The development of the digital economy is of special significance to the realization of the stable development of the macroeconomy. Based on the White Paper on Development of China’s Digital Economy and the actual situation of cities in Anhui Province, this study divides the index system of digital economy into three primary indexes, namely, digital industrialization, industrial digitization, and information infrastructure, and 20 secondary indexes. The percentage weight of each index is determined by the subjective evaluation method, and the index values of 16 cities in Anhui Province are calculated according to the efficacy coefficient method. Then, the mean value, standard deviation, variance, kurtosis, skewness, and other information of each index system are statistically analyzed, and the policy suggestions for the development of digital economy are given. This study fills the blank of the index system of digital economy in Anhui Province and has a certain role in promoting the development of digital economy in Anhui Province.

AbstractFluctuation evaluation is an important task in promoting the accommodation of photovoltaic (PV) power generation. This paper proposes an evaluation method to quantify the power fluctuation of PV plants. This consists of an index system and a ranking method based on the RankBoost algorithm. Eleven indices are devised and included in the index system to fully cover diverse fluctuation features. By handling missing and invalid data effectively, the ranking method fuses multiple indices automatically and provides a systematic and comprehensive comparison of power fluctuation. Simulation results based on power data from six PV plants indicate that the evaluation list obtained by the RankBoost ranking method is better represented and more comprehensive than that derived by the equal weight method.

Jet fuel supply chains are increasingly becoming agile. To build agile supply chains, jet fuel companies first need to have access to a large supply base and secondly need an efficient mechanism for supplier evaluation and selection. In this paper, we analysis the standard for evaluating jet fuel supplier and constructs an evaluation index system for jet fuel supplier evaluation in an agile supply chain. The index system consists of five primary indexes and fifteen secondary indexes. We also develop an evaluation method for jet fuel suppliers based on relational degree analysis and the method is demonstrated with an example.

In order to solve the problem that the subjectivity of traditional evaluation method and difficulty of testing correlation on comprehensive protective of protective engineering, this message establishes the index system model of comprehensive protective of protective engineering and input-output DEA model of two goals. Based on this, the input-output DEA model of two goals is used to evaluate the comprehensive protective of protective engineering. The example shows that the method in this passage makes effort to compare the DMUs effectively and select the best DMU.

Cloud barycenter evaluation method is applied to battle damage assessment for air base on basis of the establishment of the evaluation index system and damage level classification. The index system of battle damage assessment for air base is established and the application step of cloud barycenter evaluation method to air base damage evaluation is analyzed. The battle damage level of air base is achieved using weighted deflection degree which is used to demonstrate the deflection degree between battle damage and its perfect state. The correctness and validity of the proposed method is verified by the calculating result, which provide an efficient way for battle damage assessment.

With the development of network technology, information evaluation gradually began to be used in all walks of life. As an important part of information construction, water conservancy informatization has developed rapidly. In order to accurately evaluate the degree of water conservancy informatization construction, the index system of water conservancy project construction management informatization is established by analytic hierarchy process, and the evaluation model of water conservancy project construction management informatization is obtained by combining fuzzy evaluation method. The evaluation model is used to comprehensively evaluate the degree of water conservancy informatization construction in a certain area, and it is found that the degree of water conservancy informatization in this area is good, and the evaluation results are consistent with the actual situation in this area. The evaluation grade of each evaluation index in the index system is determined, and some suggestions are put forward to promote the balanced and stable development of water conservancy informatization in this area, so as to provide reference for the evaluation of water conservancy informatization in other areas.

Abstract To establish and improve the theoretical framework and operation mechanism of emergency information sharing, and to establish the index system and evaluation method of the efficiency of emergency information sharing are the key work to improve the disaster prevention and mitigation capacity of coastal cities in China. In this paper, the synergetic theory is introduced into the construction of emergency information sharing framework. By clarifying the operation relationship between the participants and the information transmission, the framework and operation mechanism of emergency information sharing are constructed. Around the 3 dimensions of emergency information sharing mechanism construction, resource guarantee ability and collaborative driving force of emergency information sharing, the evaluation index system of emergency information sharing collaborative efficiency in coastal cities is proposed, and the evaluation method of emergency information sharing collaborative efficiency based on coupling degree model is proposed. The empirical results show that the efficiency of emergency information sharing in coastal cities in China is generally on the rise, and the contribution rate of the construction level of emergency information sharing mechanism is higher than that of the resource guarantee ability and the collaborative driving force of emergency information sharing, but the efficiency of emergency information sharing in coastal cities in China is still at the bottom level. The research results provide theoretical basis and methods for the emergency management departments of coastal cities in China.

The evaluation and selection of a sustainable modular supplier is a strategic decision towards sustainability of manufacturing. However, few related studies have been conducted, particularly in the modular production field. In this paper, a fuzzy evaluation method is used to evaluate sustainable modular suppliers. Different from previous studies, in designing the index system of the fuzzy evaluation method, this study introduces an organizational identity perspective. What is more, an empirical study based on a formative model is conducted to design the index system. Both measures ensure the appropriateness of the index system. The stability of the fuzzy evaluation method is also discussed. By introducing a dispersion degree and discussing the different circumstances of subjective judgment errors, the stability analysis helps us to better understand the reliability of the results. Lastly, this study applies this method and the index system to a practical case. The results show that the fuzzy evaluation method is effective and can be used to evaluate sustainable modular suppliers.

With expansion of enrollment scale, many universities make a large-scale expansion of their campus in recent years, which has caused a series of ecological problems, such as excessive occupation of land, destruction of local ecological environment. It is necessary to provide ecological level assessment and guidance for this eco-campus construction. Based upon the present related research at home and abroad and according to the basic principles of ecology, we have given a clear definition of ecological campus after considering the functional requirements for university campus at first, and then build an ecological campus evaluation index system in which the landscape ecology and the ecological footprint theory have been combined and clear the scoring method of each index. The index system includes five aspects: campus environmental quality, pollutant emissions, resource allocation and utilization, humanity landscape and greening, environmental awareness and environmental education. Furthermore, the analytic hierarchy process (AHP) is applied to this system to obtain the relative combined weights of every index which has passed the combined verify of coherence. Then the multi-factor comprehensive evaluation method was adopted to calculate ecological level index of eco-campus. At the end of this paper the main campus of Jinan University has been taken as an example application analysis of the index system.

The index system of the E-commerce websites is qualitative, but almost all of them are lack of weights. This paper built a reasonable index system and used the decision-making method ANP to improve the traditional evaluation method. Theoretical foundations and application process of ANP were discussed; dependence and feedback among indices were analyzed. A case study was done by using the Super Decisions software, the result of which can be used for decision-makers.

In recent years, there have been concerns raised about construction industrialization inChina, which have initiated a wave of policy change in both governmental and industrialorganizations in order to change the mode of conventional construction. However, the currentdevelopment level of regional construction industrialization (RCI) in China has not beenwell-characterized. This study screened preliminary index systems in five dimensions: technical,economic, sustainable, enterprise development and development environment. Based on the datagathered from the questionnaire surveys and subsequently analyzed, twenty-two critical evaluationindicators were identified. Analytic Hierarchy Process (AHP) was then employed to determine theweighting of each indicator. The evaluation method of the development level was formulated on thebasis of the evaluation criteria. Jiangsu Province was used as an example in this study, with thedevelopment level of this province being comprehensively examined using a combination of theindex system and evaluation method. The results show that Jiangsu has a relatively high RCIdevelopment level. The data from analysis scores of five dimensions and twenty-two indicatorsshow that the index system is feasible, with evaluation results being consistent with actual practice.These findings provide a good practical reference for making decisions about how best to guide thedevelopment of RCI.
