Using cross-sectional data obtained through carrying out a sample survey conducted during 2018, we examined the perception of farmers and millers about the paddy and rice procurement system and its feasibility. A probit model was employed to ascertain the factors influencing the likelihood of participating in the procurement system by farmers from two districts of Bangladesh. The results showed that the government procurement system has significant impacts on both the participant farmers and millers. The farmers and millers' net profit was TK 4,205 and TK 3,930 by selling a ton of paddy and cleaned rice, respectively, to the procurement center rather than in the local market. The probit regression analysis revealed nine different factors that significantly influenced farmers' participation in the paddy procurement programme. Results further implied that educated farmers had procurement cards with sufficient system knowledge, residing near the hub with improved road access, and association with political parties get preference in participating in the programme. The findings also indicate that lucrative prices, programme scheduling and good conduct of procurement employees inspire farmers to participate in the programme. The government procurement programme has several drawbacks such as anomalies in selecting farmers, taking extra paddy by the employees, corruption, unsuitable payment system, and procurement capacity. Therefore, the government would be vigilant to ensure that the procurement system will provide farmers with price support. A well-functioning procurement system is crucial for guaranteeing the country's food security by ensuring a fair price for the producers. Background: Economies aim to grow over time, which usually implies the need for increased energy availability. Governments can use their procurement of energy to increase benefits in their economies via certain policy tools. One such tool is local content requirements (LCRs), where the purchase of goods prescribes that a certain value has to be sourced locally. The argument for this tool is that spending is localised and manufacturing, as well as job creation, can be stimulated because industry will need to establish in the host economy. However, this practice is distortionary in effect and does not create a fair playing ground for global trade. Furthermore, if the local content definition is weak, or open to manipulation, the goals of such a policy may not be achieved at all.Aim: The objective of this study was to determine how LCRs would ultimately impact on the overall procurement programme.Setting: This study took place as South Africa commenced with large scale development of the renewable energy sector. This was largely achieved via the State run Renewable Energy Independent Power Producer Procurement Programme (REIPPPP).Method: This study utilised opinion-based surveys to look into the LCRs of South Africa’s REIPPPP and measure the impact of this policy on the renewable energy sector in general. The mixed method approach was utilised to analyse qualitative and quantitative data and this was then triangulated with an international peer group to arrive at certain conclusions. The Delphi Technique was then employed to achieve population consensus on the findings.Results and conclusion: It was found that, in order to implement a policy such as local content without any negative welfare effects, the host economy had to show certain pre-existing conditions. Because South Africa does not hold all supportive pre-conditions, the impact and effect of LCRs have not been optimal, and it has not been found to be a sustainable mechanism to continue using indefinitely. The pricing of renewable energy was also found to be higher due to local content and such pricing is passed on to the energy consumer. The welfare created for South Africa, which should be in a trade-off for the creation of jobs and manufacturing, is therefore diminished and coupled with unsustainability and potential manipulation of the system, the country does not seem to be benefitting as it should be from this specific application of a local content policy.

The study has been conducted to examine feasibility of rice procurement system and factors influencing farmers to sell rice at procurement centers in an area of Jamalpur district. In total, 45 sampled farmers including both participant and non-participants and 15 millers who are residing in various upazillas in Jamalpur district were interviewed. Stratified sampling technique was followed to select the respondents. From the 45 farmers, 20 farmers were participating in the procurement process. To examine the financial profitability of rice procurement system, activity budget analysis was done. To find the influencing factors those encourage farmers to attend in rice procurement programme, the Logit regression model was used. The study revealed that on an average, 52 percent and 11 percent of paddy procurement targets in Boro and Aman season respectively were achieved. On the other hand, 91 percent and 49 percent of rice procurement targets in Boro and Aman season respectively were achieved. Though cost of production was higher for marginal/small farmers, but the both gross and net return was higher for medium/large farmers. Out of 9 independent variables, four variables have been found to have significant influence on adopting rice procurement system in the study area. Although, Government Boro paddy procurement has many weaknesses, but it can be reduced by taking necessary steps in making it more efficient.Progressive Agriculture 28 (2): 139-147, 2017

Technology roadmaps are critical for decisions pertaining to technology development. They have been utilised in the renewable energy sector to assist in filtering alternative technology options in order to support energy policy formulation, energy security and energy independence, among others. However, solar aided power generation is a recent concept and no roadmap has been developed for the technology as yet. This paper thus reviewed the literature related to roadmapping with the aim of understanding the methods and tools that have been utilised in other settings. Informed by the literature, a conceptual framework was developed, which was further utilised for the initial analysis for developing a roadmap for solar aided power generation in South Africa. Generally, it would be beneficial for South Africa to integrate solar aided power generation within its current Renewable Energy Independent Power Producer Procurement Programme (REIPPPP) or the National Treasury Public-Private Partnership (PPP) programme. However, it should be noted that this is only feasible in the short- and medium-term. In the long-term, there is a need to support stand-alone solar thermal technologies.

Spending grew rapidly in 2010-15, driven by an ambitious procurement programme. With total military spending close to 5% of GDP, Russia's defence burden remains the highest of the world's major powers. Current spending projections suggest that this will remain the case for the foreseeable future. Impacts Higher oil prices will boost revenues, but windfalls in 2017-18 are likely to fund social-sector campaign promises rather than defence. Russia will make substitute components for weapons systems delayed by Western sanctions and the end of defence-industry trade with Ukraine. Military engagement in Ukraine and Syria has not resulted in a discernible reduction in spending on other defence components. Changes to the statistical method for calculating GDP have lowered the estimated share of defence spending.

Subject Uranium prices and nuclear power. Significance The price of uranium breached 25 dollars per pound this month for the first time since last August. Boosted by Kazakhstan, the source of 41% of global uranium supplies, announcing last month that it will reduce production by 10% in 2017, the metal's price has been gradually recovering from last November's twelve-year low of 18 dollars per pound. However, the market remains oversupplied. Impacts Brexit may leave the UK nuclear sector without a regulator and short of fuel (21% of UK electricity generation is nuclear). Vietnam has abandoned its long-delayed plan to build its first nuclear power plant. South Africa has started a procurement programme to add 9.6 gigawatts of nuclear capacity. The EU has approved the 4.5-billion-euro (4.8-billion-dollar) restructuring plan of the French nuclear group Areva.
