The National Environmental Policy Act and the USDA Forest Service: Where We Agree, Where We Disagree, and Why

In this article, we respond to a critique of our earlier work examining the USDA Forest Service’s (USFS’s) planning processes. We appreciate that our critics introduce new data to the discussion of USFS planning. Further data integration is a promising path to developing a deeper understanding of agency activities. Our critics’ analysis largely supports our original claims. Our most important difference is in our conceptualization of the planning process’s relationship to agency goals. Although our critics conceive of the USFS’s legally prescribed planning processes as a barrier to land management activities, we believe that public comment periods, scientific analysis, and land management activities are tools the agency uses to achieve its goals of managing land in the public interest. Study Implications: The USDA Forest Service’s current planning process has been critiqued as a barrier to accomplishing land management activities, but it is also an important tool for insuring science-based management and understanding public values and interests that the agency is legally bound to uphold.

Institutional Review Board (IRB) Shopping- Accessible for Public Comment

Context: IRB Forum Shopping is an under-researched yet highly-relevant ethical issue in the context of clinical research. IRB members review the proposed research methods to ensure the ethical principles. The IRB has the authority to approve or disapprove the research proposals that fall within the institutional policy and adheres to SOP (Standard Operating Procedures). When the research project has obtained an unfavorable or conditional IRB review, the researcher bypass the process of addressing the IRB’s decision by deserting the IRB and selecting another forum that will provide favorable review. Currently, proposed regulations to prohibit IRB shopping are available for public comment. The FDA report made clear that no empirical evidence exists to support the widespread of IRB shopping.

L'intercompréhension (IC) : Des fondements d'une didactique de langues en contact aux interactions plurilingues sur la plateforme Miriadi

Au début des années 1990 naissait un nouveau champ didactique résolument plurilingue et européen, celui de l'intercompréhension. Depuis, lieux et produits de formation et de recherche se sont multipliés (Galatea, Galanet, Galapro, Eurocomcenter, Redinter, Miriadi...). Si dans la première phase de son développement, toute une série de définitions ont surgi sans que l’on parvienne à s’accorder sur une formule optimale permettant d’en saisir les éléments essentiels, la plupart des spécialistes de l’intercompréhension s’accordent aujourd’hui sur une définition du concept dont le dénominateur commun est que l’intercompréhension est une forme de communication dans laquelle chaque personne s’exprime dans sa propre langue et comprend celle de l’autre. Cette définition permet de clarifier deux points : l’intercompréhension inclut la communication tant orale qu’écrite et exclut l’utilisation active de la langue étrangère. Cet article aura pour objectif de montrer à travers l'analyse qualitative de corpus extraits de la plateforme Miriadi, qui permet de générer un espace de formation adapté à son public, comment les principes fondateurs et la méthodologie de cette nouvelle approche à l'éducation plurilingue sont mis en pratique dans les échanges en ligne.

Public Comment on Draft NOAA Citizen Science Strategy

This guest editorial briefly describes a history of activities related to engaging the U.S. federal government in citizen science, and presents the recent public comments that we submitted to the American National Oceanic and Atmospheric Association (NOAA) in response to their recently published draft citizen science strategy.

Welche Grundlagen brauchen wir, damit unsere Daten für Forschung und Öffentlichkeit optimal nutzbar sind? Wie werden Urheber- und Nutzungsrechte gewahrt?</P> <P>Das zu reflektieren – auch vor dem Hintergrund unserer jüngsten Erfahrungen in der Corona-Krise – ist Ziel dieses Bandes. Er vereint Archäologie, Denkmalpflege und weitere Fachbereiche, die für das Thema Kulturerbe relevant sind.</P> <P>La gestion du patrimoine culturel est depuis longtemps entrée dans l’ère numérique. Comment traitons-nous les possibilités offertes par le patrimoine culturel numérisé ou numérique? Comment la numérisation modifie-t-elle notre perception du patrimoine culturel? Comment rendre les données compréhensibles, disponibles à tout moment et accessibles à long terme? Quels sont les principes de base nécessaires pour que nos données puissent être utilisées de manière optimale pour la recherche et par le public? Comment les droits d’auteur et les droits d’utilisation sont-ils protégés?</P> <P>Réfléchir sur ces questions – également dans le contexte de notre expérience récente de la crise du coronavirus – c’est le but de ce volume. Il réunit l’archéologie, la conservation des monuments historiques ainsi que d’autres disciplines du domaine du patrimoine culturel.</P>
