At its present stage of internationalization of education, its architecture and forms have changed. The study of these aspects requires an integrated approach. Increasing the volume of exports of educational services remains a priority for Russia, which, according to the authors, does not realize its educational export potential sufficiently. The purpose of the article is to reveal the features of the current stage of internationalization of higher education through the compilation of its complex characteristics by a set of cross-sections, to interpret the calculations obtained in a new way, to identify new facts and factors affecting the development trend and to develop proposals for Russia as an exporter of educational services. The main sources used were the statistical databases of the WTO, the EEC of the EAEU. Analytical approach, comparative and statistical analysis were used. As a result, the authors found confirmation of the continuing trend of growth in global spending on education, the volume of investments in the global market of educational services, an increase in the number of foreign students, and the preservation of Russia's share in the number of foreign students. The authors also identified new characteristics of the global educational services market, such as: the acceleration of the growth rate of global exports of educational services, the decline in the share of the United States and the growth of the share of the UAE in the global educational services market, the transformation of Asian countries from donors to recipient countries of educational services.

This research aims to find out the management of marketing of educational services in increasing public interest during the Covid-19 pandemic. This research uses descriptive qualitative research methods. Data is collected through observations, interviews, and documentation. The results of the study showed that the marketing of ma Al-Azhar Muaro Bungo education services during the Covid-19 pandemic was carried out by applying the concept of educational services marketing mix including marketing quality graduate products and karimah; price (tuition fee) is determined by the adjustment of the average economy of the student's parents; the place or location of the madrassa is in a strategic location; madrassa promotion is carried out directly and indirectly; Professional human resources and adequate facilities and infrastructure; The process of delivering educational services includes the delivery of facilities and facilities, learning activities, and extracurricular activities.

The paper seeks to explore the current issues that deepen the understanding of the benefits of social responsibility in higher education institutions. In particular, it is observed that interpreting social responsibility as a philosophical category or an ideological concept is limited to identifying only the boundaries of the company's responsibility for its effects on society and the environment. However, an emphasis is put that to implement a socially responsible strategy, a company should build a model to manage social responsibility and its integration into the key business processes: production, sales management, logistics, and personnel management. The hypothesis of the study is that making use of the benefits in developing social responsibility in higher education institutions will contribute to boosting their competitiveness in the educational services market. The purpose of the study is to provide insights into the benefits of developing social responsibility in higher education institutions in the educational services market. The methodological basis of the study is the neo-institutional theory which assumes concluding contracts (transactions) between counterparties based on a cycle of "negotiations, accepting and fulfilling of obligations"; an institutional paradigm as a process of interaction between the government and the society which negotiates, accepts and fulfils obligations as to organizational and financial involvement in socially responsible activities. The findings have identified cause and effect relationships that determine the terms and the degree of shaping social responsibility in higher education institutions which are of a two-fold character. It is argued that the maturity of social responsibility of the government and higher education institutions significantly enhances their competitiveness. The results of research provide evidence on the existence of certain University social responsibility patterns. However, it is noted that at the early development phase, certain volatility is observed in cause and effect relationships between social responsibility factors, causes and drivers in society as a whole and in terms of differentiated business units including higher education institutions.

BACKGROUND AND OBJECTIVES. Social responsibility is a system of innovative working relationships that acts as an essential technology that enhances the effectiveness of a higher education institution with employees, partners, customers and the community, and ultimately contributes to its prosperity and civil society. Social responsibility should focus on enhancing the image of the higher education institution, recognising its successes in society by civil institutions and individual citizens. This will increase the social value of the higher education institution, its competitiveness, sustainability and efficiency, allowing society to use the resource voluntarily provided by the higher education institution to balance organisational and social interests.METHODS. The methods used to conduct the research were: interview, expert. The questions selected for this study were taken either from the literature or from individual interviews. The literature helped to identify important dimensions of the concept of social responsibility. The interviews helped to identify new points and possible dimensions to contextualise organisational approaches to shaping the social responsibility of higher education institutions.FINDINGS. Organizational approaches to the formation of social responsibility of higher education institutions in the market of educational services are proposed. Mechanisms to increase socio-commercial value of socially responsible higher education institutions are argued: creation of public institutions to identify, formulate public interests and present them to corporations; selection of social projects taking into account stakeholder expectations.CONCLUSION. In order to increase the efficiency of using the principles of social responsibility in HEIs, to improve their ratings, students' competitiveness in the labour market and their involvement in the task-setting and decision-making process, it is necessary to develop a programme of corporate social activity, which can become the basis for developing the HEIs' development strategy. The formation and adoption of such a strategy should be based on the interests of all stakeholders, based on the core values of the university to achieve the indicators at micro-, meso- and macrolevels.

Esta pesquisa tem como objetivo apresentar resumidamente os itens metodológicos utilizados para elaboração de um modelo de avaliação da qualidade dos serviços prestados pelas instituições de ensino superior, denominado PHERFFO (Performance Higher Education Poffo), a qual trata-se de uma continuidade à pesquisa de Poffo e Verdinelli (2017). Neste sentido, para a construção e validação do modelo de avaliação da qualidade de serviços educacionais buscou-se, primeiramente, traçar uma revisão de literatura baseada em teorias já validadas por diversos autores, como Parasuraman, Berry e Zeithaml (1985, 1988), Cronin e Taylor (1992), Abdullah (2006), Anil e Icli (2014), Dias Sobrinho (2010) e os instrumentos de avaliação do MEC/INEP, dentre outros estudos. Como resultado foi proposto um modelo que se divide em nove dimensões: Reputação Mercadológica, Segurança, Atendimento Administrativo, Relacionamento Interpessoal, Infraestrutura, Oportunidade de Carreira, Aspectos Educacionais, Aspectos Acadêmicos e Transformação Social. Conclui-se que traçar um panorama confiável, através de um modelo de avaliação da qualidade do serviço entregue, é o primeiro passo para aprofundar as discussões acerca da qualidade do Ensino Superior brasileiro. This research aims to briefly present the methodological items used to develop a model for evaluating the quality of services provided by higher education institutions, called PHERFFO (Performance Higher Education Poffo), which is a continuation of Poffo's research and Verdinelli (2017).  In this sense, for the construction and validation of the model for evaluating the quality of educational services, we sought, firstly, to draw up a literature review based on theories already validated by several authors, such as Parasuraman, Berry and Zeithaml (1985, 1988), Cronin and Taylor (1992), Abdullah (2006), Anil and Icli (2014), Dias Sobrinho (2010) and the MEC/INEP assessment instruments, among other studies. As a result, a model was proposed that is divided into nine dimensions: Marketing Reputation, Security, Administrative Service, Interpersonal Relationship, Infrastructure, Career Opportunity, Educational Aspects, Academic Aspects and Social Transformation. It is concluded that drawing a reliable panorama, through an evaluation model of the quality of the service delivered, is the first step to deepen the discussions about the quality of Brazilian Higher Education.

The article seeks to discuss important implications of higher education quality in various society areas of – politics, management, pedagogy, economics, etc. Insights on international best practice convincingly demonstrate that assuring high quality of education and enhancing its further development are the key governance and public administration priorities in all developed countries. It is argued that the quality of life is greatly affected by the level and quality of education. Moreover, it is highlighted that Ukraine has built a robust institutional paradigm of the education system and its governing bodies which focuses on retaining and accumulating strong human capital and research potential. Among the shortcomings in the implementation of the education quality assurance process, the study has identified the following: weak links in the relationships between higher education institutions and business; immaturity of monetization system for university students in the context of their cooperation with private companies; lack of university involvement in promoting the creation of business incubators, science & technology parks, technocities, etc. Apart from that, the findings have revealed significant imbalances in the national economy that translate into the supply shortage in certain occupations and labor market surplus in other professionals, along with displaying another negative trends associated with the processes of skilled workforce migration from rural areas to more developed cities and regions, or the outflow of the working-age population abroad. In turn, labor migration challenges drastic demographic changes that according to statistics, negatively affect the number of higher education applicants. A special emphasis is placed that the national higher education system is facing serious competition from higher education institutions of economically developed neighbouring countries that offer educational services in prestigious high ranked universities, as well as create ample scholarship and grant opportunities to international students. Thus, from the tuition fee perspective, domestic HEIs are often far behind their European counterparts, too. The study presents an in-depth analysis of the range of various impact factors affecting the education quality, the most essential of them are reported to be the legal and regulatory framework for higher education; government policy for higher education management; higher education funding rates; labor market saturation; the effectiveness of quality management tools in rendering educational services, etc.

The article is devoted to ensuring the best interest of the child and his right to education. Attention is paid to the problems associated with the implementation of this right by various groups of children, depending on their social status and ethnic origin. The author draws attention to the implementation of the law under study in the context of the COVID-19 pandemic, which has exacerbated the problems of gender inequality, the quality of educational services, as well as access to them. The need for certain actions on the part of the state is indicated, in particular, making changes to the curricula to bring them in line with the recommendations of the UN Committee on the Rights of the Child in order to realize the right to education of the child from the standpoint of ensuring the best interest.

Young people who present with concomitant high ability and disabilities represent one of education's greatest conundrums. While on one hand they appear capable of superior academic performance, on the other hand they struggle as students. Consequently, identification and educational services for the twice-exceptional student population remain bewildering and elusive as the combination of seemingly paradoxical traits puts them at great risk for identification and consequently this population of students is rarely served appropriately. This chapter explores the complexities of the twice-exceptional (2e) population, how they should be viewed, how schools and homes can accommodate what seem to be dichotomous needs, and how ultimately they can be successful and contented. Case examples amplify understanding of this challenging group of young people.

The research looks at the export of educational services as one of the promising spheres for the development of international economic relations. The study focuses on the experience of developed supplier and recipient countries. The theoretical basis of the study is formed by the typology of ways to export services proposed in the General Agreement on Tariffs and Trade. The importance of the issue under consideration is due, among other things, to the fact that, according to forecasts, the number of foreign students wishing to obtain higher education will increase to 150 million in 2025, and the volume of exports of higher education will reach $30 billion, which is 3 % of the total volume of trade in OECD services. Most prior research focuses on methodological aspects of education; however, the experience of foreign countries is presented in a limited scope. Using the example of the USA in the context of the management training program, it is shown that a fairly broad methodological system is used abroad, allowing specialists from all over the world to acquire the necessary skills and develop competencies. It is obvious that the pandemic has led to a sharp reduction in the number of foreign students in Germany, as in other exporting countries of educational services. Of particular interest is the EdTech market, which is attractive in terms of its size and growth rates. The key barriers to the global market of educational services are, among other things, increased competition, the presence of a larger number of exporters-providers of educational services, more active classes at mass open online courses, active use of mobile devices; the use of learning models that include personalized and blended learning methods; increasing the degree of confidentiality of data; active development of the institute of continuing education in conjunction with the active use of advanced training courses and vocational training. The research is expected to provide valuable information about the balance of powers on the global market of educational services and will serve as an information base for further scientific research in the field.
