Abstract. In the Piedmont Region (North-Western Italy), the regional authorities manage debris flow risk by following the ideal sequence of steps that are generally pursued in land planning and civil protection activities. Complex procedures and methods are elaborated and widely discussed with politicians, economists and the general public. On the contrary, in emergency situations, civil protection agencies generally prefer the adoption of simple and flexible criteria. In this paper, a catastrophic debris flow event, that occurred in 2008 in Villar Pellice, is described in this perspective, after an analysis of the triggering rainfalls and of the effects on human life and properties. The availability of a series of personal accounts coming from people who witnessed the occurrences before, during and after the event has allowed us to analyse, in detail, the dynamics of the event. Thanks to these accounts, it has been possible to propose new guidelines for the planning of the emergency activities in areas that are potentially prone to similar impulsive phenomena.

Alluvial (torrential) fans, especially those created from debris-flow activity, often endanger built environments and human life. It is well known that these kinds of territories where human activities are favored are characterized by increasing instability and related hydrological risk; therefore, treating the problem of its assessment and management is becoming strongly relevant. The aim of this study was to analyze and model the geomorphological aspects and the physical processes of alluvial fans in relation to the environmental characteristics of the territory for classification and prediction purposes. The main geomorphometric parameters capable of describing complex properties, such as relative fan position depending on the neighborhood, which can affect their formation or shape, or properties delineating specific parts of fans, were identified and evaluated through digital elevation model (DEM) data. Five machine learning (ML) methods, including a hybrid Euler graph ML method, were compared to analyze the geomorphometric parameters and physical characteristics of alluvial fans. The results obtained in 14 case studies of Slovenian torrential fans, validated with data of the empirical model proposed by Bertrand et al. (2013), confirm the validity of the developed method and the possibility to identify alluvial fans that can be considered as debris-flow prone.

In the Himalayas, geo-hazards are natural events occurring more or less frequently and of a greater or lesser magnitude. But when natural hazards affect people and property, then it becomes disasters. It’s believed that natural disasters as such do not exist. Everything is just natural hazard and anything can turn into disasters due to anthropogenic activities. Thus, natural phenomenons are hazards while disasters are anthropogenic. In this regard, a case study was being conducted in the Ghatte Khola (Dana) of Myagdi District in Western Central Nepal, where in a context of growing population and haphazard construction of infrastructures, natural dynamics have turned into disasters. The Ghatte Khola is an intermittent, right bank tributary of the Kali Gandaki, which behaves occasionally as a debris flow, in relation with slope instabilities that affect its upstream catchment. The debris flows are usually triggered during heavy cloudbursts, and can cause damages and losses downstream, along the wide alluvial fan built at the tributary junction and upon which Dana village (Myagdi District) is settled. Inhabitants are aware of this ephemeral, yet threatening behaviour of the stream that may also affect the Kali Gandaki valley upstream from the confluence (Lat. 28°32'22" N and Long. 83°39'03" E). The Ghatte Khola is often affected by debris flows bringing sediment fluxes that are eroding its banks every year. A motor bridge was being built over Ghatte Khola near the confluence with Kali Gandaki and further, a large electric power station is being built on the right bank of Ghatte Khola. Sadly, the bridge was washed away by the flash flood in Ghattekhola on 25th May 2019. This study was focused on vulnerability of these man made infrastructures and their future on Ghatte Khola debris flow dynamics, with hazard that might occasionally transform into disaster.

The article addresses the issues of ensuring safe operation of mining equipment in surface mining. It describes the main factors and situations that pose a high risk to human life and health. The most dangerous incidents are shown to be related to limited visibility and blind spots for operators of mining equipment, which can result in collisions and personnel run over. The main technologies and specific solutions used to design collision avoidance systems are described and their general comparison is provided. A particular focus is placed on monitoring the health of employees at their workplace by means of portable personal devices that promptly inform the dispatcher of emergency situations. General technical requirements are formulated for designing of the system to prevent equipment collisions and personnel run over in surface mining operations. The paper emphasizes the importance of introducing a multifunctional safety system in surface mines in order to minimise the possibility of incidents and accidents throughout the entire production cycle.

This paper deals with state of the art risk and resilience calculations for industrial plants. Resilience is a top priority issue on the agenda of societies due to climate change and the all-time demand for human life safety and financial robustness. Industrial plants are highly complex systems containing a considerable number of equipment such as steel storage tanks, pipe rack-piping systems, and other installations. Loss Of Containment (LOC) scenarios triggered by past earthquakes due to failure on critical components were followed by severe repercussions on the community, long recovery times and great economic losses. Hence, facility planners and emergency managers should be aware of possible seismic damages and should have already established recovery plans to maximize the resilience and minimize the losses. Seismic risk assessment is the first step of resilience calculations, as it establishes possible damage scenarios. In order to have an accurate risk analysis, the plant equipment vulnerability must be assessed; this is made feasible either from fragility databases in the literature that refer to customized equipment or through numerical calculations. Two different approaches to fragility assessment will be discussed in this paper: (i) code-based Fragility Curves (FCs); and (ii) fragility curves based on numerical models. A carbon black process plant is used as a case study in order to display the influence of various fragility curve realizations taking their effects on risk and resilience calculations into account. Additionally, a new way of representing the total resilience of industrial installations is proposed. More precisely, all possible scenarios will be endowed with their weighted recovery curves (according to their probability of occurrence) and summed together. The result is a concise graph that can help stakeholders to identify critical plant equipment and make decisions on seismic mitigation strategies for plant safety and efficiency. Finally, possible mitigation strategies, like structural health monitoring and metamaterial-based seismic shields are addressed, in order to show how future developments may enhance plant resilience. The scientific article explores the issues of managing the risks of emergencies in order to improve the readiness and efficiency of the functioning of a single state civil protection system.When calculating the risks, the basic quantitative criteria take into account the probability of emergencies and the magnitude of the damage from these situations.The article presents a method for calculating the joint probability of the action of several emergency factors, taking into account the effect of accumulation of damage.

In this article I discuss how illegal substance consumption can act as a tool of resistance and as an identity signifier for young people through a covert ethnographic case study of a working-class subculture in Genoa, North-Western Italy. I develop my argument through a coupled reading of the work of the Centre for Contemporary Cultural Studies (CCCS) and more recent post-structural developments in the fields of youth studies and cultural critical criminology. I discuss how these apparently contrasting lines of inquiry, when jointly used, shed light on different aspects of the cultural practices of specific subcultures contributing to reflect on the study of youth cultures and subcultures in today’s society and overcoming some of the ‘dead ends’ of the opposition between the scholarly categories of subculture and post-subculture. In fact, through an analysis of the sites, socialization processes, and hedonistic ethos of the subculture, I show how within a single subculture there could be a coexistence of: resistance practices and subversive styles of expression as the CCCS research program posits; and signs of fragmentary and partial aesthetic engagements devoid of political contents and instead primarily oriented towards the affirmation of the individual, as argued by the adherents of the post-subcultural position.

This study is based on ethnographic research that analyzes how traditional knowledge and local beliefs on biodiversity conservation relates to the local ability to adapt and be resilient to climatic changes in two communities around Gorongosa National Park, Mozambique: Nhanfisse in the buffer zone and Muanandimae in the core area. A total of 78 semi-structured interviews with heads of households were conducted. We found that both communities carried out practices and held beliefs associated with conservation, such as protecting trees and animal species considered sacred or perceived as beneficial for human life in terms of water provision and agricultural production. In addition to traditional ceremonies that respond to extreme climatic events such as drought and flood, other adaptation strategies used by the communities include moving to neighboring areas in search of better living conditions and using forest products in times of scarcity. We discuss that the management of the park should be agreed on, in a shared way, between local communities and conservation agents to ensure that these areas continue to perform the ecological, subsistence, and spiritual functions required. Our research results contribute to a better understanding of local adaptation dynamics towards extreme climatic events and improvement of management strategies.
