The key aspects of the draft federal law “On the fundamentals of state regulation of prices (tariffs)” submitted by FAS Russia to the Government of the Russian Federation on June 8, 2021 following the discussion of this draft law by the working group on the implemen- tation of the “regulatory guillotine” mechanism were considered.This draft law is an attempt to form the general part of the tariff legislation of the Russian Federation.The article also discusses an alternative model for regulating issues related to the setting of prices (tariffs) — the codification of tariff legislation, which would take into account both general and specific or industry-specific components of tariff regulation.As the most preferable solution to the problems considered in the article, the author proposes the simultaneous codification of competitive and tariff regulation, the result of which should be the simultaneous adoption of the Competition Code and the Tariff Code of the Russian Federation.

With the widespread adoption of powered micromobility devices like e-scooters for transportation in recent times, there have been many associated and potentially unknown risks. While these devices have been beneficial for commuters, managing these technological risks has been a key challenge for governments. This article presents an in-depth case study of Singapore, where these devices were adopted but were eventually banned from footpaths and public paths. We focus on identifying the technological risks and the governing strategies adopted and find that the Singaporean government followed a combination of governing strategies to address the risks of safety, liability, and switching to another transportation mode. The strategy of banning the devices was undertaken after active regulation and prudent monitoring. Based on the Singapore case, we offer policy recommendations for robust infrastructure and policy capacity, government stewardship and inclusive participatory policymaking for safe deployment, and simultaneous adoption of governing strategies to adopt these devices. The regulatory lessons from the case of Singapore can be insightful for policy discussions in other countries that have already adopted or are considering the introduction of powered micromobility devices.

Long-established family firms are endowed with a bundle of beliefs and practices that constitute their tradition. However, to remain competitive, they need to renew their products and production processes. Such forces pulling toward the past and the future, antithetically calling for continuity and change, seem paradoxical. In an abductive analysis of eight long-established family firms in Turkey, we identify four equifinal strategies to manage this paradox. Adopting a family imprinting perspective, we theorize how the long-lasting legacy of previous family generations shapes different approaches to innovation and tradition depending on the content imprinted on the current family generation. Contributing to family business, imprinting and innovation research, we identify the new construct of temporal symbiosis as a firm’s simultaneous adoption of retrospective and prospective approaches to using its resources to concurrently perpetuate tradition and achieve innovation, highlighting its crucial role as a shield of the past and engine for the future.
