Abstract: The purpose of this study is to develop a learning media product application of variations in the game of pencak silat for the fourth grade primary school KKG PJOK in Kedungkandang District, Malang City. This research uses the Research and Development method. The results of the learning expert evaluation were 73 percent, the media expert evaluation results were 96 percent, the game expert analysis results were 96 percent, the PJOK expert analysis results were 75 percent, the results of the analysis of the martial arts expert obtained 89 percent, the results of small group trials were obtained 84 percent and the results of large group trials were obtained 86 percent. Based on these results, it is concluded that products produced are stated to have accuracy, attractiveness, suitability, ease, clarity, and effectiveness for use. Abstrak: Tujuan dari penelitian ini adalah yaitu mengembangkan sebuah produk media pembelajaran aplikasi tentang variasi permainan pencak silat untuk KKG PJOK Sekolah Dasar kelas IV di Kecamatan Kedungkandang Kota Malang. Penelitian ini menggunakan metode Research and Development atau penelitian pengembangan. Hasil dari evaluasi pembelajaran diperoleh 73 persen, hasil dari evaluasi ahli media diperoleh 96 persen, hasil analisis ahli permainan diperoleh 96 persen, hasil analisis ahli PJOK diperoleh 75 persen, hasil analisis ahli pencak silat diperoleh 89 persen, hasil dari uji coba kelompok kecil diperoleh 84 persen dan hasil uji coba kelompok besar diperoleh 86 persen. Berdasarkan hasil tersebut disimpulkan bahwa produk yang dihasilkan dinyatakan memiliki ketepatan, kemenarikan, kesesuaian, kemudahan, kejelasan, dan keefektifan untuk digunakan.

This paper addresses the field of economic measurements of the value of assets, carried out by the methods of independent expert evaluation. The mathematical principles of application, within a comparative methodical approach, of additive and multiplicative models for correcting the cost of single indicator of compared objects have been considered. The differences of mathematical basis of the compared models were analyzed. It has been shown that the ambiguity in the methodology of correction procedure requires studying the advantages and disadvantages of known models, as well as the justification and elaboration of recommendations for their application. Possible forms of correction representation using several alternative units of measurement have been defined; formulas for their interconnection have been built. Analytic expressions have been derived that mathematically describe the algorithms for performing the evaluation correction procedure using various forms of correction representation. The influence of the correction execution model on the characteristics of uncertainty in the independent evaluation result has been analyzed. The scope of two possible types of correction introduction models has been determined. A specific numerical example was used to demonstrate the methodological advantages of using a multiplicative model when summarizing percentage corrections. The independence of the correction result on the sequence of correction introduction has been confirmed. It is proposed to use the selected measure of partial corrections as a criterion for the adequacy of the correction introduction model. It is proved that the result of the independent expert evaluation depends on the chosen model and does not depend on the sequence of correction introduction. The reported study results are important in terms of theory and practice since they make it possible to improve the accuracy and reliability of the result of independent expert evaluation.

Research purpose: is a substantiation and modeling of appropriate norms of physical readiness of youth for service in the army. Materials and Methods. The expert group included 21 specialists (whose field of activity is physical education, special training, physical training in the security and defense forces). The following research methods were used to solve the problem posed in the work: theoretical analysis, comparison, systematization and generalization of materials of scientific, historical, methodical literature and guiding documents; expert evaluation (Delphi and analysis of Saati hierarchies); methods of mathematical statistics. Results. It is determined that even simple statistical methods in combination with expert information when choosing promising solutions often give better results than accurate calculations with a focus on averages. A comprehensive approach using peer review (Delphi), a method of modern theory of hierarchical systems Saati allowed to determine the structure of the projected model of physical fitness of young people for military service. The structural interconnected components of the predicted model with the corresponding weighting factors are the level of formation and development of general and special physical qualities (ρ1 = 0.411), the level of formation and development of special physical qualities (ρ2 = 0.235), the level of acquisition of military applied motor skills (ρ3 = 0.216), the state of the cardiovascular system (ρ4 = 0.138). Conclusions. The presented structural predictable model of integrated assessment of physical readiness of youth for service in the army allows to define limits of levels of components and to estimate their level of formation in points from 1 to 12, and also to correct the maintenance of means of physical training depending on such components which lag behind a proper norm.

The article analyzes the impact of the consequences of the quarantine measures introduction to counter the pandemic COVID-19 on the economy of Ukraine in general and the domestic transport machine-building sector in particular. It has been established that one of the most affected sectors of the economy is transport and mechanical engineering, in particular the railway transport sector. It is determined that at present a very relevant issue for the further development of domestic enterprises of transport machine-building and railway industry is the assessment of the impact of the COVID-19 pandemic on the activities and financial and economic performance of these enterprises. The financial and economic indicators of such domestic enterprises of transport machine-building and railway industry, such as JSC "Ukrzaliznytsia", PJSC "KVBZ", SE "UkrNDIV", LLC "LEMTRANS" and LLC "KERNEL-TRADE", TDV "Popasnyansky Car Repair Plant" are analyzed. It was determined that the most affected of the studied domestic enterprises under the conditions of quarantine measures were JSC "Ukrzaliznytsia", PJSC "KVBZ", TDV "Popasnyansky Car Repair Plant". The main reasons for the decrease in technical and economic indicators at domestic enterprises of transport machine-building and the railway industry are studied by the method of expert evaluation. According to the analysis of expert evaluation data, the most important reason for the deterioration of technical and economic indicators of enterprises is the lack of state support and incentives for the development of transport machine-building and the railway industry in the country (19.6%). Experts estimate the impact of the consequences of the introduction of quarantine measures to counter the COVID-19 pandemic at 8.1%. Measures are proposed to improve the technical and economic performance of the most affected domestic enterprises of the transport machine-building and railway industries in the context of the COVID-19 pandemic.

How to choose suppliers scientifically is an important part of strategic decision-making management of enterprises. Expert evaluation is subjective and uncontrollable; sometimes, there exists biased evaluation, which will lead to controversial or unfair results in supplier selection. To tackle this problem, this paper proposes a novel method that employs machine learning to learn the credibility of expert from historical data, which is converted to weights in evaluation process. We first use the Support Vector Machine (SVM) classifier to classify the historical evaluation data of experts and calculate the experts’ evaluation credibility, then determine the weights of the evaluation experts, finally assemble the weighted evaluation results, and get a preference order of choosing suppliers. The main contribution of this method is that it overcomes the shortcomings of multiple conversions and large loss on evaluation information, maintains the initial evaluation information to the maximum extent, and improves the credibility of evaluation results and the fairness and scientificity of supplier selection. The results show that it is feasible to classify the past evaluation data of the evaluation experts by the SVM classification model, and the expert weights determined on the basis of the evaluation credibility of experts are adjustable.

It is established that the role of reconnaissance and fire systems in the implementation of enemy fire damage in military conflicts occurring at the beginning of the XXI century. Increased  to 75%. However, it was found that the effectiveness of these systems depends on the quality of their equipment. The main factors that are often not taken into account in the acquisition are the possibility, interoperability, stability of each element, the impact of elements on the stability of each other and the functioning of the RVS as a whole. The analysis of recent research and publications has shown that as of today, the approaches to determining the composition of reconnaissance fire systems taking into account these factors are not justified. Given the above, it was decided to conduct a structural and functional analysis of the reconnaissance fire system and the decomposition of its functions and subsystems. To this end, based on the method of cluster analysis, an algorithm for combining a set of tasks performed by reconnaissance and fire systems into groups has been developed and substantiated. The method of expert evaluation was used to obtain substantiated data on the implementation of such a merger. According to the proposed algorithm, the main tasks were first identified, which involve reconnaissance and fire systems. Subsequently, an expert group was formed and the coefficient of relative competence of each member of the expert group was determined. The experts were then asked to combine the identified tasks according to their characteristics into an arbitrary number of groups. After processing the opinions of experts, 10 characteristic groups were identified. Finally, the experts were asked to combine the obtained groups in such a way that each association consisted of similar objects and the objects of different associations differed significantly. The results of the work revealed the functional interconnectedness of the tasks, processes and subsystems of the reconnaissance and fire system. It is also established that a typical reconnaissance fire system will consist of three subsystems (control, reconnaissance and fire influence), which perform specific functions for each of them.

Introduction. The readiness of all levels of subsystems that comprise the Unified State System for Emergency Prevention and Liquidation (USSEPL) is one of the most important characteristics that determine its effectiveness. To support decision-making at the upper levels of the management hierarchy, it is important to have a set of models that adequately represent the dependence between key response efficiency indicators and particular indicators of lower levels of the system (fire and rescue departments). In most cases, a regulatory approach to the construction of such models, by virtue of which analysts set their structure and parameters, turns out to be unproductive due to their non-adaptive nature in the context of dynamically changing external conditions and technological capabilities of modern devices. The use of an approach based on solving inverse problems that close the feedback loop and provide for an adaptive adjustment of parameters and the structure of models, ensures the current adequacy of models amid changing conditions.The relevance of the study lies in the development of a technology for constructing polynomial models that allow to assess the USSEPL response effectiveness based on estimated indicators of readiness of subsystems at lower levels obtained using expert evaluation techniques (testing) by means of internal control.Goals and objectives. The aim of the work is to build and test the technology for developing analytical polynomial models that allow to adequately assess performance indicators of the USSEPL response depending on the readiness indicators of lower-level subsystems (fire and rescue departments). In compliance with this goal, the tasks of choosing the type of model and methods of obtaining the necessary initial data are also set.Methods. The study uses methods of analysis of hierarchically organized systems, mathematical statistics, simulation modelling, and methods of expert evaluation. The research is backed by materials from domestic and foreign publications.Results and discussion. The proposed method of constructing an efficiency model of the USSEPL operation, relying on the readiness of subsystems, serves as the basis for constructing models that can take into account other indicators of subsystems.Conclusions. The solution to the problem of constructing a polynomial model, that features dependence between the USSEPL response efficiency and lower-level readiness indicators, serves as the basis for other similar models that will support decision making systems.
