The ‘Fourth Industrial Revolution’ (4IR) era characterized by ‘Information Communication Technology’ (ICT) based data literacy with respect to research data collection, documentation, preservation, intellectual protection / control and dissemination is a functional catalyst  in enabling the realization of the SDGs of the United Nations (UN) global agenda on poverty reduction; hunger eradication; safe water accessibility, sustainable energy accessibility; ‘Sustainable Forest Management’ (SFM); climate change resilience; ‘Disaster Risk Reduction’ (DRR); biodiversity conservation and; social and gender equity by 2030. The study, employing a desk bound literature review research design, conceptualized that ‘ICT based digital data literacy’ (dependent variable) can ‘catalyze an enabling of the realization of the SDGs of the United Nations (UN) global agenda’ (independent variable), ‘inherent challenges’ (intervening variable) like poor internet infrastructure, digital data illiteracy and high-power costs among others notwithstanding. Global government ‘Ministries, Departments and Agencies (MDAs) are managing voluminous (big) digital data to support strategic decision making, policy implementation and operational optimization (monitoring and evaluation) towards realizing the SDGs. This requires effective competence (literacy) in digital data analytics to facilitate SDGs based data processing thereby enabling global government MDAs to accurately utilize data for policy implementation and decision making towards effectively realizing the SDGs. The study findings recommend a scaling up of digital data literacy and internet infrastructure development as well as power accessibility in especially developing countries among others.

According to 2020 UNAIDS data, there are approximately 20,700,000 people infected with HIV, with 12,900,000 infected are women in Eastern & Southern Africa. This condition is caused by the lack of health rights for women which is also based on the limited rights of women to matters such as education, employment and finance. This study aims to examine the role of global government in accommodating global actors to address issues of gender equality in women's health in Eastern and Southern Africa. This research is built on the concept of global governance theory and feminism. The research method used is qualitative research methods using case studies. This paper concludes that global actors (governmental and non-governmental) make important contributions through international cooperation and produce various programmes for women's empowerment and health assistance. These programmes and assistance are producing slow but steady changes to gender equality and the well-being of women in the Eastern and Southern Africa region. Because through these various health programmes and assistance, women in the Eastern and Southern Africa region can optimise their rights as women as well as human beings.

Problems and phenomenon of government have existed for thousands of years,because the existence of the government is an indisputable empirical system and is a human need. In government is a regulation of the relationship between the ruler and the governed, so that order, security, prosperity, and justice can be realized. Government science as a scientific idea has actually appeared since 1822 in The United State, namely with the publication of The Introduction to The Science of Government Written For The  Youth of United State. Likewise in 1876 SV Blakeslee wrote about Archology or  The Science of Government. Actually the existence of government science in the future depends on the extent to which the activities,creativity and productivity of government scientists in examining existing empirical phenomena so that they can  form new theories. The emergence of The Continental European Schools and Anglo Saxon  basically, because they actively observe the existing phenomena so that they are able to produce a paradigm. In simple terms, we can also see the phenomenon of  indigenous government that is around us, the phenomenon of governance that is prevailing and embraced by various groups of nation today (contemporary government), we can even see the phenomenon of global government.

The COVID-19 pandemic has engendered unprecedented drastic and costly measures to obviate the threat. Will something similar happen in relation to global heating? No, this is not likely. Mainly this has to do with a difference in the nature of collective action. Nation states protect their respective populations against the virus. With regard to global heating, we are facing the tragedy of the commons. No global government assumes responsibility for our common future. However, there may be another and further explanation lurking behind political inaction: many people, including our politicians, think that it does not matter if humanity goes extinct. It does matter, however. Strangely enough, the view that it matters is questioned by many important philosophers in the past and in the present, and it is hence controversial. Yet, it should be our common-sense stance to the problem. It is of the utmost importance that there will be sentient happy life on the globe for an indefinite time. Theoretically speaking, in order to recognize this, we need to accept some “total” view, implying what has been called the repugnant conclusion. Practically speaking, we should go to great length to rescue our human civilisation, even if this means that, for a while, we must endure all sorts of hardships such as a global enlightened despotism, or worse—a situation of life boat ethics.

In order to control the movement of globalization throughout this modern era, one of it's key aspects is through deconstruction throughout the education sector. Undoubtedly, high quality education management was produced by integrating disciplines in practice with fundamental Islamic values within the learning process. Besides that, this approach had also been continuously used among reformist leaders to weaken the dangerous Western ideology that influenced significantly the global government system through colonialism mostly by poisoning the generation of youth through sole reference to materialism philosophy and rationalism. Based on that issue, numerous powerful leaders in Indonesia have intervened to rectify the problem among Muslims by reconstruction of the education systems rather than through political as well as other aggressive physical interaction. KH Ahmad Dahlan was the trustworthy figure in endorsing the concept of educational reform through the "Muhammadiyah" mass organization, which was formed in Yogyakarta in 1912. The conducted a study to examine the similarities amongst KH Ahmad Dahlan and Badiuzzaman Said Nursi in applying the Islamic Education Reform System in the region. In this research, the researcher uses full qualitative method and documentation related to the topic of this research, which then will be analyze descriptively.

The article provides an overview of national reports of global government organizations regarding the specifics of waste management in emergency situations COVID-19. The main problems are identified as the violation of logistics, strict hygiene requirements, changes in the cost of recyclables, an increase in the share of hazardous and disposable wastes. The measures taken by the global community are listed: waste becomes a priority social service, sanitary safety rules are more effectively developed, additional infrastructures for control, transportation, processing of household and hazardous waste are built, and environmental practices of the population are adjusted.

Indonesia is entering a critical period of the Covid-19 pandemic. Health workers are a profession that is in the vanguard and fight directly against Covid-19. Under these conditions, sometimes health workers have to sacrifice their lives to protect the public from the spread of the Covid-19 pandemic. From the results of the discussion, it can be concluded that the legal protection of the workforce safety of health workers due to the Covid-19 pandemic has not been implemented properly as mandated in the legislation. In the implementation of the rights of health workers during the Covid-19 pandemic still neglected and have not been fulfilled. Therefore, the role and responsibilities of the global government are needed to fulfill the rights of health workers as the frontline in handling the spread of Covid-19 in Indonesia.

Abstract We show that returns to value strategies in individual equities, industries, commodities, currencies, global government bonds, and global stock indexes are predictable in the time series by their respective value spreads. In all these asset classes, expected value returns vary by at least as much as their unconditional level. A single common component of the value spreads captures about two-thirds of value return predictability and the remainder is asset class specific. We argue that common variation in value premia is consistent with rationally time-varying expected returns, because (i) common value is closely associated with standard proxies for risk premia, such as the dividend yield, intermediary leverage, and illiquidity, and (ii) value premia are globally high in bad times.
