O estado de Mato Grosso do Sul possuí 79 municípios e uma grande relevância das atividades econômicas relacionadas a agropecuária. Existe uma grande disparidade de desenvolvimento entre suas regiões e municípios. O problema que este artigo busca abordar é desvelar a relação entre o perfil produtivo dos municípios de Mato Grosso do Sul, tendo por referência o valor adicionado por setor, e a influência relativa destes em seu nível de desenvolvimento. Para tanto, foi realizada uma análise cross section no ano de 2016 incluindo 15 variáveis, submetidas a estatística descritiva, testes de correlação e um algoritmo de árvore de decisão com poda direta. Os principais resultados apontam que municípios em que o setor indústria se destaca em relação a média estadual possuem influência positiva no PIB per capita, emprego e renda e no próprio desenvolvimento municipal, por outro lado, a especialização no setor público apresenta influência negativa nestes mesmos aspectos.

This paper analyzes whether Smart Growth policies, embedded within the City of Calgary’s Municipal Development Plan, have been successful in battling sprawl and progressing towards the overarching goals of Smart Growth. A review of the literature and a historical review of urban sprawl in Calgary establishes a set of indicators demonstrating that the city is struggling to progress towards the goals of Smart Growth. While there are encouraging findings, the paper recommends the potential implementation of policy changes to ensure that The City is well-positioned to combat sprawl going forward.

The historical role of racial prejudice in the development of black ghettos by the I990s has been a source of contention in urban studies. This paper contends that works of ethnographic journalism such as Alex Kotlowitz's There are no Children Here, David Simon and Ed Bums's The Corner, and Leon Dash's Rosa Lee are critical texts for gaining an informed understanding of the urban crisis because they allow one to make connections with both the empirically observable facts and the shared social experience of the black underclass. By revealing the importance of viewing positivist and interpretivist understandings of the American city as complementary rather than oppositional, these works provide a multifaceted, rather than mutually exclusive, framework for understanding the American urban crisis. This approach allows us to avoid the ontological shortcomings present in traditional methodologies for examining urban poverty-shortcomings that take root in discursive tensions regarding the nature of prejudice in municipal development. Ethnographic journalism evokes the empathy necessary to view urban squalor as a practical concern rather than a spectacle.

Study Aims: to analyze the significant relationship contribution of Individual Microentrepreneurs (MEI) in the socioeconomic development of São Paulo municipalities in the period from 2010 to 2014. Methodology: quantitative approach, of an explanatory nature, with documentary research on data from 637 municipalities in the state of São Paulo. Based on the studies by Silva & Porto Júnior (2006) and Caldarelli & Perdigão (2018), the Gross Domestic Product (Municipal GDP) and the Firjan Municipal Development Index (IFDM) were defined as dependent variables and the total of Existing MEIs per municipality. Main results: there were evidenced positive and significant coefficients of MEI´s in 24 municipalities in São Paulo with low and medium socioeconomic growth, in 2014. Methodological contributions: use of the Quantile Regression technique, more appropriate to estimate independent variables categorized by high variability, as demonstrated in the studies by Hao & Naiman (1949), Santos (2012), Das, Krzywinski & Altman (2019) and Koenker & Hallock (2001). Relevance and originality: the study expands, in part, the understanding of previous studies on the different relationships pointed out between the MEI, the GDP and the IDFM of municipalities in different categories of municipal socioeconomic development. Contributions to management: public managers, from both small and medium or large cities, based on differentiated actions consistent with each context, have a policy of fostering and supporting the creation of micro and small businesses with one of the effective ways to enhance and impact socioeconomic development.

The formation of documents for strategic planning of socio-economic development is the most important task of regional and municipal governments. It can be stated that strategic planning processes have been launched throughout the country and the process of forming these documents is active at both the regional and municipal levels. However, the issues of determining, studying, and taking into account the views of interested parties when forming the goals and priorities of socio-economic development of administrative-territorial entities require methodological support and recommendations for practical implementation. In this article, an attempt is made to reveal methodological approaches and solve issues of practical implementation of identifying the interests of stakeholders on the example of a specific municipality.The proposed material is an example of determining and scientifically substantiating the strategic priorities of a municipality on identifying the interests of stakeholders.The study of the processes of formation and determination of strategic priorities for the development of a municipality based on the identification of the interests of all interested parties should become the task of further research.

Tourism plays an important role in the economic and cultural development of society, producing many positive and negative effects. This study aimed to (a) assess the impact of tourism on modern life in Montenegro based on the attitudes of residents and (b) standardize instrument (questionnaire) for assessing these impacts. The sample formed by 521 adults from three different tourist regions (coastal, continental, mountainous). The questionnaire has high validity and reliability. Two components (two independent scales) have been extracted - the negative and positive social impact of tourism. It was found that the increase in positive impacts is followed by an increase in negative effects too. Type of the region, level of municipal development and engagement of respondents in tourism influence significantly the differences between attitudes of examinees. Those who live by tourism most respect its importance for local development.
