This paper aimed to explain public financial governance based on good governance implementation in Jakarta Provincial Government. This paper specifically discussed towards transparancy implementation of local budget (APBD) through open data portal that publishes budget data to public. In general, financial transparency through open data has met Transparency 2.0 standards, namely the existence of encompassing, one-stop, one-click budget accountability and accessibility. But there are indeed some shortcomings that are still a concern in order to continue to maintain commitment to the principle of transparency, namely by updating data through consistent data visualization.Transparency of public finance needs to continue to be developed and improved through various innovations to maintain public trust in the government.Keywords: Public Finance, Open Data, Transparency

The concept of reservation in state mechanism attaches itself to the idea of breaking or at least stagnating the cycle of perpetuation of hierarchical status in those mechanisms. Reservation of Dalit in such mechanism is guaranteed via both statutory and constitutional requirement in context of Nepal. So much so, that ‘Right of Dalit’ recognised as a fundamental right of Dalit in the constitution encapsulates this requirement exclusively. The study investigates whether the guaranteeing of legal requirement has translated into an efficacious material realisation. It takes representation of Dalit within the civil service as a reference point for this investigation and analyses whether hierarchical status borne out of true phenomenology of caste have been truly shredded by policies of perceived empowerment in civil service symbolic to breaking of hierarchies in state machinery.

Improvement in the requirements for engineering practices is needed in areas such as requirement elicitation, validation, prioritization, and negotiations between stakeholders to create successful projects for COVID-19 (coronavirus disease 2019) software. Many algorithms and techniques are used to create quality software projects, but they still need more improvement to work effectively for global pandemic COVID-19 software. By improving the reliability of requirement engineering practices using blockchain-based technology, the software will be reliable and will make it easier for the users working in a lockdown situation because of COVID-19. Therefore, our purpose is to identify the factors for reliable software engineering practices using blockchain-oriented technology for COVID-19 software. A systematic literature review is conducted to identify challenges and offer solutions. Through using blockchain-based technology for requirement engineering practices, the requirements will be gathered accurately and validated, and the conflicts between stakeholders will also be solved. It will improve the quality and reliability of COVID-19 software projects, which will help society work effectively from home. Improvement in the quality and reliability of COVID-19 software will improve users’ interest, and their working capacity will be increased.

Data transparency is essential in the modern supply chain to improve trust and boost collaboration among partners. In this context, Blockchain is a promising technology to provide full transparency across the entire supply chain. However, Blockchain was originally designed to provide full transparency and uncontrolled data access. This leads many market actors to avoid Blockchain as they fear for their confidentiality. In this paper, we highlight the requirements and challenges of supply chain transparency. We then investigate a set of supply chain projects that tackle data transparency issues by utilizing Blockchain in their core platform in different manners. Furthermore, we analyze the projects’ techniques and the tools utilized to customize transparency. As a result of the projects’ analyses, we identified that further enhancements are needed to set a balance between the data transparency and process opacity required by different partners, to ensure the confidentiality of their processes and to control access to sensitive data.

To be regulated by the FTC, an advertising claim must be both deceptive and material. Much attention and research has been directed to deception, but almost no study has been done on materiality. However, a recent case has highlighted the need for better understanding of this legal requirement. The authors explore the genesis and evolution of the materiality standard explain the pitfalls awaiting advertisers who try to prove their claims immaterial, and outline several considerations for empirical testing of advertisements.

AbstractFrom the mid-twentieth century, England's coroners were crucial to the supply of organs to transplant, as much of this material was gleaned from the bodies of people who had been involved in accidents. In such situations the law required that a coroner's consent first be obtained lest removing the organs destroy evidence about the cause of the person's death. Surgeons challenged the legal requirement that they seek consent before taking organs, arguing that doing so hampered their quick access to bodies. Some coroners willingly cooperated with surgeons while others refused to do so, coming into conflict with particular transplanters whom they considered untrustworthy. This article examines how the phenomenon of “spare part” surgery challenged long-held conceptions of the coroner's role.
