The non-cognitive challenge to a liberal egalitarian education

Political liberalism, conceived of as a response to the diversity of conceptions of the good in multicultural societies, aims to put forward a proposal for how to organize political institutions that is acceptable to a wide range of citizens. It does so by remaining neutral between reasonable conceptions of the good while giving all citizens a fair opportunity to access the offices and positions which enable them to pursue their own conception of the good. Public educational institutions are at the center of the state’s attempt to foster both of these commitments. I argue that recent empirical research on the role that non-cognitive dispositions (such as assertiveness) play in enabling students to have access to two important primary goods – opportunities for higher education and desirable jobs – creates a distinctive challenge for a liberal egalitarian education in remaining neutral with respect to conceptions of the good while promoting equal opportunity.

In global knowledge economies, the relevance of higher education has been described as more important than ever as mediums for a wide range of cross border relationships and continuous flows of people, information, knowledge, technologies, products and financial capital. Moreover, in a context characterized by an increasing competition among university institutions, reputation is constantly used as a screening mechanism of service suppliers and it provides interesting benefits to educational stakeholders, such as faculty and students. In this sense, higher education ranking systems play a crucial role in classifying universities according to different criteria. Henceforth, in this paper (a) focuses on those educational institutions placed in the upper side of the hierarchy established by higher education institutions ranking systems to (b) investigate the influence of top university institutions’ research, teaching and internationalization on their level of corporate reputation. To address such aim, we take two datasets from Times Higher Education Supplement ranking as basis for our analyses, i.e., the world universities ranking and the reputation ranking. Results reveal that, while research and teaching positively influence top universities’ reputation, internationalization does not exert a significant direct influence. The most important characteristic feature of the current stage of development of higher education in Ukraine is integration processes that reflect, on the one hand, substantive and structural changes within the education system, and on the other hand, the processes of interaction between education and the production sphere. The priorities of state policy and the concept of innovative development in the field of education indicate the necessity to form a wide range of mechanisms for cooperation between business and educational institutions. In the educational standard of higher education in specialty it is noted that the future specialist must be ready for the following activities: production and technological activities, project activities, research activities, organizational and management activities. Specific types of professional activity, for which a specialist is mainly prepared, are determined by higher educational institutions in cooperation with students, teachers, and employers' associations. With such an essential range of requirements for future specialists, there is a need for qualitative changes in the content and organization of training. In modern social and economic conditions, the activities of higher education institutions that train specialists for the food industry are associated with solving a number of problems: the imperfection of the mechanisms of social partnership between educational institutions and employers; insufficient practical orientation in the training of qualified personnel for a particular enterprise; inconsistency of the educational and resource base of educational institutions. As a result of the search for effective forms of organizing of the educational process for solving the tasks set before education, the introduction of elements of dual education in the educational process seems to be expedient, promising, and of current interest

The article introduces a comprehensive study of distance learning in higher education during the pandemic. The authors analyzed the readiness of universities to implementing e-learning platforms. They focused on the legal and organizational aspects of digital environment. The authors studied relevant interviews given by heads of higher educational institutions in various media sources. The research objective was to develop and perform a formalized interview with full-time students of Russian universities. The study made it possible to identify a wide range of issues that affect the passage to distance learning, as well as to define the prospective directions and problem areas of the digital environment at universities as part of domestic digital economy. The scientific novelty of the research lies in the development of tasks for a successful transfer of universities to distance or blended learning.

Puropse. Participation in mountain tourism can be undertaken in various ways. A wide range of possibilities offered by mountain areas results in preferred forms of movement having changed over the years. Mountain tourism also depends on the season of the year, because weather conditions are conducive to skiing or cycling, climbing or hiking, strong stream currents associated with large rivers, allows for participation in canoeing or rafting. The geographical location of the West Pomeranian Voivodship is not a factor conducive to short-term trips to mountain towns, hence the attempt understand the interest in mountain tourism for those living there. The presented work attempts to find an answer to the question as to how the participation of the inhabitants of the West Pomeranian Voivodeship, in various forms of mountain tourism, has changed over the years? Two research hypotheses regarding the factors differentiating the decision to rest in the mountains were formulated. The research carried out among students of West Pomeranian schools, students of universities in Szczecin and adults, allowed for the comparison and analysis of preferences regarding the choice of forms of physical activity undertaken in mountain areas. Methods. In empirical research using a questionnaire, opinions were collected among 3,224 people of different ages living in large and small towns and in the villages of the West Pomeranian Voivodeship. Based on the analysis of documents, information on organising trips in advance was obtained. Findings. Research has shown that students are the most numerous group taking part in mountain tourism. A small percentage of respondents take family trips to the mountains. There was also a decreasing interest of West Pomeranian educational institutions in mountain areas as a place for organised travel. Research and conclusions limitations. Empirical research covered the residents of only one province. Practical implications. Diagnostic tests. The study of the influence of sociocultural dominants on value intentions formation in young generation of specialists (teachers) is important for identifying useful ideas that can be implemented to improve axiological situation in the country and the world in accordance with civilization challenges. The article highlights a wide range of theoretical achievements and presents results of empirical research, which confirms positive dynamics of value intentions development in students of pedagogical and art specialties. Generalized conclusions about development of this important phenomenon in the context of declining demand for value dominants, are confirmed by statistics. The study was based on axiological, socio-cultural, systemic and interdisciplinary research. The research field consisted of educational institutions in Kyiv (Ukraine), the sample was 356 respondents (students of the first bachelor’s level). The adequacy of the applied experimental tools (questionnaires, Pedagogical essays) is proved. The experimental work was conducted online using Google services. The results of the study show positive dynamics of the value intentions development and a significant correlation between students’ motivation to value-oriented activities and sustainability of this direction in the future. The importance of sociocultural determinants in the development of value intentions in students of pedagogical specialties based on sociocultural knowledge is proved.

This research article presents a typology of career trajectories for higher educational institutions’ teachers and examines their motives of a potential change in a career trajectory, their willingness to move to work in another university or leave the academic field. The motives for choosing a career path are systematized and ranked. There was carried out an empirical research using the method of semi-structured interviews with 108 professors and managerial staff representatives of Russian universities. The informants were selected according to gender, age, industry characteristics, their working experience in higher education and positions held.The results of the study identified three categories of workers: loyal to their organization (not meaning to change their working place and sphere of interests); dedicated to the profession (admitting a transfer to another university, but not planning to leave the academic field); and change-oriented (considering the possibility of choosing another job – outside the academic sector). The empirical research has shown that teachers with extensive work experience are most willing to change their current jobs.The originality of the study lies in developing a typology of career trajectories for teachers and in clarifying key motivations within the subgroups included in the typology presented, as well as in using a qualitative method for studying career trajectories in relation to scientific and pedagogical workers. A qualitative analysis of career strategies made it possible to analytically assess the informants’ opinions.The article is of interest to the higher education researchers involved in the process of personnel management and in training scientific and pedagogical workers. It will also be useful for heads of HR departments and for HEI vice-rectors dealing with personnel issues.

This chapter offers a final case study of landmark higher education policy development, analyzing the creation of Title IX. By departing from the redistributive policy design of the National Defense Education Act (NDEA) and the Higher Education Act (HEA) and employing a regulatory approach to expand access to higher educational institutions, lawmakers ventured beyond the precedent of promoting equal opportunity through financial aid. This analysis reveals an interesting shift in the intentionality of lawmakers when it came to expanding women’s access to college degrees. While the substantial benefits that women received from the NDEA and the HEA were byproducts of broader political forces that supported their inclusion as incidental and even accidental beneficiaries, Title IX was crafted with the explicit purpose of expanding women’s access to higher educational institutions.

This article addresses current questions about the importance of key/generic skills in higher education, based on a Meta-evaluation methodology. It is argued that key skills are a matter of debate among educators and other researchers in the neo- and post-Ford economy. The article also analyzes questions that relate to the rationality of key/generic skills, such as whether these skills are occupationally or professionally specific, whether they are professionally or organizationally specific, and how they can be transferred or taught in higher education. The authors’ findings reveal that, first, key skills are specific to particular social domains and, second, there are strategies in line with Bridges’s distinction of transferable and transferring skills that can be employed to transfer key skills. Also with regard to key/generic skills, the authors assert that there are ranges of preparatory work to be done in higher education or other educational institutions and that fluency can only be achieved through practice in specific contexts. The limitation of these findings is that there remains a high degree of indeterminacy because the “generic” elements that are taught in higher education must still be applied in a wide range of different contexts.
