Tratamos aqui das eleições brasileiras após a redemocratização e a conquista do direito a voto a todos os cargos executivos e legislativos e discorremos sobre as contribuições da Geografia para a análise desse comportamento eleitoral. Partidos políticos e candidatos de diferentes perfis possuem lógicas diversas na distribuição de seus votos, que se dão segundo a posição que possuem no espectro ideológico, repercutindo em sua atuação política e estratégia eleitoral. O estudo geográfico das diferenças socioespaciais dos votos permitiu a compreensão do papel do lugar na formação de valores e conhecimentos na formação da preferência dos eleitores, sua relação com a territorialidade dos candidatos, e uma interpretação da atual dinâmica eleitoral. Abstract THE PLACE AND THE ELECTIONS: VOTES IN BRAZIL AND ITS TERRITORIAL EXPRESSION We treat here about the Brazilian elections after the redemocratization and the voting rights conquest to all executive and legislatives posts and we discuss about the Geography contributions to analyze the electoral behavior. Political parties and candidates from different profiles hold diverse logics on theirs votes distribution, that occurs accordingly to theirs ideological spectrum position, echoing on theirs political action and electoral strategy. The geographical study of the votes socio-spatial differences permitted the understanding of the role of the place in the values formation and knowledge on the formation of the voters preferences, their relationship with the candidates territoriality, and an interpretation of the actual electoral dynamics.

This chapter explores the contributions of historical institutionalist scholarship to understanding preference formation in business. It critiques the analytical drift of the literature away from some conceptual sites of essential political action in democratic capitalism: issues of power, common trends across capitalist countries, and the role of voters in structuring the character of political conflict among interest groups and political parties. The chapter proposes a governance space, defined by the two dimensions of political salience and institutional formality, as a way to combine insights about the importance of institutional context with the structurally uneven allocation of power resources in capitalism.

In the study of electoral politics and political behavior in the developing world, India is often considered to be an exemplar of the centrality of contingency in distributive politics, the role of ethnicity in shaping political behavior, and the organizational weakness of political parties. Whereas these axioms have some empirical basis, the massive changes in political practices, the vast variation in political patterns, and the burgeoning literature on subnational dynamics in India mean that such generalizations are not tenable. In this article, we consider research on India that compels us to rethink the contention that India neatly fits the prevailing wisdom in the comparative politics literature. Our objective is to elucidate how the many nuanced insights about Indian politics can improve our understanding of electoral behavior both across and within other countries, allowing us to question core assumptions in theories of comparative politics.

This chapter examines two types of realist challenge to ideas for democratic renewal. The realist political scientists stress the role of irrational, group-based behaviour amongst the electorate, and the capture of democratic processes by powerful and wealthy elites. They see little scope of civic participation reversing the hollowing out of representative democracy and mainstream political parties. On the other hand, realist political theorists focus on practical advice and political action, rather than ideal theory; and are concerned with rhetoric and persuasion, as much as public reason. It is argued that the second type of realist challenge can help us better understand how to advance state-citizen cooperation through practical initiatives such as citizens assemblies, participation in local government, digital democracy, the opening up of political parties; and how these can be supported by applying realist theorists’ insights to the reforming of political institutions, harnessing passion in social activism, and the development of citizenship education.

In order to form an impression of the traits, views, and competencies of election candidates, voters often draw on existing stereotypes about their identities and characteristics, such as their gender or ethnicity. Meanwhile, although there is a strong stigma associated with disability in our societies, we know very little about how voters perceive candidates with disabilities. This study uses a survey experiment with a conjoint design conducted in Britain to examine the effects of candidate disability on voter perceptions of their personality traits, beliefs, and issue competencies. Contrary to common stereotypes, physically disabled candidates are not seen as incompetent and weak. Instead, they are perceived as more compassionate, honest, and hard-working than nondisabled candidates, although the effects are modest in size. They are also assumed to be further to the left ideologically and more concerned about and competent in dealing with policy on healthcare, minority rights, and social welfare. The study enriches our understanding of the role of disability in electoral behavior and political representation while also providing valuable—and overall encouraging—insights for disabled (aspiring) politicians and political parties.

The article describes the structural characteristics of the urban communities of the city of Krasnodar and the related features that impact their participation in urban conflicts. This issue is considered in a number of scientific publications, but there is a need to expand the empirical base of such studies. On the base of expert interviews conducted with both city activists, their counterparty (representatives of the municipal government) and external observers (journalists), the parameters of urban communities functioning in the process of their interaction with other conflict actors are revealed. The communities characteristics such as the predominantly territorial principle of formation, the overlap of online and offline communications in their activities, the presence of a “core” with a relatively low number of permanent participants and others are determined. Their activities are dominated by neighborly and civilian models of participation in conflicts. The possibilities of realizing one’s own interests through political interactions (participation in elections, the activities of representative bodies of power, political parties) are not yet sufficiently understood. Urban communities, as a rule, operate within the framework of conventional forms of participation in solving urgent problems, although in some cases it is possible to use confrontational methods, in particular, protest ones. In this regard, the most often used compromise, with the desire for cooperation, a strategy of behavior in interaction with opponents. The limited activating role of conflicts in the activities of communities has been established. The weak manifestation of the civil and especially political component in their activities determines the preservation of a low level of political subjectivity. This factor restrains the growth of urban communities resources and the possibility of applying competitive strategies in interaction with city government and business.

Resumo: O presente texto pretende analisar o papel das ações coletivas (associações, cooperativas e sindicatos de agricultores) no acionamento e na ativação das escalas geográficas para o desenvolvimento de suas atividades. O estudo foi realizado no Espaço Sisaleiro da Bahia (Brasil), onde um conjunto significativo de associações e cooperativas de agricultores e sindicatos de trabalhadores rurais tem se organizado em torno das escalas espaciais para viabilizar sua ação político-institucional e econômico-produtiva. A ação desses coletivos organizados em rede tem permitido a conformação e o fortalecimento de novas escalas de ação política, como no caso da criação do conselho territorial para viabilização da implantação de políticas de governo. Cooperativas, associações e sindicatos se apoiam nas escalas para compor organizações em diferentes níveis escalares (escala local, escala regional, escala do estado federado e escala nacional), buscando fortalecer seus propósitos e ampliar seu poder de barganha e influência. Analisando o comportamento espacial dessas variadas modalidades de ações coletivas, é possível considerar que elas desenvolvem políticas de escala, ou seja, a escala passa a significar muito mais que uma categoria de análise, mas se torna uma categoria da prática social e política. Nesse sentido, parte-se do pressuposto de que os grupos humanos produzem e tornam efetivas suas próprias escalas visando a alcançar suas metas e organizar seus comportamentos coletivos. SCALE POLICIES AND THE DEVELOPMENT OF NETWORK STRATEGIES OF COLLECTIVE ACTIONS IN THE SISAL REGION OF BAHIA (BRAZIL)Abstract: This paper aims to analyze the role of collective initiatives of associations, cooperatives and farmers’ unions in the mobilization and activation of geographical scales for the development of their activities. The study was conducted in the Sisal Region of Bahia (Brazil), where a significant number of farmers associations and cooperatives and rural workers’ unions have been organizing their actions around spatial scales to enable their political-institutional and economic-productive influence. The gathering and action of these organized groups in a network have allowed the establishment and strengthening of new scales of political action, as seem in the case of the creation of a territorial council to facilitate the implementation of government policies. Cooperatives, associations, and unions rely on scales to form organizations at different scale levels (local, regional, federal and national scales), seeking to strengthen their performance and increase their bargaining power and influence. After analyzing the spatial behavior of these various forms of collective actions, it’s reasonable to say that they develop scale policies, which means the scale becomes more than a category of analysis, but also a category of social and political practice. In this sense, it’s assumed that human groups produce and utilize the scales in order to reach their goals and organize their own collective behaviors. Keywords: Scale. Network. Cooperativism. POLITIQUES D’ÉCHELLE ET FORMATION DES STRATÉGIES-RÉSEAU DES ACTIONS COLLECTIVES DANS LA RÉGION DU SISAL DE L’ÉTAT DE BAHIA Resumé: Cet article analyse le rôle des actions collectives (associations, coopératives et syndicats d’agriculteurs) dans la prise en compte et l’utilisation des échelles géographiques pour le développement de leurs activités. L’étude a été menée dans la région du sisal à Bahia (Brésil), où un ensemble important d’associations et de coopératives d’agriculteurs et de syndicats de travailleurs ruraux se sont organisés autour d’échelles spatiales pour que puisse être mise en place leur action politique et institutionnelle, économique et productive. L’action de ces groupements organisés en réseaux a permis la conformation et le renforcement de nouvelles échelles d’action politique, comme lors de la création du conseil territorial, pour permettre la mise en œuvre des politiques gouvernementales. Les coopératives, les associations et les syndicats prennent les échelles comme point de départ pour former des organisations à différents niveaux scalaires (échelle locale, échelle régionale, échelle fédérée et échelle nationale), dans le but de renforcer leurs objectifs et d’accroître leur pouvoir de négociation et d’influence. Si nous analysons le comportement spatial de ces diverses formes d’action collective il est possible de considérer qu’ils développent des politiques d’échelle, à savoir l’échelle vient signifier bien plus qu’une catégorie d’analyse, puisqu’elle devient une catégorie de la pratique sociale et politique. En ce sens, on suppose que les groupes humains produisent et rendent efficaces leurs propres échelles pour atteindre leurs objectifs et organiser leurs comportements collectifs. Mots-clés: Échelle. This chapter examines the relationship between parliamentarism and the legislative branch. It explores the evolution of the legislative branch, leading to disillusionment with the rationalized law-making factory, a venture run by political parties beyond the reach of constitutional rules. The rise of democratically bred party rule is positioned between the forces favouring free debate versus effective decision-making in the legislature. The chapter analyses the institutional make-up and internal operations of the legislature, the role of the opposition in the legislative assembly, and explores the benefits of bicameralism for boosting the powers of the legislative branch. Finally, it looks at the law-making process and its outsourcing via delegating legislative powers to the executive.

Chapter 3 investigates the process of party formation in France, Germany, Great Britain, and Italy, and demonstrates the important role of cultural and societal premises for the development of political parties in the nineteenth century. Particular attention is paid in this context to the conditions in which the two mass parties, socialists and Christian democrats, were established. A larger set of Western European countries included in this analysis is thoroughly scrutinized. Despite discontent among traditional liberal-conservative elites, full endorsement of the political party was achieved at the beginning of the twentieth century. Particular attention is paid to the emergence of the interwar totalitarian party, especially under the guise of Italian and German fascism, when ‘the party’ attained its most dominant influence as the sole source and locus of power. The chapter concludes by suggesting hidden and unaccounted heritages of that experience in post-war politics.
