Study on the evolving role of the People’s Republic of China in resolving the conflict in the Islamic Republic of Afghanistan

The age-old struggle for influence in Asia, intensified in recent decades, has gained a new player in the form of dynamic China, one of the leaders of world politics and the economy of today. The authors draw on the opinions of foreign and domestic experts to determine the reasons for the involvement and role of the People’s Republic of China (PRC) in resolving the conflict in the Islamic Republic of Afghanistan (IRA) and to link these activities to China’s renewed strategy in the Middle East as a whole. The research done by the authors over the last six months has developed rapidly in recent weeks and even days, indicating that geopolitical turbulence is developing in recent times.The article classifies the full range of the People’s Republic of China interests in the Islamic Republic of Afghanistan and identifies the factors that influence the formation of China’s system of interests in Afghanistan, including factors in the international environment. The consequences of the pandemic and China’s new opportunities to use soft power to advance its interests have been identified. The People’s Republic of China’s strategy in the region has been defined and attention has been paid to security issues.Beijing’s envisaged steps to promote its projects in the region have been presented.

Specific features and procpects for development of electronic government in the PRC at the beginning of the XXI century

The article is devoted to the analysis of features of functioning of the digital government in the Chinese State in the first decades of the 21-st century and the perspectives of its further development. In this work the authors give a brief description of the essence of phenomenon of digital government in general. The article explores the specific features of this process in the People’s Republic of China in the third millennium (taking into account the background of this issue). This research examines the influence of functioning of e-government bodies in Сhina on the internal political situation in the country – taking into account such aspects as building a dialogue between authorities and society, perfection of the public service system providing the Chinese citizens with essential public goods, the merits and the demerits of China’s online government are taken into account. This article examines such significant factors in the development of e-government in China as the impact of the global situation at the present stage on international politics and the country’s information security system. This article analyzes the features of the relationship between the Chinese authorities and media corporations operating on the Internet market of the Middle Kingdom (such as, for example, Google), and studies the reasons for the contradictions between them. The study also comprehended strategy of the authorities of the People’s Republic of China in matters of information security of the state, including the active use of Chinese hackers in network conflicts with Western countries, and the actions of special units of the Chinese armed forces created to counter foreign cyber terrorism.

From Crisis Management to Realignment of Forces

In 1969, after a series of large-scale border clashes, the People's Republic of China (PRC) and the Soviet Union finally decided to enter negotiations to prevent a wider military confrontation. The de-escalation process that ensued gave Soviet and Chinese leaders two options: either to compromise and reach a settlement or to go back to a strategy of delay. This article shows that the choice between the two options depended on whether either state believed it could improve its relative position in a better political environment or could gain certain political advantage by immediately settling the dispute. Ultimately, both sides chose to return to a strategy of delay. The Chinese decision was influenced by the strategic configuration of U.S. “triangular” diplomacy and the hope that it would enhance the PRC's relative position. For Soviet officials, the outcome stemmed from a lack of trust in their Chinese counterparts.

Determinants of the Participation of the People’s Republic of China in the United Nations Mission in South Sudan

The purpose of the paper is to analyze and assess the determinants of the participation of the People’s Republic of China in the United Nations Mission in South Sudan. The first part of the paper presents the background of the Chinese army’s involvement in the Sudanese states, and the second part shows the specificity of its involvement in UNMISS. The next two parts deal, respectively, with political, military and strategic, and economic determinants of China’s involvement in this mission. The research problem is contained in the question what were the most important determinants of China’s involvement in the UN Mission in South Sudan? The hypothesis of the paper assumes that the main deterimnant of the involvement was the protection of China’s economic interests in South Sudan and East Africa. In addition, by being active in UN peacekeeping missions, China wants to strengthen this organization and create the image of the state responsible for maintaining international peace and security. The Chinese army is also interested in gaining experience in expeditionary mission to increase the ability of military operations in distant theaters. The method of text source analysis was used in the paper.

The Law Enforcement Higher Education in the People’s Republic of China

The authors of the essay spent two weeks in the People’s Republic of China, where they had a chance to study the Chinese law enforcement higher education system. In this essay, the authors intend to share the experiences of these two weeks. Furthermore, they would like to shed light on the current standards and status of the law enforcement higher education in the People’s Republic of China, show those areas where they have fallbacks and set the course of the development of the Hungarian law enforcement leveraging Chinese ‘best practices’. We can declare that significant changes have taken place also on an international level regarding police and education. In China, not only the number of police staff has been increased but also the level of their professionalism. All the same, the crucial question remains as to what is more important: police higher education or police training/preparation courses. The first part of the study tends to present the law enforcement higher education in China with the major landmark events and phases of its development. The second part of the article introduces one of the most outstanding law enforcement higher educational institutes of the country, the People’s Public Security University of China (PPSUC), with special remarks on application, its admission requirements and process, curriculum structure, student life and their special training on criminalistics.
