Is it win-win alignment of the Chinese Belt and Road initiative and the Nurly Zhol programme in Kazakhstan? A case study

China’s Belt and Road Initiative is far-reaching policy which aims to expand and strengthen China’s influence in the international sphere. It encompasses many countries around the globe and has the intention of achieving mutual economic growth. Through Belt and Road Initiative, China is establishing multiple strategic partnerships with both small and large countries through the development of infrastructure: the New Silk Road routes from Asia to Europe; the construction of oil and gas pipelines between Central Asia and China; and modernized seaports. This study will analyse the Chinese initiative as evidence for hegemonic stability theory in relation to long-term impact; and the convergence between the Belt and Road and Nurly Zhol programmes in relation to short-term impacts on the development of Kazakhstan. The methods used are theory building; and a comparative analysis of the two programmes in terms of establishing a strategic partnership between China and Kazakhstan. The China International Initiative is an entirely new global mechanism of international cooperation that aims to achieve mutually beneficial and successful development. The participating countries that are actively involved in it, and will receive significant benefits, and this is about 150 countries and more than 30 international organizations that have already signed documents on cooperation with China within the framework of this initiative. In conclusion, conclusions are given regarding the alignment of interests with the program Nurly-Zhol and from the Chinese initiative for the development of the Belt and Road.

The Belt and Road Initiative is an initiative to revive the ancient Silk Road, through networks of land and sea roads, oil and gas pipelines, electric power lines, the Internet and airports, to create a model of regional and international cooperation.       It is essentially a long-term development strategy, launched by the Chinese president in 2013 to become the main engine of Chinese domestic policy and foreign diplomacy and within the framework of the soft power strategy, to enhance its position and influence in the world as a peaceful and responsible country.   The study includes identifying the initiative and setting goals for China, as well as the challenges and difficulties that hinder the initiative.

The paper aims to understand Brazilian position in relation to Asia and Belt and Road Initiative (BRI), based on a review of the bibliography and journalistic articles on Brazil-Asia subject and an observance of official data of the Brazilian economy. Since Dilma Rousseff until Michel Temer’s government, Brazil has facing a troubled political and economic scenario, which negatively impacts on its diplomacy. Although Brazil reaffirmed its commitment with global strategic partnership with China in terms of trade flows, the lack of Brazilian participation on issues of global political nature directly impacts on the way in which Brasilia moved its attention to the BRI and to the Asian affairs. The ambitious proportions and objectives of the BRI summed to the rise of a nationalist economic policy of the United States indicate a deepening of several movements that have been changing the international balance of power, which can offer opportunities for Brazil, by means of a cohesive long-term policy for Asia and in a multifaceted way beyond trade.

In July 2018, the Kuwaiti Emir made a state visit of great significance to China, as both countries agreed to establish a strategic partnership creating new opportunities for Kuwait, which aspires to diversify its economy and seek investment opportunities. This study investigates various aspects behind the establishment of this partnership and examines the synergy between the Belt and Road Initiative (BRI) and the Kuwait Vision 2035 (KV2035) to understand the extent of economic engagement and relationship between the two nations. However, despite the considerable increase in Chinese trade and investments in Kuwait, some significant internal obstacles and external challenges remain to the successful integration of KV2035 with the BRI.

This article conducts a case study of China’s influence on Pakistan by collecting and analysing news coverage from two prominent English and Urdu newspapers in Pakistan for a five-year period between 2013 and 2018. It compares the changes in newspaper reporting before and after the launch of the China–Pakistan Economic Corridor (CPEC) in 2015. Analysis has shown a significant increase in positive reporting on the CPEC and China. The case of Pakistan is representative of its recognition of China’s soft power in a developing country, thus offering a new perspective on China’s goodwill vis-à-vis the Belt and Road Initiative.

Abstract Infrastructure is often viewed through global and promotional lenses, particularly its role in creating market connectivity. However, infrastructure is heavily dependent on and constitutive of local spaces, where ‘frictions’, or disputes, emerge. Drawing on the Belt and Road Initiative (BRI) as a case study, we examine in detail two cases of BRI-related climate change litigation – one in Pakistan, and one in Kenya – that shed light on the frictions arising from what is deemed the most significant transnational infrastructure project of our time. In doing so, this study demonstrates how infrastructure can be made more visible in environmental law and how environmental law itself provides an important mechanism for stabilizing friction in the places where infrastructure is located.

Promoting the construction of Guangdong-Hong Kong-Macau Greater Bay Area is a major policy decision and national strategy made by the central government of China, which significantly supports the Belt and Road Initiative and maintains the long-term prosperity for the whole country. As an important part of the Guangdong-Hong Kong-Macau Greater Bay Area, Foshan needs to find its own position and direction in order to accelerate the joint development with other cities through five measures.


Purpose. The paper examines the peculiarities of the contemporary state and opportunities of further development of strategic partnership between Ukraine and China. The purpose of the paper is to study the state of implementation of the "Belt and Road Initiative" within the strategic partnership between Ukraine and China, as well as to identify threats and prospects for this form of cooperation for economic development of Ukraine. Scientific novelty. The paper analyzes the scientific achievements of domestic and foreign researchers on the possibilities of Ukraine's inclusion in the "Belt and Road Initiative", it has been analyzed the current state of strategic partnership between Ukraine and China in the aspect of the project implementation, analyzed the dynamics of bilateral trade between Ukraine and China over the past 10 years, and disclosed the commodity structure of foreign trade between the countries. Investment flows between China and Ukraine have been analyzed, implemented, projected and not implemented projects of Ukraine, which were financed by Chinese investments have been considered. SWOT analysis of straegic cooperation between Ukraine and China in terms of the "Belt and Road Initiative" was carried out and a set of recommendations for the strategic partnership development between Ukraine and China was proposed in the paper. Results. The dynamics of trade in services between Ukraine and China during the studied period had the following changes: growth was observed from 2011, 2014, 2016 and 2019, a positive balance for Ukraine was from 2009 to 2013. The structure of Ukrainian exports of services to China was dominated by: transport services 54.3%, business services 22.8%, repair and maintenance services, which do not belong to other categories 8.2%. The structure of imports of services from China was dominated by: services related to financial activities 57.7%, transport services 6.2%. Currently there is a significant imbalance in trade operations between Ukraine and the People's Republic of China. The largest share in the sectoral structure of Chinese direct investments in the share capital occupies the industry – 33.1%, in particular processing industry - 30.6%, extractive industry - 1.8%; professional and scientific-technical activities – 24.3%, as well as agriculture – 19.9% (Fig. 2). The SWOT-analysis conducted of opportunities, advantages, threats and advantages of strategic cooperation between Ukraine and China in terms of the "Belt and Road Initiative" proves the presence of a large number of possible directions for cooperation between the countries, but their successful implementation of these opportunities largely depends on the desire for cooperation between the governments of both countries. Practical significance. The results of this study can be used by the authorities at the state level to improve the conditions of strategic partnership between Ukraine and China, to attract foreign investment in the necessary sectors of the economy.

Chinese Belt and Road initiative (BRI) is not only an economic or political project, but also has the potential to transform the international system. The initiative‘s impact is large – from stimulating the financing of infrastructure investments in various countries around the world to the development of new global supply chains. The scientific goal of the article is to analyze the consequences of implementing the initiative. The research problem is included in the following question: does the Belt and Road Initiative contribute to increasing Chinese influence in the world and carries the risk of driving poorer countries into the ―debt trap‖? The conclusion from the article is that China should create an improved version of the BRI initiative based on a better risk assessment of the current projects. Infrastructure investments, if not carefully implemented and controlled, may lead to consequences, such as increasing the debt of some countries in the long term.
