<p>The concepts of leaders and leadership have been dealt with by many different disciplines, such as psychology and sociology, with the fields of management and political science being foremost, and have become frequent subject matter of academic discussions and research. The first studies in this field took place at the beginning of the 20<sup>th</sup> century, with analysis of important personalities that changed the course of the history and shaped societies’ futures with their extraordinary abilities and characteristics. It was predominantly these characteristics, as well as behavioral and situational approaches, that formed the basis of these first studies. The objective of this study is to determine which of the six presidents of the Republic of Turkey, who have served or are serving as Head of State, has more of the charismatic leadership characteristics, employing an interdisciplinary methodology in which multi-criteria decision-making methods and techniques are used. Within this context, the traits that a leader and a charismatic leader should have were determined, the weights of these traits were calculated using the Analytic Hierarchy Process (AHP), the calculated weights were used in the Fuzzy TOPSIS method, and the presidents were analyzed from the perspective of charismatic leadership. The results obtained support the predictions made before the study was begun. AbstractIntroduction. High-category hotels are considered to be one of the most important elements of every tourist destination’s supply. Recently, the lack of highly rated hotels in the Republic of Croatia has often been criticized by the public because they are believed to be a prerequisite in the creation of a competitive tourist offer.Material and methods. The authors have performed a multi-criteria decision analysis of eight companies owning five-star hotels in Primorsko-Goranska County using the Analytic Hierarchy Process (AHP) method. Their business performance was evaluated based on both financial and market criteria. The financial criteria encompassed indicators of liquidity, indebtedness, activity and profitability. Data regarding the market indicators were collected using a questionnaire.Results. The importance of market criteria in the tourism industry is visible in tourist demand, which is founded on the perception of potential hotel guests, their recognition of the brand and thus the market potential of the hotels themselves. Therefore, both the financial and market aspect have been included in the Analytic Hierarchy Process analysis and synthesized to estimate the overall priority based on which the hotels were ranked. According to all criteria and sub-criteria, the best ranked hotel company is Eles Turizam j.d.o.o with its five-star hotel Mozart (0.2540), followed by Milenij hotels d.o.o. with its Milenij and Milenij Sveti Jakov. The third place has been assigned to Liburnija Rivijera Hoteli d.o.o. and its Ambasador.Conclusions. All but one of the analyzed five-star hotels are under the ownership of the biggest hotel companies in PGŽ with a long presence in the tourism industry. Therefore, it was expected that, due to their market recognizability and, consequently, their good financial performance, they would rank first. However, the research has shown that market potential does not necessarily imply best practices. Eles Turizam and its hotel Mozart were ranked the highest according to financial and overall priority scores. It may thus be concluded that even a small family hotel company with reduced marketing costs, especially one with an elite tourist offer, can compete with big hotel companies if it continuously assures the quality of its services.

System of the internal control over financial reporting (ICOFR) on state finance management in the Republic of Indonesia had been designed using soft system methodology. ICOFR framework in the Republic of Indonesia was needed. Based on questionnaire, we found risk focus, applicability, harmony with PP No. 60/2018, can be applied in entity and transactional level, and can be applied IT environment as criteria. We found understandability, clarity of control components, and effectiveness assessment as sub criterion of criterion applicability and we found general control and application control as sub criterion of criterion ‘can be applied in IT environment’. The Analytic Hierarchy Process (AHP) methodology are  used to choose best alternative. Calculations of the results by Expert Choice software indicated COSO ranked 1st, COBIT ranked 2rd, and CoCo ranked 3th.

Public transportation is one of the main goals of a developing city. This topic includes not only administrators, but also city residents and the environment, with economic, environmental, and social factors. This paper presents a multicriteria decision-making process for prioritizing alternative public transportation projects in Kırıkkale, considering the urban type of a developing city. It outlines three planned projects for improvement: “electric municipality bus”, “light rail system”, and the “modernization of existing vehicles and network optimization”. In this study, we use the analytic hierarchy process and fuzzy technique for order preference by similarity to ideal situation (TOPSIS) application to prioritize transportation projects using economic, social, transportation, and environmental sub-criteria. The aim of this study is to select the most suitable project, based on sustainability, for more urban livability in Kırıkkale city. In the strategic decision-making process, the weights of each sustainability criteria have been determined using analytic hierarchy process (AHP). The fuzzy TOPSIS method has been applied for ranking the proposed alternative projects for Kırıkkale. Finally, the analytic decision process results are compared, and the electric municipality bus is selected as the best project alternative. The results of this study can not only offer a solution for current needs related to urban planning, but also ensure as a more transparent decision-making process for developing sustainability in developing cities in the near future.

Virtual tours in museums are an ideal solution for those that are not able to visit a museum or those who want to have a small taste of what is presented in the museum before their visit. However, these tours often encounter severe problems while users interact with them. In order to check the status of virtual tours of museums, we present the implementation of an evaluation experiment that uses a combination of two multi-criteria decision making theories, namely the analytic hierarchy process (AHP) and the fuzzy technique for order of preference by similarity to ideal solution (TOPSIS). AHP has been used for the estimation of the weights of the heuristics and fuzzy TOPSIS has been used for the evaluation of virtual tours of museums. This paper presents the exact steps that have to be followed in order to implement such an experiment and run an example experiment for virtual tours of Italian museums.

In the flight industry, there are two highest costs such as fuel cost and crew cost. The crew cost is affected by pairings selected from flight schedule. This research will explain about selecting the set of selected pairings using Analytic Hierarchy Process (AHP) and Fuzzy Technique for Order Performance by Similarity to Ideal Solution (Fuzzy TOPSIS). Before using either Fuzzy AHP or Fuzzy TOPSIS, it will be formed collection of the set of selected pairings using greedy algorithm. After collection of the set of selected pairings is formed, then we determine goal and criteria. The goal is selecting the set of selected pairings from some alternatives. For each the set of selected pairings, there are some criterions such as the number of deadhead, the number of pairing A2, the number of pairing A3, the number of pairing A4, the number of pairing A5, and the number of pairing A6. Based on simulation results, both AHP and Fuzzy TOPSIS can select and give the rank of priority in entire the set of selected pairings.  Pada industri maskapai penerbangan, terdapat dua biaya yang sangat besar yaitu biaya bahan bakar dan biaya kru. Biaya kru dipengaruhi oleh pairing yang terpilih dari jadwal penerbangan. Pada penelitian ini akan dilakukan pemilihan himpunan pairing terpilih menggunakan metode Analytic Hierarchy Process (AHP) dan Fuzzy Technique for Order Performance by Similarity to Ideal Solution (Fuzzy TOPSIS). Sebelum menggunakan AHP atau Fuzzy TOPSIS, akan dibentuk kumpulan dari himpunan pairing terpilih menggunakan greedy algorithm. Setelah kumpulan himpunan pairing terpilih terbentuk, maka dibentuk goal dan kriteria. Goal adalah memilih himpunan pairing terpilih dari beberapa alternative. Pada setiap himpunan pairing yang terpilih, terdapat beberapa kriteria seperti jumlah deadhead, jumlah pairing A2, jumlah pairing A3, jumlah pairing A4, jumlah pairing A5, dan jumlah pairing A6. Berdasarkan hasil perhitungan, metode AHP dan Fuzzy TOPSIS dapat memilih dan memberi peringkat prioritas pada pemilihan himpunan pairing terpilih.
