Frontier making in Ethiopia has historical roots from the formation of the modern Ethiopian state in the late-19th century through wars of conquest. The conquest, which was inspired by political and economic motivations of the highland Christian kingdom, used the notion of a “civilizing mission”—civilizing the “backward” and “underdeveloped” people, and “underutilized” spaces—through imposition of an imperial state system and Orthodox Christianity. The foundation and horizontal expansion of Addis Ababa or Finfinne by displacing Indigenous inhabitants was part of the state building project under successive regimes. Over the last century and a half, the city has continued its unchecked expansion in a process involving multilayered actors whose interests overlapped in terms of grabbing the land they considered “underutilized.” More specifically, the last three decades evince commoditization of farmlands, grazing areas, and cultural and sacred spaces through land lease, which eventually dissolve existing customary systems, values, and practices. This paper critically analyzes the dynamics of frontier making in or from Addis Ababa or Finfinne, the political economy behind such unchecked frontier expansion and how it activated the power of resistance in 2014. The paper concludes that frontier making in or from Addis Ababa through dispossession of Oromo farmers has been part of the broader political establishment in Ethiopia and should be viewed within the same lens.

Abstract Before 1914 scholars of international thought frequently relied on racist arguments, yet the ways that race was used varied widely from author to author. This article charts the way that race was used by two groups of Anglophone writers. The warriors used biological arguments to construct views of international affairs that relied on racist analysis. Pacifists might have used racist language that relied more on cultural prejudices, and would often base their more progressive views of international affairs on the idea of a civilizing mission. Using A. T. Mahan and Brooks Adams as exemplars of the warrior approach, and Norman Angell and H. N. Brailsford for the pacifists, I argue that race and racism play an important part in international thought before the First World War. This racism was directed at the colonized in the global South, Indigenous peoples in settler colonial states, and Jews in the global North. This use of race and racism in pre-First World War international thought has implications for how we view the development of International Relations today. It is not just statues and stately homes that require a thorough reassessment of attitudes to race, but also our understanding of the progression of ideas in international thought.

Queering international law involves dreaming. It requires stepping outside the framing presumptions of “normal” law to reveal and challenge the heteronormative underpinnings of the hierarchies of power and value that the law sustains. Reclaiming the nomenclature of queer from its history as a term of insult and dehumanization, queer theory interrogates the normative framework that naturalizes and privileges heterosexuality and its binary regime of gender. In its reclamation, “queer” gestures toward affirmative assemblages of new meanings and emancipatory imaginaries. In international law, queer theory has been used in many different ways. For some, queerly troubling the normative involves expanding the existing normal to be more inclusive of queer lives, as can often be seen in the field of international human rights law. As life-giving as inclusion is to those barely existing on the margins, without changing the terms of inclusion this approach risks leaving heteronormativity intact and may even buttress it, as with the legal recognition of same-sex marriage. For others, queering international law involves a more fundamental critique of its regimes of the normal that, together, regulate our relations with each other and the planet. The objects of queer theory's structural critique are the conceptual foundations of international law, which rely on heteronormativity as a fundamental organizing principle that helps to normalize inequality, poverty, exploitation, and violence. One example is the “civilizing mission” which justified colonialism and continues to animate present legal norms. As Teemu Ruskola argues in his seminal queer critique, international legal rhetoric attributed normative masculinity to (Western) sovereign states and cast the “deficient” sovereignty of non-Western states in terms of variously deviant masculinities which, together with their civilizational and racial attributes, justified their “penetration.” My “troubling” of international law's account of peace takes a queer structural approach and then outlines some alternative imaginaries suggested by queer theory and activism.

Research objective: This paper aims at the revealing and analysing various documents, created in different countries of Europe prior to 1783, which suggested the change of the Crimea’s status and its accession to Russia, and the determination of interactions of these sources and general trends and principles behind discussions of the “Crimea question” in Russian and foreign public opinion. Research materials: This research addresses a large body of sources, created in Russia and the West from the sixteenth to eighteenth century, discussing the future of the Crimea – political treatises, memoranda, historical works, and correspondence. Research novelty and results: For the first time in the scholarship, the whole array of available sources on the planned accession of the Crimea to Russia has been analysed. It has been discovered that there were periods when the “Crimea question” was disputed in the West far more widely than in Russia. This “discussion” continued with the participation of very different authors, including the leading minds of the public discourse such as Voltaire or Francesco Algarotti. The attempts of the western intellectuals to influence the Russian government’s decisions have been demonstrated. Therefore, the accession of the Crimea is a product of not only “Russian imperialism”, as it is often suggested, but to a certain extent also of the Western Europe’s public mindset. Obviously, such a development was considered quite admissible in the West, and many authors viewed it positively both for international relations and for the internal perspectives of the region. The given article has exposed the dynamics in these arguments, with initial counter-Muslim rhetoric underlining the existential opposition of Christianity and Islam and the need for “returning” lands which had formerly belonged to Europe. When the Enlightenment era started, the further reason of Europe’s civilizing mission appeared. This mission was thought to be impeded in the Black Sea by the “backward” Islamic society. In Russia, the discussion of the future of the Crimea became topical in the second and third quarter of the eighteenth century, probably when the elite realized that the conquest of the peninsula had now become a reality.

Western world mission initiatives since World War II have become captive to a dominant emphasis on socioeconomic amelioration. The Poverty Captivity of Mission departs from the economically multivalent mission patterns of Jesus, early Christian communities, and the medieval church. It typically recapitulates assumptions of Western and white superiority embedded in colonial emphases on “civilizing” mission. Strategies for its liberation include learning from the Majority World, reaching middle and elite classes as well as the poor, developing relationships of companionship and friendship, and employing asset-based community development.

The British who ruled Mandate Palestine established a prison visiting system that enabled inspection and oversight of carceral conditions by officials and lay representatives. In often contradictory and variegated ways, both the British and their subjects used this system as a political tool. For the British, lay participation in prison visiting was consistent with colonial pursuits such as advancing penal reform, attempting to “civilize” the local population, preserving the colonial difference, pacifying the locals, and co-opting opposition. The colonized employed prison visits for their own conflicting purposes: to advance both national goals and a universal agenda, to defy the colonial difference and to embrace it at the same time. British repurposing of reformist ideology to advance its civilizing mission was thus vulnerable to the claims of the colonized, who employed prison visiting to advance claims for ethnic and national equality, striking at the core principle of colonial difference. By examining the prison visit policy in Mandate Palestine, this article offers a pioneering approach to the political history of the colonial prison and the tension between penal reform and the larger colonial agenda.

This article represents an attempt to approach the notion of colonial discourse and photography more closely with the exigencies that put Morocco under the zoom of the colonial lens. This photographic documentation shows that nations, Morocco, in this case, were annexed to imperial powers through the utilization of various means of representation. This annexation was carried out not only by military officers, missionaries and spies but also by cartographers, travel writers and photographers who never ceased to polish the lens of their cameras so as to be able to represent indigenous identities, as well as their social lifestyles, and cultures. Therefore, the purpose of the present work is to sketch the colonial experience that links the imperializers with the imperialized through chronological documentation of colonial power and domination. Therefore, the main interest centres around the question of rereading this colonial history by analyzing and questioning colonial photography and its role in colonial expansion over Morocco. Besides, it is to unmask the alleged objective embedded in this country's 'civilizing mission'.

Abstract U.S. government leaders have long considered Latin America their proverbial backyard and have recurrently intervened in the region. In earlier periods of U.S. imperialism, U.S. government leaders justified such intervention with reference to allegedly scientific racial hierarchies, which placed White, Anglo-Saxon Protestants (WASPs) at the top of this artificial hierarchy. In more recent episodes of U.S. imperialism leading into the twenty-first century, however, U.S. leaders have publicly used the language of democracy and human rights to justify intervention. In the instance of contemporary Venezuela, while U.S leaders indeed use the language of human rights and democracy, they also draw on racist tropes of Latin Americans to justify their intervention. Through interviews with U.S. foreign policymakers and analysis of U.S. government documents, I find that U.S. leaders depict former Venezuelan President Hugo Chávez as an irrational, uncivilized, and beastly leader, who manipulates ideas of racial inequality to maintain power. In addition, U.S. leaders understand him as manipulating an uncritical mass of Venezuelans who cannot think for themselves. U.S. leaders believe it thus their duty to intervene in order to promote democracy and show Venezuelans their true political-economic interests. I connect these dynamics with a history of U.S. intervention into the region and a history of racist and imperial thinking that continues to shape the logic of U.S. foreign policymaking into the present.

At Pech Merle in 1952, André Breton provoked a controversial incident by damaging a Palaeolithic wall painting that he suspected to be a fake. This episode provides an insight into the contested status of prehistoric sites in post-war France and the theoretical and ideological implications of their cultural mobilization. Such sites allowed for a disavowal of wartime trauma and supported the reaffirmation of French national identity and its civilizing mission by locating the birthplace of human culture on French soil. Yet their extreme age also threw into relief the relative fragility of the recently invented nation-state. Breton's vandalism cast doubt on the models of cultural progress and pre-eminence that sought to instrumentalize prehistoric art but failed to appreciate the subversiveness of its ‘deep’ history. Ironically, however, Breton's scepticism ultimately enhanced the subversive dimension of archaeology by allowing it to demonstrate the authenticity and age of cave art.

Jewish international aid is largely a modern phenomenon in which Jews reach out in solidarity to offer aid to their brethren suffering elsewhere in the diaspora. The flow of aid has, with few exceptions, travelled from West to East, with highly assimilated Jews in Europe and the United States leading the charge. The form of activism they developed has roots in Jewish traditions, but is also inspired by traditions of secular humanitarianism shared with non-Jews across the West, including the imperial “civilizing mission.” In the nineteenth century, Jewish international activists sought to transform the lives of Jews through education and campaigns for greater civil and political rights, and often worked through states. In the first half of the twentieth century, Jewish internationalism blossomed, as dedicated institutions with professional staff used diplomacy, social work, and modern finance to address the needs of millions of Jews. Although the results of such aid have been mixed, it is clear that Jewish internationalism has transformed relations among the Jews of the diaspora.
