This chapter described the intimate processes of the informational system of the human body and cells and their effect on the mind in order to understand how information is received/operated and integrated in the genetic structure of the organism by epigenetic mechanisms. Individual education/learning are the basic processes allowing the knowledge/judgement of mediated reality, and for the formation of decision criteria, beliefs, and mentality. The contributive role of media in education/behavior is highlighted, revealing the positive/negative effects of the persuasive messages in interaction with individual/collective beliefs and mentality. The inoculation techniques applied in various fields of media are discussed from the informational perspective, emphasizing the implication of the cognitive centers on such processes. Big data analysis and predictive conclusions on the social effects are used nowadays as feedback support, helping the optimization of the relation between audience and media products.

Abstract There are many possibilities for applications of digital terrain model and digital surface model due to their georeferenced character. The informational system of georeferenced data of Slovakia called ZBGIS gives new opportunities of downloading digital data in various formats. It is possible to download ortophotomosaics, ZBGIS raster at various scales, point cloud but digital terrain models and digital surface models with great possibilities of their application in GIS calculations as well.

Abstract In recent years, computational intelligence has been used to solve optimisation problems. An innovative direction in the development of artificial intelligence methods is multiagent methods of intellectual optimisation, which simulate the collective behaviour of insects, animals and other living beings. It indicates the effectiveness of their behaviour, and hence the effectiveness of these methods, and the ability to be involved in solving applied problems. This article is devoted to the study of the development of road transport networks using the metaheuristic ant method of optimisation based on a number of data. The initial data were geospatial layers of information on slope steepness, engineering structures, forests, perennials, land development and hydrographic objects. The parameters of the behaviour of the studied method under different conditions and volumes of input geospatial data are experimentally established. The Max–Min method of multiagent optimisation is modified. The proposed modification takes into account the functional distance – the coefficient of the complexity of the route, which affects its length. This modification had an effective influence on the behaviour of ants and the choice of optimal routes, taking into account the terrain as one of the factors. The result of the advancement is an informational system, which is capable of formulating flexible options for passing optimal alternative routes between specified settlements.

The technology for automatization of lecturer’sworkplace is presented in the paper, enhancing and simplifying the preparation of assignments for practical works and their inspection. The main focus of paper is placed on the inspection of students’works.  The informational system created and exploited at the department of EngineeringMechanics, Vilnius Gediminas TechnicalUniversity, is described. Similar principles may be employed also for analogical systems of generating of assigments for practical works as well as inspection of them for other subjects (mathematics, informatics, etc).

In order to highlight the cognitive properties of the mind related with attitude and behavior and their evaluation by a suitable and realistic procedure, in this paper it is analyzed the relation of mind with the body from the informational perspective, showing that the functionality of mind is closely related to the body operability and the mind/body system works on the basis of specialized components and functions, allowing in this way a better operability with higher performances. It is shown that the mind is actually an informational system, working with thought as an informational operator on the accumulated life info-experience field, able to search a specific information in the mind “library” (memory), to order to the motor elements to execute various operations, or to connect the sensorial detectors (senses) to the external or internal world. On this field of information including the judgment criteria, there are received new signals from the internal and external sources, so an adaptive response defined as attitude is returned, expressed as informational output, or retained in memory for further use. Such signals are characteristic of specialized informational sources, determining/managing the affective/emotional info-reactive effects, expressing the body status and health or info-genetic impulses, which are selectively considered by order of priority and/or compared with the existing stable/validated criteria. The evaluation of the final/global attitude is therefore possible by evaluation on a positive/negative (YES/NO) scale of each pro-active partial contributing components resulted from the analysis of the reactive response of each cognitive center. Distinct formulas for the calculation of the momentary attitude and behavior with respect to an object/objective are presented. The obtained results can be applied on a large field of activities, from commercial, financial, educational or health public or private services to political tests of opinion, or on own selfevaluation of personal objectives development. The presented procedure permits also to follow the evolution of attitude on a particular objective during the time.

Background. The national primary healthcare system (PHS) includes 1939 institutions, 27.7 million patients, 24,607 doctors, 1122 pharmacies and 9395 pharmacists. The eHealth informational space was created to coordinate the work of the PHS. Objective. To describe the features and functioning of the eHealth informational space. Materials and methods. Analysis of the current situation regarding the work of eHealth. Results and discussion. An important function of eHealth is the transition to electronic prescriptions and electronic referrals to specialists under the medical guarantee program. Adopted in 2020 budget of this program amounted to 72 billion UAH, which was allocated to primary care, secondary, tertiary, emergency and palliative care, medical care for children, medical care for pregnancy and childbirth, medical rehabilitation. In total, UAH 1758 billion was spent on the diagnosis and treatment of oncological diseases, of which 80.7 % – on diagnosis and chemotherapy, and 29.3 % – on the diagnosis and radiation treatment. The eHealth system provides the cooperation between the Ministry of Health of Ukraine, the National Health Service of Ukraine and medical institutions with medical information systems. Benefits of the united informational system include the elimination of paperwork, creating a united medical card of each patient, online registration for a doctor’s consultation, eliminating the possibility of drug receipt falsification, increasing the availability of telemedicine consultations, improving communication between healthcare professionals, planning and monitoring of strategic procurement. If the patient uses a smartphone, this informational space allows him to transmit his data (for example, the results of blood pressure measurements) through a mobile application to the telemedicine platform with their subsequent analysis and correction of prescriptions. Additional opportunities of the informational space include monitoring of drugs’ side effects, educational programs for doctors, and the possibility of creating professional communities. Conclusions. 1. The eHealth system enables Ukrainian doctors and patients to use electronic prescriptions and electronic referrals to the specialists. 2. Benefits of this informational system include the elimination of paperwork, the creation of a united medical card of each patient, online registration for a doctor’s consultation, improved communication between health professionals, improved planning of strategic procurement, etc. 3. The eHealth system includes a number of useful services for both doctor and patient.

The goal of this work is to analyze and reflect the importance of developing the Integrated Agricultural Register for the Republic (IAR) of Moldova, which is based on the implementation of the process of Electronic Transformation of Government through the e-Agriculture principle, storage and maintenance of information systems in the agro-industrial sector, management and processing of required data from existing electronic registers in order to streamline the development and implementation of development policies in agriculture. The Animal Identification and Traceability System (AITS), later referred to as the State Animal Register (SAR), is only a component part of the IAR and has as its primary objective the food security and consumer assurance with products of animal origin. AITS is one of the basic subsystems as an integral part of the traceability process of animal products. The SAR Automated Informational System is a set of elements and procedures that allow the identification and registration of animals and holdings, ensuring compliance of the traceability principle. All animals belonging to the bovines, sheep, goats, swine, horses, donkeys and descendant species obtained by crossing them, all holdings in which these animals are kept or handled, either farm, sheepfold, fair, slaughterhouse, will be identified. This article provides the modern cybersecurity trends directly related to aim ant tasks of criminals. It reflect the assessment of global technological risks discussed at 2020 World Economic Forum. The article covers estimations on increase on negative impact of geopolitical sharpness elements on economic potential of next generation technologies. Data fraud and cyberattacks are considered as priority key indicators at assessment of the most possible global risks, and attacks at informational infrastructure are equal to the cyberattacks risks at the rating of the most possible risks. Forecast indicates that cyberattacks are the most likely to be used as indirect conflicts between countries which look forward to expand their range on influence. In such situation the cybersecurity issues can`t stay on the second place or be the issues which should be solved at existence of direct cyber threats to the modern informational systems, IoT systems and SCADA. Obviously, we should revise the approaches to creation and development of modern informational technologies and cybersecurity issues should be considered as constituent element in development of modern informational systems from the very moment of its initiation, projecting, and on all stages of production and support. Reorientation of informational system developers to creation of new integrated platforms with cybersecurity constituent elements demands the research and implementation of new approaches to its development, as well as engagement of the world community at elaboration of relevant standards and protocols, which ensure the secure functioning of informational systems at world net. The article provides the basic requirements to constituent elements at development of concept of informational and cyber security in conditions of hybrid threats especially provides recommendations on organizational structure for informational security department and general principles to organize the activities and controls on informational and cyber protection. The article defines tasks for informational security department, provides the list of basic actions to secure information, and formulates the tasks, which should be ensured by technical infrastructure, organizational, procedural and hardware and technical actions to manage the informational security, and other principles to ensure informational security in development of concept of informational security within the hybrid threats conditions.
