Suitable selection of the emergency alternatives is a critical issue in emergency response system of Unattended Train Operation (UTO) metro system of China. However, there is no available method for dispatcher group in Operating Control Center (OCC) to evaluate the decision under emergency situation. It was found that the emergency decision making in UTO metro system is relative with the preferences and the importance of multi-dispatcher in emergency. Regarding these factors, this paper presents a hybrid method to determinate the priority weights of emergency alternatives, which aggregates the preference matrix by constructing the emergency response task model based on the Weighted Ordered Weighted Averaging (WOWA) operator. This calculation approach derives the importance weights depending on the dispatcher emergency tasks and integrates it into the Ordered Weighted Averaging (OWA) operator weights based on a fuzzy membership relation. A case from train fire is given to demonstrate the feasibility and practicability of the proposed methods for Group Multi-Criteria Decision Making (GMCDM) in emergency management of UTO metro system. The innovation of this research is paving the way for a systematic emergency decision-making solution which connects the automatic metro emergency response system with the GMCDM theory.

At present, in the Russian Federation there are no legislatively approved recommendations on the procedure, structure and requirements for the design of an emergency response plan for coal open-pit mines. Therefore, the development of this document at the mining enterprises is carried out independently, coordinating it with emergency response services serving the hazardous production facility. The absence of regulatory documents forces the enterprise management to make decisions on the structure of the document, forms and its content. This can lead to errors in conducting mine rescue operations when attracting additional forces and means from other units of rescue units. The relevance of creating a single document for everyone to draw up a plan for the elimination of accidents at sections has been repeatedly noted at production meetings with the participation of scientists, specialists from surveillance services and representatives of rescue units. In order to increase the emergency preparedness of enterprises, on the basis of studies of the current regulatory documentation of Rostechnadzor, the EMERCOM of the Russian Federation, Mines Rescue Service and scientific literature, an algorithm was developed for compiling submarines for coal open-pit mines. The analysis of accidents at the coal open-pit mines of the country made it possible to create a list of types of accidents encountered. Based on this, instructions have been developed for the actions of all workers in the mine for the initial period in the event of an accident. Taking into account the existing standard forms for coal mines, the developed document forms for open pits were developed, this will make it possible to unify emergency rescue operations regarding the preparation of documents. Scientifically sound solutions can be used to develop a plan for the elimination of accidents in the future at all mining enterprises engaged in open mining. The results of the work expand knowledge in the field of safety of coal open pit mining.

With the rapid development of the urbanization process, rainstorm water-logging events occur more frequently in big cities in China, which causes great impact on urban traffic safety and brings about severe economic losses. Water-logging has become a hot issue of widespread concern in China. As one kind of natural disasters and emergencies, rainstorm water-logging has the uncertainties of occurrence, development, and evolution. Thus, the emergency decision-making in rainstorm water-logging should be carried out in stages according to its development trend, which is very complicated. In this paper, an emergency decision-making method was proposed for urban water-logging with a hybrid use of dynamic network game technology, Bayesian analysis, and multi-attribute utility theory. The dynamic game process between “rainstorm water-logging” and “decision-making group” was established and the dynamic generation of emergency schemes was analyzed based on Bayesian analysis in various stages of water-logging. In terms of decision-making attributes, this paper mainly considered two goals, i.e., ensuring smooth traffic and controlling emergency cost. The multi-attribute utility theory was used to select the final scheme. An example analysis in Guangzhou of China showed that the method is more targeted and can achieve emergency management objectives more effectively when compared with traditional methods. Therefore, it can provide reference for the scientific decision-making of emergency management in urban rainstorm water-logging.
