The article is devoted to the development of higher education system in the interests of modernization of the country´s economy. The author considers the negative trends affecting the development of the national economy, in particular, unfavorable demographic situation, labour aging. The article shows a well-established model of the educational process, which cannot be used without change in these circumstances. The author presents the renovated model and technology of the learning process of higher education experts, which should be action-oriented and remain professional, and analyzes the necessary conditions for the implementation of the proposed model. An important feature of training in the intensive growth of the economy should be the cooperation of the teaching staff of educational institutions with technical staff, experts of enterprises and organizations - consumers of prepared graduates. Today employers´ requirements to future specialists are increasing. This makes it necessary to improve the quality of interaction between educational institutions and industrial organizations. The author recommends to extend the information communications of educational institutions with interacting companies and organizations, and offers some ways to improve the quality of training specialist through direct interaction with employers and changes in the system of relations between teacher and student.

The authors of the paper have developed and proposed the structure of the educational program service (hereinafter referred to as the “EPS”) during the transition of the educational process in 2019-2020 to a new level (training is currently taking place both offline and online). The use of this system implies an increase in labor protection for EPS employees, the quality of the educational process in educational institutions of higher education (hereinafter referred to as the “Educational organizations”), simplification of work for the teaching staff, which should be consolidated at the state level. The necessity of using this structure in educational institutions of higher education has been substantiated; the concepts and principles of EPS work have been proposed. The authors of the study propose to provide for this structure both at the federal and at the local levels, thereby carrying out labor and legal protection of EPS employees.

The article presents theoretically-methodological research conducted to characterize the process of academic mobility as an integral part of international educational landscape of the late XX – early XXI century, and at the same time as one of the forms of national policies of internationalization of higher education, which is in considerable demand when it comes to realization of effective professional activity in the globalized world of the late XX – early XXI century. This form ensures quality of educational services provided by national higher education institutions, ensures innovative character and attractiveness of national higher education for potential students (including foreign citizens). All this, in turn, strengthens the competitiveness of national educational institutions. The aspectual analysis of the mentioned processes allows to state that internationalization of national higher education involves any activity within the system (or institution) of higher education carried out with the involvement of foreign (intercultural) experience, which touches upon all subjects of educational process. International academic mobility provides for the possibility during the period of study to study one or more semesters in a higher education institution of another country, including disciplines (credits) and the period of study. Given the above, it is important to study the existing European and world standards of quality of academic mobility, developed and implemented to ensure the effective implementation of national policies of internationalization.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

Improving the quality of training military specialists at the command level is undoubtedly an urgent problem for law enforcement agencies and the state as a whole. This fact is directly related to the maintenance in a combat-ready state of military units deployed both in the territory of the Russian Federation and abroad. The article analyzes the views of domestic and foreign scientists on the problem of digitalization of education. Its goals, objectives, current state and prospects for further development are revealed. The ways of improving the quality of the organization of the educational process in terms of learning in a distance (digital) format are presented. The current state of integration of immersion technologies in higher education, including military education, is analyzed. A method of giving military education a practical orientation is presented, which consists in the use of immersive technologies. The main provisions of the immersive approach in military education are analyzed. Within the framework of this article, the ways of further development of immersive technologies in the military education system are presented. The parallel development directions of immersion technologies are highlighted: virtual reality (VR) and augmented reality (AR). The possibilities of using these technologies in the perspective of the development of military education are revealed. The necessity of re-profiling the role of the teaching staff of military educational institutions of higher education due to the further integration of immersion technologies into the training system of officers of the Russian army is proved.

The article analyzes possible directions of using the digital footprint in the higher education system of the Russian Federation. The author considers the phenomenon of a digital footprint as an array of information, large data (Big Data) left by subjects of the educational process (primarily students and teachers) in a global information network that can be analyzed, processed and used to improve the educational space and improve the quality of teaching. The main research methods are analysis, systematization and modelling. On their basis, the author identifies three promising areas of applying digital footprint technology in the educational context, which are interdependent: ensuring continuity and integration of educational levels; organization and management of the educational process; management of the educational system as a whole (education management).

The article presents the main directions of the transformation of the Polish higher education system to meet the growing needs of the national economy and the labor market. It is emphasized that the state reforms of higher education aimed at improving the quality of education and its orientation to the growing new society were carried out in line with the Bologna process. Characteristics of the most important principles for the creation of a single pan-European educational and scientific space are given. The process of creating state higher professional educational institutions, which have become an addition to universities and polytechnic institutions, has been considered, due to which the population’s access to free higher education has increased. The specific differences between the educational programs of Polish higher vocational schools and unified university programs are assessed. It is shown that, in accordance with the principles of building a unified European educational and scientific space in the country, unified university programs are divided into two- and then three-level cycles. Particular attention is paid to the functioning of the management systems of the process of improving the quality of higher education, presents an analysis of internal and external systems, as well as criteria for parametric evaluation of the quality of the learning process. The leading role of teaching staff in the formation of a quality culture of training is substantiated. The maxims of the teacher of the higher school are given. It is shown that the parametric assessment of the quality of teachers’ work contains both formal legal and thematic elements. Teachers of Polish universities are subject to parametric evaluation at least once every four years, the criteria and procedure for evaluation are defined in the charter of the training organization. Regardless of the official certification, each university teacher exercises self-evaluation with the help of a multi-criteria scale. It should be emphasized that the work of the university teacher on improving the quality of higher education is largely individual, and at the same time regulated by law, both national and EU. Legislation defines the rights, tasks and responsibilities of teachers and quality standards are defined in this area.

In recent years, the system of higher education has undergone significant changes affecting the most important spheres of university activities: management of the educational process, its organization, which significantly changes the attitudes, incentives, motives and value system of the academic staff. In a number of cases, as a result of reforming the management system there are created special conditions that affect the quality of educational services. The task of investigating the consequences of the ongoing reforms is being actualized in order to identify the main factors that restrain the growth of quality. To solve this problem there has been made comparative analysis of the quality of higher education in Russia and abroad. Significant reserves of its growth in Russia have been revealed. There had been proposed a classification based on the scope of action: factors that operate within the educational system, but are external to the higher education; factors that are external to the educational system as a whole; factors acting within the system of higher education. The most significant external factor for the educational system is the low innovative potential of the economy, underestimation of the quality of education by business, which determines the aim of the majority of students not to build up human capital, but to obtain a diploma with minimal expenses. The factors intrinsic to the educational system, but external to the higher education system, include the lack of interest and unpreparedness of school teachers for working with gifted students, which is primarily due to the use of the results of the General State Examination and Unified State Examination for evaluating their work . The main negative factor operating within the higher education system is the distortion of teachers' incentives, the increase of their opportunistic behavior caused by the transition to a new management system for higher education organizations.

Система высшего образования России по сравнению с ближайшими соседями демонстрирует высокий уровень моральной и технической отсталости учебного процесса. В России высшие учебные заведения используют устаревшие методы внедрения образовательной деятельности. Эффективность развития современного общества обеспечивается наличием высокого интеллектуального потенциала. Именно поэтому системе учебных заведений нужно уделить немалое внимание, а именно высшим учебным заведениям. Высшие учебные заведения решают важные вопросы по профессиональной подготовке специалистов, обеспечивают общество интеллектуальными ресурсами. Интеллектуализация жизни, в том числе и экономической, предопределяет потребность развития образования. Образование обеспечивает работающих в экономике информацией, знаниями, умениями, интеллектуальным капиталом, поэтому эффективность работы высших учебных заведений чрезвычайно важна и невозможна без достаточного уровня финансового обеспечения. В проекте Стратегии реформирования высшего образования до 2024 г. ключевым для администрирования финансового обеспечения национальной системы высшего образования России был определен вопрос оплаты подготовки соискателей высшего образования. The higher education system of Russia, in comparison with its closest neighbors, demonstrates a high level of moral and technical backwardness of the educational process. In Russia, higher education institutions use outdated methods of implementing educational activities. The effectiveness of the development of modern society is ensured by the presence of high intellectual potential. That is why a lot of attention should be paid to the system of educational institutions, namely higher educational institutions. Higher educational institutions solve important issues of professional training of specialists, provide society with intellectual resources. The intellectualization of life, including economic life, determines the need for the development of education. Education provides those working in the economy with information, knowledge, skills, and intellectual capital, so the efficiency of higher education institutions is extremely important and impossible without a sufficient level of financial support.

For the first time, the activity of the weaving vocational school in the village Digtyari (modern Chernihiv region) is analyzed. It was the leading educational institution of the middle level of vocational education of the Ukrainian SSR in the second half of the 1920s, in which the creators of traditional textiles studied. The students learned the skills of making carpets, embroidered shirts, and kerchiefs. On the basis of archival sources, the histories, educational process, composition of the teaching and student groups of the school during 1926-1929 are covered. Established in the fall of 1926, the institution was to train qualified master practitioners for the factory and handicraft arts industry, who had formed an artistic taste. The teaching staff initially consisted of local general education teachers and visiting instructors and teachers of special subjects (O. Reisfeld and M. Dyachenko). The institution was headed by uneducated communists Yu. Kozelev and S. Lutayenko. The students of the first set were mostly non-locals, orphans. But the second set already consisted mostly of children of local peasants and artisans. The school had a significant material base, which remained from the textile educational institutions that operated in Digtyary during the first quarter of the twentieth century. The main rooms were located on the right-wing of the main building of the palace complex of the Galagan estate. As a result of the study of the materials of the minutes of the meetings of the school council, the conflict situations that constantly arose between the managers and their supporters and visiting specialists and led to the departure of the latter from Digtyary were analyzed. The initial stage of the existence of the Digtyari weaving professional school, problems in relations between staff, and the originality of the contingent of the first set of students influenced the quality of their training. As it is clear from the available sources, during the first and the beginning of the second school year students worked both theoretically and practically, but due to lack of raw materials they could not produce a significant amount of full-fledged products. The school’s workshop worked on “factory” and, in part, “peasant” raw materials. At the end of the second year of study, students were already making work suitable for sale. The school operated in two directions. The visiting instructor, an experienced artist M. Dyachenko brought a new vision of teaching graphic literacy into the educational process. Weaving and embroidery instructors who either graduated from the textile schools previously existing in Digtyary (A. Reisfeld, V. Nikolskaya) or worked there for a long time (G. Tsybuleva) broadcast local traditions. During the years under study, about 100 students studying at the institution, and one graduation took place. Troubles in the personal relationship between teachers and school management and insufficient funding have affected the quality of education. But even in such conditions, students not only mastered special and general education subjects but also participated in exhibitions, made marketable products, engaged in research work. Curricula developed by M. Dyachenko and O. Reisfeld became a model for other craft educational institutions. And the textbook was written by O.
