexts of foreign policy-making in the United States and what might be expected from the second Obama administration.

It is stated that the Armenian community in the USA is one of the largest and most influential in the world. It is proved that the numerous Armenian community of the USA plays a prominent role in the development of Armenian-American relations. It is shown that the urgent issues for the development of the Armenian Diaspora is to overcome contradictions and competition within the Armenian Diaspora, especially among its most active organizations dealing with political issues. It will solve specific foreign policy tasks and promote the unification of the Armenian Diaspora based on group identity and common goals. The Armenian organizations, acting separately, complicate integration and unification within the community itself, lead to competition and disunity in defending its interests not only in the United States, but also in the world. It is determined that numerous Armenian Diaspora, famous and influential personalities of Armenian origin, national organizations and lobby groups are the “soft power” of Armenia. The Diaspora provides significant and comprehensive support to Armenian diplomacy in advancing national interests, especially in matters of international recognition and condemnation of the Armenian Genocide, the settlement of the Nagorno-Karabakh conflict and overcoming the many economic problems that Armenia faces today. During the post-bipolar period, the Armenian Diaspora in America was quite active namely because of participation in various international organizations. To a certain extent, the Diaspora of Armenia followed the common tradition of using intergovernmental and intergovernmental associations to solve the problems of their states. On the other hand, the Armenian Diaspora confidently applied the method of "complementarily policy". This policy envisaged the deep involvement of the Republic of Armenia in the process of discussing and promoting projects of international organizations of various levels in the foreign policy of leading, influential states of the world and, first of all, the United States. In this regard, it is relevant to study the active and successful activities of the Armenian Diaspora in the United States. It is proved that Armenian Diaspora, with its rich international experience, seeks to integrate into American politics, which represents valuable experience for Ukraine, which has a significant Diaspora in the USA and Canada.

In foreign policy-making there exists a tension between what the executive is prepared to do and what parliament or public interest groups would want it to do. A recent study of domestic pressure on foreignpolicy-making in the Netherlands has shown that there exists a close connection between the success of public interest groups in changing foreign policy behavior and their ability to mobilize parliamentary support for their efforts. That study, entitled Controversies at Home, was based on the results of 16 case-studies of recent controversial foreign policy decisions.Foreign ministries aften use the need for secrecy, coherence and consistency as arguments to resist change. The role of the national parliament in foreign policy-making deserves to be strengthened. In this respect some of the experiences of the United States Congress could be applied to parliaments in other countries. The possibilities are discussed with specific reference to the situation in the Netherlands.
