Kegiatan bongkar muat barang merupakan faktor penting penentuan kinerja pelayanan kapal di pelabuhan. Pandemi Covid-19 memberikan dampak yang signifikan terhadap pergerakan aktifitas di Pelabuhan. Protokol kesehatan yang sudah ditetapkan WHO untuk meminimalisir dampak covid 19 dengan menggunkan masker, mencuci tangan, dan menjaga jarak. Dengan menggunakan metode regresi linier polinomial didapatkan hasil penerapan protokol kesehatan pada operator sebesar 85% menggunakan masker, 49% menghindari jabat tangan, 39% mencuci tangan, 39% menjaga jarak, 25% menghindari kerumunan dan 10% melakukan penyemprotan disinfektan. Pada kunjungan kapal berdampak pada turunnya kapal bermuatan curah cair mengalami kontraksi -30% pada triwulan I, Curah kering -48% Triwulan III, dan General Cargo -16% pada triwulan III. Sedangkan volume muatan mengalami penurunan yaitu curah cair -14% pada triwulan I, Curah kering -12% Triwulan II, dan General Cargo -54% pada triwulan III. Model persamaan regresi polinomial didapatkan Y= 320 - 9 X1+ 71 X2 - 54 X3 -13 X4 -63 X5 + 6 X6. Dampak pandemi covid-19 berpengaruh secara signifikan terhadap angkutan penumpang, sementara untuk angkutan barang sempat mengalami kontraksi saat awal pandemi dan selanjutnya mengalami peningkatan mendekati normal seperti kondisi pra pandemi.AbstractThe loading and unloading of goods are an important factor in determining the performance of ship services at the Port. The Covid-19 pandemic has had a significant impact on the movement of activities at the Port. The health protocol that has been set by WHO is to minimize the impact of COVID-19 by wearing masks, washing hands, and maintaining distance. Using the polynomial linear regression method, the results of implementing health protocols for operators were 85% using masks, 49% avoiding handshakes, 39% washing hands, 39% keeping distance, 25% avoiding crowds and 10% spraying disinfectants. On ship visits, the impact on ships carrying liquid bulk contracted -30% in the first quarter, dry bulk -48% in the third quarter, and General Cargo -16% in the third quarter. Meanwhile, cargo volume decreased, namely liquid bulk -14% in the first quarter, dry bulk -12% in the second quarter, and general cargo -54% in the third quarter. The polynomial regression equation model obtained Y= 320 - 9 X1+ 71 X2 - 54 X3 -13 X4 -63 X5 + 6 X6. The impact of the COVID-19 pandemic had a significant effect on passenger transportation. In contrast, freight transportation had experienced a contraction at the beginning of the pandemic and subsequently increased to near normal as in pre-pandemic conditions

In photoluminescence spectroscopy experiments, the interaction mode of the polymer membrane Nafion with various amino-acids was studied. The experiments were performed with physiological NaCl solutions prepared in an ordinary water (the deuterium content is 157 ± 1 ppm) and also in deuterium-depleted water (the deuterium content is ≤1 ppm). These studies were motivated by the fact that when Nafion swells in ordinary water, the polymer fibers are effectively “unwound” into the liquid bulk, while in the case of deuterium-depleted water, the unwinding effect is missing. In addition, polymer fibers, unwound into the liquid bulk, are similar to the extracellular matrix (glycocalyx) on the cell membrane surface. It is of interest to clarify the role of unwound fibers in the interaction of amino-acids with the polymer membrane surface. It turned out that the interaction of amino-acids with the membrane surface gives rise to the effects of quenching luminescence from the luminescence centers. We first observed various dynamic regimes arising upon swelling the Nafion membrane in amino-acid suspension with various isotopic content, including triggering effects, which is similar to the processes in the logical gates of computers.

Pelabuhan Indonesia III (Persero) branch of Tanjung Emas Semarang is a BUMN provider of port services. One of the services provided is the operation of ships at the port, such as loading and unloading activities. One of the loading and unloading activities is loading and unloading product oil at the liquid bulk dock. During the loading and unloading process of product oil, several obstacles or disruptions may occur which cause delays during the loading and unloading process, thus reducing the performance of the Port Business Entity. This study aims to determine the inhibiting factors originating from labor and other factors and to determine the efforts to overcome these obstacles. The method of data collection was carried out by observation or direct observation at the location for 3 months, interviews, and literature study. The results showed that the inhibiting factor of labor resulted in less optimal loading space and tank washing. In addition, the inhibiting factor also comes from damage to loading and unloading supporting equipment and bad weather conditions. This study provides recommendations for each inhibiting factor to be handled properly according to the procedure so that it is expected to provide positive results, namely the smooth loading of product oil at the liquid bulk dock of PT. Ports are key factors in international trade, and new port terminals are quite costly and time consuming to build. Therefore, it is necessary to optimize existing infrastructure to achieve sustainability in logistics. This problem is more complex in multi-client port terminals, where quay infrastructure is shared among terminal operators who often have conflicting interests. Moreover, the berth allocation problem in liquid bulk terminals implies demanding restrictions due to the reduced flexibility in berth allocation for these types of goods. In this context, this paper presents HADES, a multi-agent platform, and the experience of its pilot use in the Port of Cartagena. HADES is a software platform where agents involved in vessel arrivals share meaningful but limited information. This is done to alleviate potential congestion in multi-client liquid bulk terminals, promoting a consensus where overall congestion anchoring is reduced. A study is presented using a mixed integer linear program (MILP) optimization model to analyze the maximum theoretical reduction in congestion anchoring, depending on the flexibility of vessel arrival time changes. Results show that 6 h of flexibility is enough to reduce congestion anchoring by half, and 24 h reduces it to negligible values. This confirms the utility of HADES, which is also briefly described.

Indonesia as one of the biggest archipelagic countries, sees the potential for the need for ports as an inter-island logistics sector. Ports in Indonesia are managed by PT. Indonesian Port, one of the branches of PT. Pelindo is PT. X which has liquid bulk stores specifically for CPO loading and unloading. The problem that occurs is the increase in loading and unloading service time that has exceeded the set resting time, which results in the length of the waiting time for the ship in the pool. So that it will have an impact on the quality of CPO, which causes an increase in the levels of free fatty acids in CPO. Because it is proposed to improve the process of loading and unloading CPO services to minimize queues and reduce ship waiting times. Simulation is completed with ExtandSim software. As for the selected scenario, namely the second alternative scenario showing an increase in service on each pier, the average ship input is 64 ships and the average output is 62 ships, more optimal than conceptual conditions, the proposed calculation of investment costs is the addition of a pipeline of 104,244.00 US $.Keywords:  Extendsim, Port Of Liquid Bulk, CPO, Descrette Event Simulation
