The study is devoted to the development of the organizational and economic mechanism for activating the innovation process of regional economic systems using a system approach. The organizational and economic mechanism of the innovation process activation of regional innovation systems means an organic set of the innovation components that provide the innovation process, as well as a set of functions, forms, methods and levers of regulation to activate it to ensure sustainable development of regional economic systems. The general components of the organizational and economic mechanism of the innovation process activation are singled out, which include: economic, social, informational, international, financial and managerial components. As well as specific components of the organizational and economic mechanism of the innovation process activation, which include: scientists, enterprises and organizations, the innovation infrastructure, consumers of innovative products. The levers of influence of the organizational and economic mechanism, which are the levers of direct and indirect state and regional influence, are considered in detail. Direct and indirect methods of the organizational and economic mechanism of the innovation process activation, as well as functions of the organizational and economic mechanism are detailed, namely: planning, motivation, stimulation, organization, control. The visualization of the organizational and economic mechanism is developed. Successive stages of the implementation of the organizational and economic mechanism of the innovation process activation are offered. In accordance with the methodology of the system approach, a recurrent ratio of the organizational and economic mechanism of the innovation process activation is developed.

Problem setting. Effective innovative development of the state is impossible without ensuring the proper functioning of innovation infrastructure and innovation processes. In turn, the innovation infrastructure must be accessible to users and have the ability to meet both logistical and information needs. In this aspect, an important issue that will be considered in this article is to ensure free access of participants in the innovation process to the established network of information and communication interaction and assistance. Analysis of recent researches and publications. V.V. Maloyvan, T.V. Pisarenko, T.K. Kvasha, N.V. Bereznyak, O.V. Prudka, S.V. Glibko, O.V. Rozgon, Yu. V. Georgievsky, Yu. V. Pasmor and O.M. Petukhova studied the issue of information support for access to innovation infrastructure. Target of research is to analyze the legal regulation of information support for access to innovation infrastructure; identification of existing problems and possible ways to solve them in order to increase the efficiency of the national innovation infrastructure. Article’s main body. The article discusses the state of information support of the National Innovation Infrastructure. The current legislation and powers of state authorities and other subjects of the innovation process in the field of information support are analyzed. Examples of information and communication provision of innovative infrastructure are considered. Conclusions are drawn regarding possible ways to increase the efficiency of the national innovation infrastructure. It is expedient to recognize the information and communication support of the innovation infrastructure as a necessary precondition for increasing the economic and scientific potential of the state. Innovation and investment actors seeking to increase their productivity need to navigate large amounts of information to make the most appropriate and justified decisions. This increases the importance of information and communication centers, platforms and other entities that can offer customers structured, relevant, verified and accessible information gathered in one place. Conclusions and prospects for the development. Particular attention should be paid to the need for the state to encourage the exchange of information at the regional and sectoral levels, which can be achieved by strengthening the role of local governments in providing local and regional innovation infrastructures (both by changing legislation and by conducting information campaigns and communication platforms); as well as by encouraging universities to more actively interact with society and business.

Economic growth of developed countries is based on use of modern advances in science and innovative technologies. The creation of technoparks is one of the most common ways of implementation science and technology achievements in the economy, particularly in industry. The use of extensive innovation infrastructure in the form of ecotechnoparks in Ukraine, in particular in the Volyn region will contribute to the development of the economy and environmental protection. So that, the main purpose of the article is to substantiate the project of creation and operation of a network of eco-technology parks in the Volyn region. The information base of the research includes the scientific works published by L. Horbach, V. Nezhyborets, M. Yermoshenko, V. Derhachov, Ye. Donchenko, T. Chaiun and other. The article is devoted to the study the theoretical and practical aspects of creation and functioning of the ecotechnoparks in Volyn region. The authors give information about main types of activity of ecotechnoparks and propose the definition of concept « ecotechnopark». Particular attention is paid to the analysis of ways of zoning the territory of eco-industrial parks depending on the purpose of using, natural and historical and cultural value of areas. The priority directions of innovative activity are analyzed. These activities will ensure ecologically balanced socio-economic development of territorial communities with implementation of modern methods of management. Accordingly, it is noted that the main tasks of eco-technology parks in the Volyn region are to protect and restore the natural environment, promote socio-economic development of local communities, create attractive living conditions for the population etc. The authors offer to create more than 20 ecotechnoparks, which can be allocated based on natural resemblance and geopolitical factor. These parks can be created within the one territorial community or on the area which include two and more communities. According to the project the number of eco-industrial parks will be quite different in a section of district in the Volyn region. In particular, it is planned to create 10 ecotechnoparks in Kovel district, 7 parks – in Lutsk district, 3 – in Kamin-Kashirsky district and 2 – in Volodymyr-Volynsky district. The eco-industrial park «Western Bug» will be the largest of them, border the Republic of Poland and cover territory of two administrative districts of Volyn region. Furthermore, the ecotechnoparks «Svityaz» in Kovel district and «Pripyat-Stokhid» in Kamin-Kashirsky district will comprise significant areas with unique natural features. It is mentioned that future eco- industrial parks can be included in European eco-networks and will help to ensure the harmonious coexistence of population and nature. According to the project, management of ecotechnoparks will be entrusted to local communities. However, the general management is proposed to be carried out by the central administration, which will be located in the center of Volyn region – Lutsk City. Possible sources of funding for these ecotechnoparks include budgets of local territorial communities, local taxes and fees, utility payments etc. The authors came to the conclusion that the creation of eco-industrial parks in the Volyn region will contribute to the socio-economic development of the territory, improve the living conditions of the population and improve the ecological state of the environment. The practical recommendations can be used by Volyn Regional Council and territorial communities. The article examines the components of management technologies for the mechanism of sustainable innovative development of the national economy. The purpose of the article is to highlight the basis and components of management technologies for the mechanism of sustainable innovative development of the national economy.As part of the management technologies of the mechanism of sustainable innovative development of the national economy, the study of the goals of sustainable innovative development of the national economy is substantiated. The basis for sustainable innovative development of the national economy is an innovative infrastructure, the institutions of which are able to qualitatively perform the function associated with the production and implementation of innovations. Despite the significant achievements of domestic economic science, the problem of defining management technologies for the mechanism of sustainable innovative development is very relevant. The market segment of the innovation infrastructure deserves special attention, since the innovation market in many areas of economic activity is underdeveloped. A characteristic feature of the innovation infrastructure is the lack of a clear management system for the process of innovative development of the national economy.As a result of the study, we proposed our own vision of a promising innovative infrastructure, which will allow us to implement the tasks of innovative development of the national economy. The innovation infrastructure of sustainable innovative development of the national economy should include institutions related to the production and implementation of innovation, and which are an integral part of the innovation process.

Purpose. The article substantiates the strategic principles of development interaction systems in innovation processes of the region, which includes defining goals on a conceptual basis to ensure the value of interaction, clarifying the composition of subjects and objects of development regional interaction systems, implementation in certain stages. Design/methodology/approach. The goals set in the study were solved using the following general scientific methods: general scientific and special principles and techniques of scientific knowledge in the field of strategic management of innovative development of territories. Semantic analysis, comparative analysis and systematization method were used to carry out the theoretical substantiation of the system of strategic goals of regional development; the method of grouping, factor analysis, the method of structural-logical modeling is used in the development of a set of operational tasks to achieve strategic goals. An abstract-logical method was used to formulate conclusions and theoretical generalization of the results of the study. Findings. The subject of strategic management interaction in the innovation processes of the region is "innovation development", which takes into account the interests and goals of the subjects in the innovation process of the region. Strategic interaction management is carried out by defining goals on a conceptual basis to ensure the value of interaction, which involves the implementation of certain stages. Adherence to the proposed sequence of stages will ensure the required level of interaction value in regional systems for all participants in the innovation process on a strategic basis. The central apex of the "goal tree" is a strategic goal, in our context - ensuring the value of interaction in innovation processes. This strategic goal is deployed in tactical goals that capture large blocks of action to achieve a strategic goal, namely; block of rational use of innovation resources of the region, block of ensuring the usefulness of interaction, block of optimization of the cost of establishing interaction, block of increasing the productivity of innovation processes in the region, block of development of innovation infrastructure of the region. Practical implications. An obligatory stage in the formation of regional cooperation systems is the coordination and harmonization of the interests of potential participants on the basis a rational compromise to achieve the goals of regional development. The specified strategic goal is developed by the authors into tactical goals, which fix large blocks of actions to achieve the strategic goal, namely the block of rational use of innovation resources of the region, the block of ensuring the usefulness of interaction in regional interaction systems, the block of optimizing regional interaction, block of development of innovation infrastructure of the region. The need for improving regional management of the development interaction systems in innovation processes is due not only to its national importance for the development of NIS, but also the economic content - the formation of the economic base and support drivers of social and economic development of regions. It was proved that regional government institutions should fully support the development of the economy on market principles, while assuming the main responsibility for comprehensive overall regulation and strategic planning of economic development and direct support of the innovation process. Originality/value. For each of these blocks of strategic goals, the article substantiates a set of socio-economic tools for implementing tasks in regional interaction systems, which differ in the components of interaction systems, scope, nature of direction, duration, complexity of use, level of consistency, purposes of use, source of funding, direction raising funds. Summarizing the substantiation of strategic goals for interaction systems development in innovation processes of the region, it is necessary to emphasize harmonization and coordination of goals of interaction system formation with goals of innovative development of the region and individual goals for potential participants of interaction systems. After all, the development of interaction systems takes place through the maximum involvement of market stakeholders in cooperation and ensuring the value of their coordinated joint work on innovative projects and programs.

The innovation infrastructure as an object of legal regulation has not been sufficiently studied. The article summarizes the practice of improving legislation in the field of innovation in the countries of the Commonwealth of Independent States (CIS), which are leaders in innovative development — the Republic of Kazakhstan, the Republic of Belarus and the Republic of Armenia, which were determined on the basis of the human development index and the global innovation index. The regulatory framework of these CIS countries is considered from the position of state regulation of innovation and technological policy, the creation of technoparks, business incubators, venture organizations, technology transfer centers. The study revealed that the national innovation systems of the CIS countries have significant features. In the conclusions, it is noted that the legislative framework for the protection of the results of innovation activity is insufficiently systematized, fragmentary, and heterogeneously formed. On this aspect, broader interstate cooperation within the CIS is needed.

The possibilities and prospects of using energy service contracts as a way of organizing energy saving processes are considered. Taking into account the analysis of the dynamics of the conclusion of energy service contracts in the Russian Federation and the effect of their implementation, the main problems of application have been identified. It is shown that in conditions of a lack of investment resources for the modernization of electric power facilities, it is advisable to involve organizations for training personnel and enterprises of regional innovation infrastructure in the preparation and implementation of energy service contracts. A structural model of interaction between direct and indirect participants in the implementation of energy service contracts within the framework of territorial innovative energy clusters is proposed. When implementing the proposed model, the degree of validity of energy conservation management by government bodies, which can be carried out both through the cluster management center, and directly, increases significantly.
