This study believes that effective local government regulation is the key to achieving successful household registration governance, that is, in the system creation and policy formulation, tool rationality returns to value rationality. The characteristics of “political people” and “economic people” in local governments encourage them to make rational decisions in the reform of the household registration system, resulting in household registration policies that are often highly directional and purposeful, making it difficult to consider development efficiency and social fairness. Chengdu’s “dual-track parallel” settlement strategy is a behavior choice for local governments to return to value rationality, reflecting Chengdu municipal government’s “social people” feature. It achieves a balance between meeting the needs of talents and building a healthy household registration proportion by correlating “conditional entry” and “integral entry.” This not only realizes the absorption of high-quality talents, but also provides settlement channels for outsiders with limited conditions.

The vigorous development of e-commerce has led to online retailers or platforms increasing the capacity of online shopping carts. A large number of products are added to the online shopping cart, but they are not “emptied.” The resulting behavior of products being stuck in the shopping cart is called the “shopping cart abandonment behavior.” Previous literature has focused on the large number of antecedent variables that affect shopping cart abandonment behavior in the pre-decision stage of online shopping. This previous research has studied how to reduce shopping cart abandonment behavior from the perspective of consumers. By focusing on the post-decision-making stage of shopping, this research proposes to sort the products in a chronological order (ascending and descending order) after the products are added to the shopping cart and reduce shopping cart abandonment behavior through the intermediary of forgetfulness and choice overload. We use an exploratory study and two laboratory experiments to reveal the above intermediary mechanism. Our results show that online shopping cart abandonment generally occurs in shopping carts on all major platforms. Forgetting and shopping cart page rendering may be the reasons that lead to shopping cart abandonment behavior. In the case of targeted tasks, ascending order has a significant impact on abandonment behavior, choice overload mediated this effect.

The paper considers the issues of behavioral control of reactive MAS agents for multifactorial classes. The applicability of MAS technologies for a large data flow of different nature characteristic of classes of complex problems is substantiated. The conceptual MAS model and the architecture of the COVID-19 intelligent information system on its basis are proposed. The structure, behavior, choice of strategy, and functionality of the reactive agent are investigated.

Chapter 5 introduces the concept of value, and the methods used to obtain estimates of the value of scarce environmental goods and services—particularly the provision, cultural, and regulating ecosystem services. It discusses the concept of social opportunity cost, and shows how the concept informs our understanding of the trade-offs involved in application of the equimarginal principle. It clarifies the relation between the income and substitution effects of changes in value, compensating and equivalent variation, and the willingness to pay or willingness to accept. Valuation methods discussed include both revealed preference (travel cost, averting behavior, hedonic price, production function, replacement cost) and stated preference (contingent valuation, contingent behavior, choice modeling) approaches. The valuation of biodiversity is approached through the regulating ecosystem services, using a portfolio approach to the management of uncertainty. The chapter shows how managers may select which species to conserve so as to balance environmental risk and the benefits from ecosystems.

During the venture capital development, replacing the management work team or keeping up the status quo is a key strategy choice for venture capitalist and venture entrepreneur about the long-term development of enterprise and the control right transferring. In fact, the contract designing focuses on the distribution of cash flow to encourage both efforts in order to avoid double moral hazard, and the strategy behavior has similar effects according to the developing condition of venture enterprise. In this paper, we consider both contract design and strategic behavior, regarding this strategic behavior choice as a motivator and combining strategic behavior with financial instrument options. The main innovation is to redesign and optimize the contract based on dynamic perspective, which will analyze initial contract designed to motivate both sides’ effort if a venture enterprise is in good state, and then renegotiate whether to replace the management work team or keep up the status quo according to the venture enterprise’s development state in the process of venture investment cooperation. The paper also puts forward some conclusions: joint effort of both sides can be motivated through strategic behavior choice and then lead to increasing the overall value of the venture enterprise; after the venture enterprise has gained private benefits in the early stage, the venture capitalist needs to make appropriate assignments and demisability in benefits to remotivate the venture enterprise’s efforts, aiming to further balance venture enterprise’s private benefits and the earnings redistributed by venture capitalist.

Pedestrians do not always comply with the crossing rules of when and/or where to cross the road at signalized intersections. This risky behavior tends to undermine greatly the effectiveness of safety countermeasures at such locations. Thus, it is very important to understand illegal behavior to develop more effective and targeting measures. In order to address the problem, this paper aimed to analyze characteristics of illegal crossings and their impact on behavior choice. Firstly, illegal crossing behaviors at signalized intersections were classified into two categories, including “crossing at a red light” and “crossing outside of a crosswalk.” Secondly, two sets of data were collected to understand the behaviors. One set of data was collected from video-based observation conducted at 3 signalized intersections in Guangzhou, China, capturing 3334 valid illegal crossing cases in total. Another set of data, from a questionnaire survey conducted online, resulted in 275 valid responses. Finally, presentational characteristics of illegal crossings at signalized intersection were analyzed and two Bayesian network-based behavior models were developed to investigate the characteristics and their impacts on the two types of illegal crossing behaviors, “crossing at a red light” and “crossing outside of a crosswalk,” respectively. Findings reveal that, (i) illegal crossings occur at various types of signalized intersections, with a higher probability for “crossing outside of a crosswalk” compared to “crossing at a red light;” (ii) Arc routing crossing has the highest probability to occur at signalized intersections compared to other types of out-side-crosswalk crossings. (iii) The location of origin and destination of a pedestrian has a significant effect on crossing outside of a crosswalk, the location of origin and destination of “one is inside of a crosswalk and another is outside of a crosswalk” has a highest proportion. These findings provide better understanding of illegal crossings and their impact factors so that the effectiveness of management and control of pedestrians at signalized intersections can be improved.
