The article describes the key areas of strategic planning for the Arctic socio-economic development of the countries in the Northern Europe and Northern America from the point of two concepts: spatial organization of economy and sustainable regional development. The results of the Arctic region development are quantitative and qualitative positive changes in the socio-economic situation. They generate spatial modification taking into account the Arctic conditions of the environment of existence. The aim of the work is to study and accumulate the best foreign practices of applying sustainable development principles for the purposes of strategic planning in the Russian Arctic.The article is based on the analysis of the Arctic strategies in Norway, Finland, Sweden, Denmark, Iceland, Canada and the United States, with an emphasis on ranking the interests of these countries in the Arctic and public policy instruments. The author focuses on the issues of northern territories’ sustainable development and the results assessment of the implementation of strategic goals in the Arctic countries. The author presents a comparative characteristic of strategic priorities within the framework of the Arctic economic development.The research made it possible to identify common cornerstone problems that require the attention of governments: climate change and environment, rational economic development of territories and integration of traditional lifestyle of indigenous people into sustainable regional development. Similar priorities and tasks for the lean development of the Arctic and positive dynamics of regional development make it possible to use its results within the Arctic interregional cooperation. Strategic priorities are compared with statistical indicators values of development and subjective assessments of population on the same characteristics of life quality in the High North. Similar estimates of comparative analysis are consequence of the Arctic policy pursuedby the governments of these countries. The author underlines the necessity of foreign experience accumulation in the process of regional strategies’ development in the Russian Federation.

The subject of the research is the processes and systems of taxation of agricultural enterprises, their components and principles; types and amounts of taxes in Ukraine and abroad; trends of development and possible directions of improvement. The aim of the work is to identify the peculiarities of taxation of agricultural enterprises, its principles, advantages and disadvantages for the purpose of further improvement, including on the bases of studying and taking into account foreign experience. The methodological basis of the article became general scientific methods of cognition, - system-structural analysis and synthesis, dialectical, historical, abstraction. Also, these methods are generalization, grouping, comparison, absolute and relative values, other methods of research. Results of work.It is determined that the systems, mechanisms and processes of taxation of agricultural enterprises in Ukraine are in development. They require significant improvement to optimize their inherent functions. In fact, the fiscal function is traditionally prevailing in terms of distribution and regulatory factors. For this purpose, the main types of taxes and their volumes were characterized, changes in the Tax Code were assessed, the main principles, tasks and necessary structural changes in the taxation system were determined. The experience of subsidizing, insurance and taxation of agribusiness in the United States and European countries has also been studied and summarized in detail. The forms and mechanisms of tax support for small and medium-sized agricultural enterprises are especially valuable for the domestic theory and practice. The field of application of results. The results of the research can be used in the theory and practice of accounting and taxation of agrarian enterprises, management of their financial results, development of development strategies for the future, justification of the state agrarian and tax, regulatory and regional policies, with the support of the development of rural areas and local communities. Conclusions. The taxation systems of agricultural enterprises in Ukraine have certain features in terms of the components, size and principles of collection. They often change in order to improve, but the main function is fiscal. Therefore, the study and, if possible, the introduction of advanced world experience in stimulating, insurance and taxation of agricultural production, with a view to optimizing it in the long term, is of great importance.

Abstract. The article actualizes the need of foresight technologies in the sustainable development of strategic plans of sustainable development in rural municipalities at the level of the Russian Federation. It is pointed out that the modern methodology of foresight studies is quite flexible and multifaceted, has wide application at different hierarchical levels of management. The purpose of the study is to prove the need to use the foresight methodologies for rural development strategic planning and forecasting tool. In the course of the study, the following methods were used: strategic planning and forecasting, foresight technologies (expert survey and expert opinions), comparative analysis. The scientific novelty of the study is determined by the formation of a set of practical recommendations on the use of foresight tools at the municipal level of management in rural areas. The systematic approach usage in combination with foresight technologies allows to develop strategic plans for the development in rural areas from the perspective of long-term improvement of their economic and social component. A brief analysis of the current state and development of foresight research in the Russian Federation is presented. It is concluded that in modern conditions of rural development it is necessary to develop strategic programs and anti-crisis measures that should focus on the application of the foresight technologies. It shows that the characteristic features of the rural municipal foresight are, on the one hand, the obligatory interconnection of strategic priorities for rural areas development in the long term and, on the other hand, the need to achieve the interest of key factors in regional development. Results of a research: the algorithm of strategic planning of sustainable development of rural areas of the region based on foresight technologies and the mechanism for its implementation at the municipal level are considered; strategic goals and priority areas for sustainable development of rural areas of the Republic of Bashkortostan in the sub-regional context were defined. On the basis of the foresight analysis, a three-level branding of agri-food products manufactured in the region was carried out, and brands within the considered rural municipalities were identified. It is concluded that foresight technologies should be used as the system tool for the formation and implementation of sustainable development strategy in rural areas of the Republic of Bashkortostan.

AbstractPlanning research has increasingly recognised that planning in depopulating areas differs from planning in growth areas. Several studies have sought to identify planning theories and strategies that are capable of meeting the challenges presented by depopulating areas. However, most of these studies and strategies are based on dense urban environments. This paper seeks to add to planning theory and practice by focusing on informal planning practices in rural depopulating areas. Starting from a resource-based view, the paper introduces an analytical framework that allows a systematic examination of the resources that are generated through informal planning practices in such areas.

This paper develops the principles of the architectural and urban development environment of rural tourism in the e Novosheshminsky region of the Republic of Tatarstan. The concept of rural tourism, a comprehensive analysis of the tourist potential of the Novosheshminsky region and Tatarstan and foreign experience allow developing principles of creating a comfortable tourist environment. The paper identifies significant aspects of organizing the touristic infrastructure in the rural areas and their correct use in the given conditions, the Novosheshminsky region, in particular. The concept of the sustainable development of this region will be further developed.

O turismo rural consiste no conjunto de atividades turísticas desenvolvidas no meio rural, comprometido com a produção agropecuária, agregando valor aos produtos e serviços, resgatando e promovendo o patrimônio cultural e natural da comunidade. O estudo objetivou desenvolver e apresentar uma proposta de planejamento estratégico do turismo rural, a ser utilizado como vetor de desenvolvimento sustentável do Núcleo Jk, Mata de São João, Bahia. O estudo pautou-se na análise das propriedades rurais no âmbito da percepção da comunidade, da sua infraestrutura e atrações turísticas para a prática do turismo rural, sugerindo ações de planejamento para a implantação da atividade turística local. A Colônia Juscelino Kubitscheck (NJK) foi fundada em 1959 com a finalidade de desenvolver a técnica agrícola e ao mesmo tempo fornecer produtos agropecuários de qualidade, como hortaliças, frutas e verduras. A metodologia utilizada possuiu abordagem qualitativa, a partir de pesquisas bibliográficas, documentais e de campo com entrevistas semiestruturadas com agricultores e representantes locais ligados ao turismo e entidades/associações de moradores, visando elucidar a importância do turismo rural para a localidade. Com a análise dos dados foi possível estabelecer um modelo para o referido planejamento estratégico, constatando a vocação e interesse da população para a implantação dessa modalidade turística. Tem-se o intuito de desenvolver o turismo sustentável, valorizando a população local como fonte inesgotável de bens culturais e integrar as empresas locais nesse processo, promovendo uma rede de solidariedade. Espera-se contribuir com a valorização do patrimônio cultural e natural enquanto fator de cidadania e recurso efetivo para desenvolvimento sustentável do Núcleo JK, inserindo-o no roteiro turístico do município de Mata de São João. Strategic planning of rural tourism: paths for sustainable development at JK Center in Bahia (Brazil) ABSTRACT Rural tourism is the set of tourist activities in rural areas engaged in agricultural production by adding value to products and services, rescuing and promoting the cultural and natural heritage of the community. The study aimed to develop and present a strategic planning proposal for rural tourism to be used as sustainable development vector in the Jk Center, Mata de São João, Bahia. The study was based on the conducting an analysis of rural properties, the community perception of its attractions for the practice of tourism and suggesting planning actions for the implementation of local tourism. Cologne Juscelino Kubitschek (NJK) was founded in 1959, with the purpose of developing the agricultural practices and at the same time provide quality agricultural products such as fruits and vegetables vegetables. The methodology it has qualitative approach, with searches literature, documentary and field through a semi-structured interview with local representatives of farmers related to tourism in the Jk center. With the analysis of the data it was possible to establish a model for strategic planning noting the vocation and public interest in the implementation of this type of tourism. The development of developing sustainable tourism, provides valuing the local population as an endless source of cultural and integrate local businesses in this process by promoting a network of solidarity. We hope to have contributed to the valorization of the cultural and natural heritage as a factor of citizenship and effective resource for sustainable development of the Center JK, inserting it in the tourist route of the municipality of Mata de São João. The subject of research is the theoretical and methodological aspects of involving system management to achieve the goals of sustainable development and practical areas of its implementation in Ukraine. The purpose of the article is the further development of areas and components of system management to achieve global goals of sustainable development in Ukraine, taking into account the principles of social responsibility and processes and opportunities for digitalization of the population. The methodological basis of the article were the theoretical and methodological provisions of economics of nature management, regional economy, demography, ecology; international and national normative-legislative acts, norms, initiatives on sustainable development. As a fundamental methodological approach, the article uses system-structural analysis and synthesis, as well as historical, monographic, statistical-economic, problem-target methods. The results of the article. The article highlights the concepts and ideas of sustainable development, identifies the features of system management for their achievement and priority areas for development for Ukraine, taking into account the country's ratings in the world community and their dynamics. Features of system management for the purposes of sustainable development are defined; identified its priority areas in Ukraine, taking into account its ratings in the global dimension. Field of application of results. In higher education institutions in the teaching of environmental economics, regional economics and sustainable development, in schools, environmental governmental and non-governmental organizations. Conclusions. It is determined that the most significant feature of the theory and practice of rural green tourism enterprises in European countries is the expansion of their functions from purely business to more socially necessary and significant - as tools for preservation and reproduction of rural areas, including depressed. This provides greater support at the level of local communities, government, which is appropriate for all uses. It is also advisable to use proven mechanisms and forms of tourism in the countryside.

Ensuring a stable improvement in the quality and standard of living of the rural population allows preserving the social and economic potential of rural areas. Effective management can ensure the implementation of social control and development of rural areas, the preservation of ecology, which ultimately contributes to the preservation of sustainable development of agricultural territories. The purpose of the study: To determine the directions and effective level of increasing the production of agricultural and livestock products aimed at preserving the sustainable development of agricultural territories. A correlation and regression analysis was carried out in the study to determine the promising directions of the northern districts of the Omsk region (Russia) to increase the effectiveness of strategic planning for the sustainable development of agricultural territories. Sustainable development of the regions, according to the authors, is impossible without increasing the level of well-being, therefore, the authors identified such areas for development as the cultivation of fodder crops, the cultivation of livestock and poultry (for slaughter), the cultivation of poultry for meat and the production of honey. The authors concluded that it is necessary to increase the production volumes of the selected promising areas for the development of agriculture by at least 5% to 13% per year, depending on the direction. There will be an increase in profit only at these values, which is one of the important factors contributing to the sustainable development of the areas allocated for research.

Systemic economic, environmental and social problems of rural areas in modern world make the issue of public policy for their sustainable development particularly topical. The socioeconomic development of the Russian Federation, increased volumes of agricultural output, growing efficiency of the agricultural sector, full employment of the rural population and improving its living conditions, as well as achieving efficient land use require proper legal support. The main strategic planning documents regulating aspects of sustainable development of rural areas are represented by three groups of political and legal acts regarding their: 1) agricultural development, 2) sustainable development, 3) spatial development. Most research articles cover one of these aspects of facilitating the development of rural areas. The sources demonstrate the lack of comprehensive legal studies covering the issues of sustainable development of rural areas. The present article provides a comprehensive analysis of the legal regulation of facilitating sustainable development of rural areas in each of the aspects mentioned. The methods of comparative analysis and legal hermeneutics applied made it possible to reveal contradictions and gaps in the strategic planning documents. This precludes the possibility of specifying a single conceptual model of legal regulation of sustainable development of rural areas. The authors have considered the internal and external sides of the model of legal regulation, outlined the legal approaches to its formation in modern geopolitical, economic and social conditions. The article identifies the problems of legal support for sustainable development of rural areas and considers ways to solve them.
