Представлена информация о разработке специалистами ООО «Самарские коммунальные системы» инвестиционной программы по строительству, реконструкции и модернизации систем коммунального водоснабжения и водоотведения г. о. Самара на 2019–2023 годы в соответствии с «Концепцией развития и реконструкции систем водоснабжения и водоотведения г. о. Самара на 2018–2047 годы». ООО «Самарские коммунальные системы» с 2013 по 2019 г., за период действия государственно-частного партнерства, реализованы мероприятия по строительству, реконструкции и модернизации систем коммунального водоснабжения и водоотведения г. о. Самара на 2,15 млрд руб. За это время в Самаре обновлено оборудование на насосно-фильтровальных станциях, городских очистных канализационных сооружениях, насосных станциях подкачки и канализационных насосных станциях, переложено 65,3 км водопроводных и 34,5 км канализационных сетей. Результатом реализации инвестиционной программы будет улучшение качества и повышение надежности холодного водоснабжения, снижение технологических повреждений и аварийных ситуаций на объектах водоснабжения и водоотведения городского округа Самара, обеспечение технической возможности подключения объектов нового строительства. Information is presented on the development by the specialists of «Samarskie Kommunal’nye Sistemy», LLC, of an investment program for the construction, reconstruction and upgrade of the municipal water supply and wastewater disposal systems in the Samara Urban District for 2019–2023 in accordance with the «Concept of Development and Reconstruction of the Water Supply and Wastewater Disposal Systems in the Samara Urban District for 2018–2047». For the period of the public-private partnership 2013–2019 «Samarskie Kommunal’nye Sistemy», LLC has implemented the program of constructing, reconstructing and upgrading the public water supply and wastewater disposal systems in the Samara Urban District worth a total of 2.15 billion rubles. During this time the equipment at the pumping filtration stations, boosting pumping stations, and at the municipal wastewater treatment facilities in Samara has been renewed; 65.4 km of the water distribution network and 34.5 km of the sewer network have been relayed. The implementation of the investment program will provide for improving the quality and reliability of the cold water supply, reducing technological damages and failures at the water supply and wastewater treatment facilities in the Samara Urban District, and ensuring the technical ability to connect new construction facilities.

This article discusses the Presidential Decree of 14 May 2019 on measures to transition to a qualitatively new system of formation and implementation of the Investment Program of the Republic of Uzbekistan. This decree states the reasons for the transition to a qualitatively new system of formation and implementation of the Investment Program. Sources of funding for projects included in the program and issues of their improvement were analyzed, conclusions and recommendations were formed.

The article is of an overview nature. The authors of the article have analyzed the main directions of implementing the Federal Targeted Investment Program and its impact on the development of the Russian regions. The review has identified the main priorities in regional development that will increase the investment attractiveness of the territories. The article has summarized the results of implementing the investment programs during 2018–2020 with generalizing unfulfilled budget funds.

O PIL tinha como objetivo ampliar a infraestrutura e a logística referente à movimentação de cargas no Brasil. Entretanto, a produção de conflitivas relações políticas/econômicas/ideológicas no Brasil, entre os anos de 2013 e 2016, influenciou e colocou fim ao que estava previsto. Desta maneira, o objetivo deste artigo é descrever as estratégias, as diretrizes e objetivos do PIL, bem como, demonstrar quais foram os resultados obtidos. The existence of contradictions between the natural environment and economic activity, including the functioning of agricultural clusters, has led to the need to transfer production to a qualitatively new level, associated with adaptation to environmental conditions. In this regard, the objective of this study is to develop algorithms and economic-mathematical models for environmental safety assessment and decision support in the environmental management system of the agricultural cluster. The article formulates criteria for assessing the environmental safety of agricultural enterprises, which are divided by types of environmental performance of the agricultural cluster (impact on the environment, impact on workers of enterprises participating in the cluster, impact on the environment and people through agricultural cluster products). On the basis of the specified criteria the algorithm of ecological management system estimation of the enterprises-participants of an agrarian cluster is constructed. As a result of the study, an economic and mathematical model of the formation of the investment program of the agricultural cluster was developed, aimed at protecting the environment and improving the environmental situation in general.

The article is aimed at substantiating the measures to improve the state regulation of investment activities of heat supply companies, aimed at intensifying work on the modernization of district heating systems. In Ukraine, the need for state regulation of activities (including investment) in the field of heat and power engineering is established by the Law of Ukraine “On Heat Supply”. Such regulation is carried out by adopting regulations that are mandatory for use by all economic entities in the field of heat supply, and by providing control functions to the national regulator and local governments. The article analyzes Procedures for development, approval, coordination and approval of investment programs of municipal heat companies which are now in force in Ukraine. The analysis of current regulations has made it possible to identify the main problems of the state regulation of investment activity: imperfection of planning; complexity of development, justification, approval and control of investment programs; and a complicated mechanism for financing investment activities. According to the results of the research, the following ways to improve the state regulation of investment activity of the enterprises working in the municipal heat power engineering are offered: transition from short-term to medium- and long-term planning of investment activity; simplification of the current procedures for approval and adoption of investment programs; further decentralization of investment management and granting all powers to local governments; dismissal of the obligation for each measure and investment program as a whole to be economically efficient. A local authority should be entitled to independently choose the priorities for designing an investment program, e.g.: to improve the quality or reliability of heat supply, or to reduce tariffs; to simplify procedures of monitoring the implementation of investment programs, to give a heat supply company more independence in spending funds received under the investment program.
