Research of the Russian Labor Market and Peculiarities of Human Resources in the Period of Economic Restoration in a Pandemic

This article examines the current state, operating conditions and forecasts for the development of the Russian labor market after the coronavirus pandemic in 2020. The growth of the gross domestic product was revealed in July 2021, compared to July 2020. It was noted that the most important factor in the recovery and further development of economic activity in the first half of 2021 was the consumer demand of the population. General trends in the labor market are showing positive dynamics, and the process of increasing real wages has continued. The recovery processes brought workers' cash incomes closer to the indicators of 2019. It was noted that the development of the labor market in the near future will be based on the implementation in the Russian Federation of a state program called "Promotion of employment of the population", in addition, national projects have been developed: "Demography", "Small and medium-sized businesses and support for individual entrepreneurial initiative".

This article discusses the current state, operating conditions and forecasts for the development of the Russian labour market after the election of the President of the Russian Federation in 2018. It was revealed that at the end of the elections, the organizations resumed the necessary recruitment of personnel for key positions, without which the full-fl edged business development would be impossible. It is noted that applicants have ceased to pay much attention to the “white” design for work under the Labour Code. There was a process of reducing the increased demand for blockchain projects and blockchain specialists. Regarding wages, it was revealed that employers increased and indexed the wages of their employees, especially this trend can be traced in large cities of the Russian Federation. It is noted that the results of the reforms of the Government of the Russian Federation have led to an increase in the prestige of working professions and specialties. Trends in the development of the labor market in 2019, as well as over the next 5-10 years, are considered.

The article notes that the growing popularity of healthy lifestyles contributes to the increase in consumption of fruits and berries. At the same time, the analysis of the dynamics of the gardening industry for 2000-2018 shows that the problem of providing fresh fruits and berries to the population remains one of the most important. Based on actual data, linear and logarithmic models of time series of key industry indicators for the period 2010 – 2019 have been compiled. Calculations showed that in the Russian Federation as a whole the trend of reduction of sown areas of perennial fruit plantations will continue with growth of yield and gross fees. In this regard, the issues of distribution and introduction of gardens of intensive type are updated. An overview of the views of domestic scientists-gardeners on the concept of “intensive garden” is given. It has been established that the distribution of intensive gardens is possible only if there are favorable natural and climatic conditions and a developed scientific and production base of nursery management. The current state and problems of gardening in one of the leading regions – the Republic of Dagestan - are considered. A significant technological lag of region in the further development of intensive horticulture has been identified. Various directions of intensification process in horticulture as the main and necessary condition of growth of efficient and sustainable production are summarized.

The prospects and problems of using the Northern sea route for transportation of raw materials are examined. The author makes an attempt to study the current state of the Northern sea route as the most important transport corridor of the Arctic region, and analyzes the existing problems that reduce the economic efficiency of cargo transit along the NSR. The ways to improve the efficiency of transportation of raw materials along the Northern sea route are reviewed. The author assesses the importance of the Arctic region for the Russian Federation as a whole, as well as he points out the need for its development in the near future.

This article is dedicated to examination of the traditional structure of the Russian institute of mediation and its possible transformations in light of the provisions of the new draft law “On Settlement of the Disputes Trough Mediation in the Russian Federation". Based on the principle of historicism and systemic analysis, the authors consider the established structure of the Institute, and highlight the three stages in development: latent, euphoria and stagnation. It is assumed that such peculiarities of development are substantiated by its implementation “from the top”. The current state of the institute of mediation, despite the fact that it remains at the “initial” level of development, can be characterizes as a years-long stagnation. Therefore, the draft of the new Federal Law on Mediation, developed by the Ministry of Justice, which in case of enactment significantly changes the structure and functional concept of mediation, became the subject of intense discussion within the professional community, since the intended radical reform is planned to be implemented “from the top”, without consideration of the opinion of professional community and interested stakeholders. Having analyzed separate elements of the institute of mediation and changes therein, the authors came to the following conclusions. One of the three key reasons for the established situation in the area of mediation is the low level of professional qualifications of mediators; incompetence of mediators impedes conducting mass mediation and further development of the institute of mediation. The second reason consists in incompetence and disunity of the professional community of mediators, absence of an authoritative body nationwide. The third reason lies in discrepancy of the development of two vectors of mediation — traditional and academic as a special trend in reconstructive approach. The presented analysis allows reassessing the current state and potential of the Russian Institute of mediation, as well as forecasting further ways of its development.

Although the unemployment rate is traditionally used to diagnose the current state of the labor market, this indicator does not reflect the existence of asymmetries, mobility costs, and rigidities which impede labor to freely flow over the business cycle. Thus, to get a better portrait of the momentum, we construct the Labor Market Indicator (LMI) focusing on the cyclical similarities of eighteen time series from the Colombian household, industrial, and opinion surveys between 2001 and 2019. Our indicator summarizes the growth cycle of the labor market and its evolution is closely related to the output and unemployment GAP. This indicator is useful for policy analysis as it is useful to forecast headline inflation, it also complements the diagnosis of the current momentum of the labor market, the general economic activity, and the characterization of economic phases and turning points.

Aim. To study the current state of the epidemic status of co-infection of human immunodeficiency virus (HIV) and tuberculosis in penitentiary facilities and to predict its further development. Methods. The material for the study was the data of departmental forms of medical statistical reporting for the period from 2005 to 2018. Results. It has been established that the epidemic status of tuberculosis in the penitentiary system institutions is improving, reflected by a decrease in mortality rate over the study period by more than 90%. However, over the study period, the incidence of co-infection of HIV and tuberculosis in penitentiary institutions increased by 3.9 times, and the prevalence by more than 2.5 times. This trend is largely due to the growth of epidemiological indicators of HIV infection. This confirms the established fact that the proportion of HIV-infected people among people followed up with active tuberculosis increased by almost 10 times. Currently, more than one in three newly diagnosed patients with active tuberculosis is infected with HIV. Along with this, the proportion of cases with drug resistance is growing among bacillary patients with active tuberculosis. Conclusion. The increase in the number of people with co-infection with HIV and tuberculosis and drug-resistant forms of tuberculosis raises doubts on further favorable prognosis for the development of the epidemic situation on tuberculosis both in penitentiary institutions and in the Russian Federation as a whole: an epidemic potential is emerging for an even more complex problem HIV-associated tuberculosis with drug resistance.

In the context of the widespread introduction of a tax on the self-employed in Russia, there is a need for a conceptual understanding of its role in the economic activity of citizens and the development of regions. In this regard, the article considers the results of its introduction in 2019 and the prospects for further development up to 2029. The article reviews the main aspects of the functioning of the new tax regime in relation to the professional income of the self-employed population in the Russian Federation, which were introduced by Federal Law No. 422-FZ dated on November 27, 2018 in a number of regions of the country. The paper explains the main characteristics of the tax and the procedure for its application. The study summarizes preliminary results of the functioning of the new special tax regime under the experimental conditions.

The object of research – staffing, labor market trends and employment in enterprises by type of activity «Transport, warehousing, postal and courier activities». The purpose of the work – 1) to investigate 93 the indicators of wages and labor movement in domestic enterprises by type of economic activity «Transport, warehousing, postal and courier activities»; 2) compare labor market indicators with those of the European Union. The research method is monographic and statistical. The article is devoted to the study of trends in the staffing of domestic enterprises by type of economic activity «Transport, warehousing, postal and courier activities», including by sectors: land transport, water transport, air transport, warehousing and ancillary activities in the field of transport, sweating and courier activities. An international comparison of wage indicators in these sectors of economic activity «Transport, warehousing, postal and courier activities». The results of the study show that the main trends in the labor market by type of economic activity «Transport, warehousing, postal and courier activities» are unequal pay in the sectors of economic activity; high staff turnover; growing demand for skilled workers; uncompetitive level of wages compared to the countries of the European Union; the possibility of free movement of labor to EU countries. This situation complicates the work of domestic enterprises and negatively affects their efficiency. Further areas of research are to study the dependence of the efficiency of enterprises of the activity «Transport, warehousing, postal and courier activities» on the general economic and social factors that have formed in Ukraine; development of proposals for the formation of state personnel policy in the field of transport.
