In a conventional interpretation of decision-making based on ambiguity, a decision-maker must prefer the best possible opportunity including various feasible possibilities. However, the dilemma of picking the best possible alternative has continued to be a substantial task to resolve. In this manuscript, we improve the existing complex intuitionistic fuzzy soft set (CIFSS), which includes the grade of truth and falsity with the rule that the sum of the real and imaginary parts of both grades is confined to [0, 1]. CIFS is a valuable procedure to determine the authenticity and consistency of the elaborated approaches. The fundamental laws and their related examples are also determined. Moreover, by using these laws, we investigated the complex intuitionistic fuzzy soft prioritized weighted averaging operator (CIFSPWAO), the complex intuitionistic fuzzy soft prioritized ordered weighted averaging operator (CIFSPOWAO), the complex intuitionistic fuzzy soft prioritized weighted geometric operator (CIFSPWGO), complex intuitionistic fuzzy soft prioritized ordered weighted geometric operator (CIFSPOWGO), and their related properties are also developed. Based on the developed operators, the multiattribute decision-making (MADM) tool is developed by using the explored operators based on CIFSS. Some numerical examples are also illustrated by using the investigated operators to determine the feasibility and consistency of the developed approaches. Finally, the comparative analysis and their geometrical manifestations are also determined to enhance the excellence of the performed explorations.

Evaluating the vulnerability of a water resources system is a multicriteria decision analysis (MCDA) problem including multiple indictors and different weights. In this study, a reinforced ordered weighted averaging (ROWA) operator is proposed by incorporating extended ordered weighted average operator (EOWA) and principal component analysis (PCA) to handle the MCDA problem. In ROWA, the weights of indicators are calculated based on component score coefficient and percentage of variance, which makes ROWA avoid the subjective influence of weights provided by different experts. Concretely, the applicability of ROWA is verified by assessing the vulnerability of a water resources system in Handan, China. The obtained results can not only provide the vulnerable degrees of the studied districts but also denote the trend of water resources system vulnerability in Handan from 2009 to 2018. And the indictor that most influenced the outcome is per capita GDP. Compared with EOWA referred to various indictor weights, the represented ROWA shows good objectivity. Finally, this paper also provides the vulnerability of the water resource system in 2025 based on ROWA for water management in Handan City.

Multiobjective stochastic programming is a field that is well suited to tackling problems that arise in many fields: energy, financial, emergencies, among others; given that uncertainty and multiple objectives are usually present in such problems. A new concept of solution is proposed in this work, which is especially designed for risk-averse solutions. The proposed concept combines the notions of conditional value-at-risk and ordered weighted averaging operator to find solutions protected against risks due to uncertainty and under-achievement of criteria. A small example is presented in order to illustrate the concept in small discrete feasible spaces. A linear programming model is also introduced to obtain the solution in continuous spaces. Finally, computational experiments are performed by applying the obtained linear programming model to the multiobjective stochastic knapsack problem, gaining insight into the behaviour of the new solution concept.

Abstract The recently proposed q-rung orthopair fuzzy set, which is characterized by a membership degree and a non-membership degree, is effective for handling uncertainty and vagueness. This paper proposes the concept of complex q-rung orthopair fuzzy sets (Cq-ROFS) and their operational laws. A multi-attribute decision making (MADM) method with complex q-rung orthopair fuzzy information is investigated. To aggregate complex q-rung orthopair fuzzy numbers, we extend the Einstein operations to Cq-ROFSs and propose a family of complex q-rung orthopair fuzzy Einstein averaging operators, such as the complex q-rung orthopair fuzzy Einstein weighted averaging operator, the complex q-rung orthopair fuzzy Einstein ordered weighted averaging operator, the generalized complex q-rung orthopair fuzzy Einstein weighted averaging operator, and the generalized complex q-rung orthopair fuzzy Einstein ordered weighted averaging operator. Desirable properties and special cases of the introduced operators are discussed. Further, we develop a novel MADM approach based on the proposed operators in a complex q-rung orthopair fuzzy context. Numerical examples are provided to demonstrate the effectiveness and superiority of the proposed method through a detailed comparison with existing methods.

From the point of view of ecological environment protection, the concepts of biodiversity, carbon sequestration, water production and culture have been selected to evaluate the ecosystem services of Guanzhong-Tianshui Economic Zone. A multi-criterion decision-making method is applied to select the expedient protected area of the study area, which can provide abundant natural resources and a basis for the maintenance of ecological balance. In this paper, by setting up different risk values and weights to calculate OWA (ordered weighted averaging) operator, the scenario of the expedient protected area with the highest tradeoff value is selected. This study analyzes and evaluates ecosystem services in the study area by combining natural and human factors, and the OWA operator is used to balance the trade-offs between different ecosystem services, as well as select the expedient protected areas, which provides a reference for improving ecosystem services in the study area.



Facebook has become the leading social networking site in most countries worldwide. It provides a diverse platform that caters to social, educational and entertainment needs of a user. So, this paper has focused on the Sociocentric Analysis of Facebook. It predicts group relationship of the Facebook social network. The paper proposes to aggregate user’s relationships with similar interests and perspectives on the basis of the way in which they provide a reaction to a post on Facebook. The paper has selected the widely used reactions on Facebook posts. The selected reactions on posts are Like, Laugh, Sad, and Wow. In this, a fuzzy pairwise relation between two users in the social network is obtained. For every pair of social actors or users, we have extracted the total number of Facebook posts to which they have reacted in a particular way over a fortnight. The number for each reaction is multiplied with the corresponding weight of the reaction computed by Analytics Hierarchy Process. This fuzzy pairwise relationship is further employed for finding the closely linked group between users by using Ordered Weighted Averaging operator. The devised algorithm has been applied to a sample data of students connected via Facebook social network. The paper has also given several application areas for the proposed work.
