The Electoral System, the Party System and Accountability in Parliamentary Government

Electoral accountability requires that voters have the ability to constrain the incumbent government’s policy-making power. We express the necessary conditions for this claim as an accountability identity in which the electoral system and the party system interact to shape the accountability of parliamentary governments. Data from 400 parliamentary elections between 1948 and 2012 show that electoral accountability is contingent on the party system’s bipolarity, for example, with parties arrayed in two distinct blocs. Proportional electoral systems achieve accountability as well as majoritarian ones when bipolarity is strong but not when it is weak. This is because bipolarity decreases the number of connected coalitions that incumbent parties can join to preserve their policy-making power. Our results underscore the limitations that party systems place on electoral reform and the benefits that bipolarity offers for clarifying voters’ choices and intensifying electoral competition.

Since Germany’s mixed-member proportional system fails to concentrate the party system in a sufficient way, Peggy Matauschek searches for a suitable alternative to the principle of proportional representation. She discusses the following options according to their contextual conditions: single-member plurality and majority electoral systems—like the alternative vote system—, parallel systems, proportional representation systems with a low district magnitude and majority bonus systems. In light of its balanced performance, the study advocates the introduction of a system with a majority bonus for a coalition.

This article examines the correlation between economic development and the party system. More specifically, it considers the extent to which certain features of the party system should be included on the right-hand side of development regression equations, or whether the party system should be taken into account when selecting cases for a qualitative study of development. The chapter first outlines some necessary conditions for economic development, with particular emphasis on those conditions with roots in policy-making and actor agency. It then discusses three dimensions of the party system—the number of political parties, nationalization, and institutionalization—and whether they help shape the incentives and capabilities of policy-makers to adopt policies that promote development.

The Netherlands has one of the most proportional electoral systems in the world. This chapter details the origins, functioning, and effects of the Dutch electoral system. After providing the historical background of the electoral system, the chapter discusses the allocation of seats both to parties and to candidates and gives practical examples. Afterward, the chapter outlines the effects of the electoral system on the party system, the parties themselves, the composition of the parliament, and the government formation. Lastly, the chapter covers historical and more recent electoral reform debates. It turns out that in the Netherlands, electoral reform is a Sisyphean task: because of the low electoral threshold, electoral reform is always on the table, but given the broad coalitions and rigid constitution, reform attempts typically fail, and the reform discussions have to start all over again.

Scholarship on the classification, origins, incentives, and consequences of mixed-member electoral systems has matured, especially over the last two decades. While mixed-member electoral systems (also known as mixed electoral systems) have been in constant use since Germany adopted a mixed-member proportional system for assembly elections following World War II, researchers did not begin to fully probe the implications of this electoral system until its expansion across the globe beginning in the 1990s. Mixed-member electoral systems share an important characteristic: voter preferences are translated into outcomes by at least two allocation formulas applied in the same election. While voters typically receive a ballot to select a representative in a constituency (often using first-past-the-post) and a ballot to select a party list (often using a form of proportional representation (PR)), the institutional features of mixed-member systems vary substantially. A crucial distinction among mixed-member systems is whether or not seat allocation in the constituency and proportional representation tiers is linked (mixed-member proportional, or MMP) or unlinked (mixed-member majoritarian, or MMM). Across the universe of mixed-member systems, one finds additional differences in the number of ballots voters receive; the electoral formulas and thresholds used to determine winners; the proportion of seats allocated to each component; the ability of candidates to contest seats in both components during the same election; and other critical aspects of the rules. Scholarship classifying mixed-member systems has highlighted different aspects of the rules to sort them into categories. A substantial amount of scholarship on mixed-member systems has emphasized the debate about the incentives that the systems generate. The “controlled comparison” approach treats the components as if they are independent from one another and the “contamination effects” approach treats the components as if they are interdependent. These competing schools of thought generate different expectations, with the former generally anticipating compliance with Duverger’s propositions and the latter anticipating divergence. Subsequent scholarship has been split about which approach better explains observed behavior. However, many of the perceived differences between the approaches may be artificial, generated by extreme interpretations of the theoretical expectations that lack appropriate nuance. In other words, it may be inappropriate to treat this scholarship as strictly dichotomous. The extant literature on mixed-member systems evaluates data from surveys, interviews, personnel files, roll-call voting, and election returns to understand the behavior of voters, candidates, parties, and legislators. It assesses how the incentives of mixed-member systems contribute to outcomes such as the party system, descriptive representation, and policy decisions. It also explores the presence or absence of a “mandate divide”: the expectation that members of parliament (MPs) selected in the constituency component might behave differently than their counterparts in the party list component. The research is often cross-national, but studies of certain countries with mixed-member systems predominate: Germany, Japan, and New Zealand among established democracies, and central or east European countries among transitional societies. The literature presents many opportunities to generate more nuanced theory, explore different research methodologies (e.g., experimental work), and extend spatial coverage to under-studied countries.

This chapter focuses on electoral systems and institutional design in new democracies. It first compares Maurice Duverger’s electoral laws with those of Giovanni Sartori before discussing the main insights from the literature on electoral systems in established democracies as well as evidence from new democracies. It then considers the impact of the electoral law on the type of party system and its role as intermediary between society and government in plural societies. It also examines the party system as an independent variable, along with dependent variables such as the number of political parties, social cleavages, and presidentialism. Finally, it discusses consociational democracy and how electoral system design can be used in managing ethnic conflicts.

This chapter starts off with an overview of the institutions that decide how citizens cast ballots, firstly, in elections, and secondly, directly for policy. The former is related to electoral systems and the latter to direct democracy. The chapter considers the implications of these institutions for party systems and political representation from the view point of the principal–agent framework. There is a large variety of electoral systems used in Europe. Most elections are held using the system of proportional representation. However, there are important institutional differences that need to be remembered. The chapter then goes on to examine the effects of electoral systems on the party system. This is carried out with electoral change over time in mind. Finally, the chapter turns to direct democracy and analyses the use of referendums, specifically with regard to the question of the European Union (EU).

The Seat Product Model matters to electoral and party systems specialists in what it is able to predict, and to all political scientists as one example of how to predict. The seat product (MS) is the product of assembly size (S) and electoral district magnitude (M, number of seats allocated). Without any data input, thinking about conceptual lower and upper limits leads to a sequence of logically grounded models that apply to simple electoral systems. The resulting formulas allow for precise predictions about likely party system outputs, such as the number of parties, the size of the largest party, and other quantities of interest. The predictions are based entirely on institutional inputs. And when tested on real-world electoral data, these predictions are found to explain over 60% of the variance. This means that they provide a baseline expectation, against which actual countries and specific elections can be compared. To the broader political science audience, this research sends the following message: Interconnected quantitatively predictive relationships are a hallmark of developed science, but they are still rare in social sciences. These relationships can exist with regard to political phenomena if one is on the lookout for them. Logically founded predictions are stronger than merely empirical relationships or predictions of the direction of effects. Finally, isolated equations that connect various factors are nice, but equations that interconnect pack even more predictive punch. Political scientists should strive for connections among connections. This would lead to a more scientific political science.

AbstractParties can not only actively adjust the electoral rules to reach more favourable outcomes, as is most often recognized in political science, but they also passively create an environment that systematically influences electoral competition. This link is theorized and included in the wider framework capturing the mutual dependence of electoral systems and party systems. The impact of passive influence is successfully tested on one out of two factors closely related to party systems: choice set size (i.e., number of options provided to voters) and degree of ideological polarization. The research utilizes established datasets (i.e., Constituency-Level Elections Archive, Party System Polarization Index, Chapel Hill Expert Survey, and Manifesto Project Database) and via regression analysis with clustered robust standard errors concludes that the choice set size constitutes an attribute with passive influence over electoral systems. Thus, it must be reflected when outcomes of electoral systems are estimated or compared across various contexts.

AbstractThis article argues that major cases of electoral reform across democracies in Asia in recent years can be explained as institutional measures aimed at curbing corruption and ‘money politics’. More specifically, Japan, Taiwan, and Thailand rid themselves of their extreme candidate-centered electoral systems as a means to encourage politicians to invest in ‘clean’ collective party labels, while Indonesia discarded its extremely party-centered electoral system to increase the accountability of individual politicians. The article thus disagrees with scholars who argue that recent electoral reform should be understood as part of a wider project by Asian governments to engineer a majoritarian form of democracy. Instead, the comparative analysis shows that democracies across Asia, in line with global trends in institutional design, have been ‘normalizing’ their electoral systems, moving them closer towards the ideal of electoral ‘efficiency’.

The vast majority of party and electoral researches, including the countries of the Visegrad Group,  focuses on the impact of elections and electoral systems on the institutionalization of parties and party systems, predominantly at the national level. However, the proposed article broadened this analysis mainly at the national level, in particular by analyzing regional elections and regional party systems. This is due to the fact that party-electoral interconnection is not one-tier, but instead is determined territorially, including territorial or administrative heterogeneity during elections. In other words, the study aims to show how region and regional elections (in the format of party system regionalization) affect the national political process, and, conversely, how national elections (in the format of party system nationalization) influence the regional political process in the context of the countries of the Visegrad Group. In this regard, the indicators of voter turnout, electoral volatility, influence of regional parties and coalitions, peculiarities and consequences of electoral blocsʼ and coalitionsʼ formation, parameters of territorial and socio-political cleavages and constructions of electoral systems and formulas were the directories of this relationship, both at national and regional levels, in the proposed study. Their use at the example of the Visegrad countries has made it possible to argue that the relationship between regional and national level of electoral competition and the parameters of the structuring of party systems in the analyzed region is largely reflected in nationalization processes at both national and regional level. Although it is theoretically found that such a relationship is bilateral and counter-dependent on the processes of regionalization of national elections and national electoral systems, or instead on nationalization of regional elections and regional party systems.
