This article presents the results of a study of the development of professional competence of future education managers. The relevance of the problem under study lies in the demand for education managers in educational institutions. The personal and behavioral characteristics of future managers were studied using the SAMOAL test-questionnaire for diagnosing self-actualization of personality. The formation of the main professional competencies was determined by expert assessments of employers - school directors with many years of experience.

The article reveals the essence and structure of the acmeological experiment and presents the results of empirical research related to the readiness state demonstrated by the future managers of educational institutions for self-projecting and further self-realization. In the process of empirical research, the author’s questionnaire was developed to determine the degree of education manager’s readiness for self-projecting; the respondents of the control and experimental groups were selected; the respondents were questioned; the results of the experiment were processed; the organizational and methodological recommendations aimed at facilitating the development of the readiness of the future education managers for self-projecting were elaborated basing on the experiment results. In order to develop the readiness of managers of educational institutions for self-projecting, a special course «Self-projecting as a way to develop the professional competence of educational managers» has been elaborated, which has been tested in the educational process aimed at training Master course students who obtain their education according to the educational and professional program «Management of an educational institution». This special course was tested during the acmeological experiment. The formation of the abilities to use the self-projecting mechanism for developing the professional competence of an education manager as well as to fulfil the individual plan aimed at developing the professional competence of an education manager in the form of an individual trajectory of self-development and self-improvement are the main results got after mastering the special course. The results of the acmeological experiment showed a significant improvement in the readiness state for self-projecting demonstrated by the future managers of educational institutions who represented the experimental group. Based on the conducted experimental research, the organizational and methodological recommendations aimed at facilitating the development of the readiness of the future education managers for professional self-projecting and self-realization have been elaborated. This article highlights the topic of using digital media resources in training specialists - future education managers. At the present stage, the relevance of training future education managers is important for improving the quality of educational services in educational institutions. Research methods: theoretical analysis, methods of questioning and survey among students and teachers. The article presents the obtained experimental data on the study of the development of creative thinking of future education managers. The analysis was made of modern teaching methods, common to which is the focus on self-education through open access and media resources to information. The most popular at the moment are video materials, presentations. Little coverage in the educational process of the university is given to the topic of online libraries. Online libraries are an important part of education and contain a large amount of scientific data. The survey revealed that only 32% of students - future education managers are familiar with online libraries. The development of creative thinking should be a priority in the training of future managers of the secondary and higher education system.

The main purpose of the study is to characterize and analyze the characteristics of the creative and innovative potential of students and future education managers. The preparation of future education managers for professional development and creative activity in educational institutions is an urgent issue of higher education. Along with scientific qualifications in the activities of education managers, the professional component is becoming increasingly important, which needs constant updating, replenishment and improvement of psychological, pedagogical, managerial knowledge, skills and abilities, personal qualities, development of abilities and creative potential. In this regard, it is important to study the activities of the education manager and, on this basis, determine the requirements for the system of his professional training. As a result of the study, the features of the creative and innovative potential of students and future education managers were identified.

The article reviews state and European documents, research, which determine the professional competencies of teachers. The urgency of developing a model of teacher competencies is due to the tendency to insufficient consideration of the European framework of competencies in the new documents, the lack of trajectory of professional development of teachers, differences between the list of competencies in various regulations. Based on theoretical investigations, the model of competencies of teachers of the New Ukrainian School is substantiated and characterised. The content of general competencies of teachers, which are cross-cutting (civic, social, cultural, leadership, entrepreneurial), and professional competencies, which are described in the context of such job functions of a teacher: teaching students subjects (integrated courses), partnership with participants in the educational process, participation in the organization of a safe and healthy educational environment, managementoftheeducationalprocess, professional development. Thedraft professional standard substantiates and characterises the following professional competencies of teachers: language and communicative, subject and methodical, information and digital, psychological, emotional and ethical, competence of pedagogical partnership, inclusive, health-preserving, design, prognostic, organizational, evaluative, ability to learn throughout life, and reflexive. The presented model was tested among pedagogical staff of general secondary education institutions (107 respondents from 47 educational institutions took part in the study). The draft document was publicly discussed, as a result of which adjustments were made in the formulation of general and professional competencies. Taking into account the compensators and proposals of educators, the model of competencies was refined and formed the basis of the draft of a new professional standard for teachers. Each competence in the professional standard is described in the dynamics of development from specialist to the highest category, which allows the teacher to trace the current level of professional competence, to plan further steps for the development of each competence.

The article deals with topical issues of solving problems to improve the training of students in higher educational institutions. The pedagogical conditions for the formation of professional competence of students of higher educational institutions are studied, the concept of "professional competence" is revealed, its essence, structure is considered, and its content is determined. The system of professional competence formation among students of higher educational institutions is presented and its elements are characterized. This article defines the relevance of the task of improving the training of students of higher educational institutions and the formation of professional activity of a specialist at the present stage of the development of the education system. The concept of professional competence as an integral professionally significant characteristic of a specialist's personality is clarified. Professional competencies that make up the structure of pedagogical competence are defined and classified into groups in accordance with the main areas of work with personnel. The essence of the process of forming professional competence as a pedagogical system is revealed and the main elements of this system are characterized.

The article considers the question of the features of the training future education managers, their manage skills, the structure of which provides knowledge and experience in using the electronic educational environment. This problem is important, especially now, in the context of the coronavirus pandemic, when educational institutions work mainly in a distance format. Now every manager of an educational institution must be competent not only in the field of information technology and have appropriate digital competence but also knowledgeable in the implementation of the electronic educational environment of the institution, in particular, to resolve certain management issues. During literature analysis, we found that there are many studies that describe the use of ICT in the process of forming the managerial competence of future education managers. But, there are few studies that describe the features of the work of the manager in the electronic learning environment (ELE) and solve the problem of their training in this context. To obtain objective information about the level of managerial competence in future heads of higher pedagogical education, we organized a survey that found that future education managers do not have a clear idea of ELE and do not understand its potential for management. During the study, we developed levels of managerial competence of future managers, to which we added skills related to the use of ELE. The training of students lasted from 2017 to 2020 according to the methodology that took into account the structure of managerial competence knowledge and skills of using ELE. We conducted an experimental study that determined the effectiveness of the methodology for the formation of managerial competence of future heads of educational institutions in the context of ELE. This study found that such training contributes to the formation of the future manager, develops his managerial skills, allows to solve the problem of developing managerial competence in future education managers using ELE, is an effective means of implementing educational programs at the university.

Introduction: the article analyzes possibilities and topical issues of developing the readiness of correctional officers to act in emergency situations in educational process in educational institutions, taking into account requirements of the competence-based approach. Aim: to identify problems and ways to address them in the framework of developing cadets’ readiness to act in emergency situations in penal institutions; the aim is achieved with the help of the following means: generalization of pedagogical experience in the application of the competence-based approach in education and the requirements of professional activity of penitentiary system staff; and analysis of the content of educational programs and programs of academic disciplines. Methods: theoretical analysis of the research problem, theoretical methods of formal and dialectical logic, analysis of documents and statistical data, survey, interpretation. Results: analysis of the content of educational programs implemented in educational institutions of the Federal Penitentiary Service, analysis of the requirements of professional and official activities dictated by the increased level of criminal danger of persons serving sentences in conditions of deprivation of liberty, analysis of the level of professional training of staff, analysis of the expectations of the heads of penitentiary institutions regarding the professional competence of graduates of educational institutions who are then employed as correctional staff – all this has shown the need to implement a comprehensive approach so as to form cognitive, behavioral, and motivational-value components of readiness for emergency situations, the need to supplement professional competencies that reflect the discussed readiness in relation to various specialties, and the need to conduct regular training in this area, especially in senior courses. Conclusions: in order to develop readiness in correctional staff efficiently, it is advisable to pay attention not only to the formation of cognitive and activity-based components, which are mainly focused on the content of educational disciplines, but also to the motivational and value-based components; circumstancthe formation of the readiness involves, along with the study of special disciplines, organization of psychological training of cadets, which contributes to the implementation of an integrated approach; it is appropriate to develop general professional competencein cadets that would reflect aspects of readiness to act in emergency situations regardless of the specialty obtained; it is important to update the knowledge and skills of how to act in the event of emergencies at the final stage of training. The article presents the issue of issue of implementing training methods in future education managers’ professional training for developing their democratic culture that is a requirement of current conditions of Ukraine’s integration into European educational environment. The purpose of the article is to theoretically substantiate the use of different types of educational instructions during the professional training of the specialists in the sphere of managing education institutions. For achieving the purpose of the research, the theoretical methods are involved: analysis and generalisation of scientific and pedagogical sources for clarifying the key research definitions «training», «training methods», and «educational training», revealing the specific features of different types of training in future education managers’ professional training, theoretically substantiating the ways of implementing training methods in future education managers’ professional training. The specific characteristics of future education managers’ professional training are revealed. The necessity of developing future education managers’ democratic culture as a component of their professional competence is proved. It is emphasised that the educational trainings are considered to be an effective method of developing democratic culture, as it involves future specialists in the interaction, based on the principles of mutual respect, trust, and tolerance. It is concluded that the implementation of educational trainings (social and psychological trainings, trainings of business communication, rhetorical trainings) contributes to the deeper awareness of democratic values of modern society and getting experience of professional interaction, based on the democratic foundations that positively influences the developing future education managers’ democratic culture.

Today, there is ample evidence that the priority task of education professionals is to preserve and strengthen the mental health of children, taking into account different needs and opportunities. In accordance with the modern qualification needs in higher educational institutions, in order to prepare targeted educational psychologists, it is necessary to organize a high level of practice for students who form professional competence. They need to effectively perform labor functions in their future professional activities. As the preliminary analysis shows, there are many ideas in this area in the world. These ideas are aimed at addressing these priorities. This article discusses the conditions for the development of professional competencies of future pedagogue-psychologists in the context of globalization. Particular attention is paid to the current status of pedagogue-psychologists working at schools and the level of readiness of Kazakhstani universities in the preparation of future pedagogue-psychologists. The experience of foreign universities in this direction is also described, conducting a comparative analysis of the achievements in the field of practical psychology in our country and foreign countries.
