Relevance. Modern society has global transformations; as a result, the level characteristics of its system development are changing, new opportunities and new situations to implement a self-organizing system to solve problems of self-government appear. Thus, there is the need to organize the multiplicity of interactions in the new environment, including education. The success of the development mechanisms, organizing innovative activities in the educational systems of different levels is largely determined by the active development of interaction network forms and interaction effective management. The article is devoted to development of theoretical ideas about the processes of network interaction in education to justify and describe the principles of modern scientific-educational network on the basis of system-synergetic approach. A leading approach to study this problem can be considered as system-synergetic which allows studying network interaction within the scientific and educational network as a holistic entity consisting of interrelated elements, structured and complex. The results of the study showed that described principles of effective networking and the conditions of scientific and educational networks development allow you to combine and re-combine the accumulated actors of this knowledge and practical experience interaction, turning them into the means of its innovative activities. The article can be useful to heads of educational institutions of different levels, as well as researchers of innovative processes development problems in education.

Distance education has become an integral part of the educational system around the world. Official statistics on distance education, confirm a steady increase in the number of participants in distance learning and courses. The range of courses offered by more than 200 distance learning institutions, including about 1500 courses, of which about 75% – vocational and about 25% – general education. For the most part, this method of training is offered mainly by private institutes.The success of distance learning can be explained against the backdrop of changing conditions in economics, technology, and society. By the era of industrial society, the educational ideal of modern society was oriented to the classical educational systems for that time, which originated in antiquity. In many countries, traditional social norms have changed over the past 20 years.One authoritative researcher in the field of distance education noted that technology as a service delivery system has played an important role in the development of distance education and research. Over the past two decades, there has been an increase in the number of educational institutions that offer a service such as distance learning. There has also been an increase in the number of students receiving distance education not only in our country, but also in educational institutions around the world.Despite the fact that there have been extensive studies of open distance learning, there is no consensus on the indisputable benefit or inadmissibility of distance learning in higher education. Identification and study of problematic issues in the field of distance education implementation remains very relevant today.In this article we want to consider some problematic issues of distance learning in higher education, which is considered today the most favorable for the study and implementation of the model of exclusively online learning.

The article discusses the methodology of work on the project of the “Revival of traditions of family reading in the modern spiritual education of children and youth” innovative platform, organized in the Arzamas branch of the SUNN. The project is a cumulative phenomenon that synthesizes the scientific and methodological experience of leading teachers, psychologists, and organizers of children’s reading, research scientists of children’s literature. The project involves scientists, teachers of educational institutions of different levels, students, children of different ages, and their parents in a wide joint creative activity. Particular attention in the development of this practice-oriented innovative project is paid to the activities of the student initiative group and its pedagogical effect. The educational strategy of the project contributes to the development of constructive critical thinking and is aimed at developing a wide range of professional competencies among students participating in the project: professional and pedagogical, communicative, general cultural, and informational. The article pays particular attention to the description of the complex of educational products and forms of methodological assistance to teachers and parents. In the process of implementing this project, the urgent needs of teachers and families participating in the project are met. Those include the acquisition of methodological experience in working with parents and children to popularize children’s literature and family reading; practical experience of working with a children’s book in a family circle; the acquisition of artistic reading and recitation skills by the project participants; the generalization and systematization of scientific and methodological experience in the field of children’s literature and family reading; family and creative literary communication; the introduction to the literary study of local lore. Literary and ethical-artistic questions are brought to spectators through theatrical communication.

The paper addresses the issues of changing the structure and content of the system of higher education in response to requests coming from the state and society. As it is argued, one of the most effective management tools for universities is networking. In practice this means that educational institutions should cooperate in order to find solutions to common tasks and goals and draw on various resources (i.e. material, informational and technological, scientific etc.) making them available to all participants. The paper highlights the contradiction between the future specialists’ need for innovational technologies and the impossibility to fulfill it in the rapidly changing settings of the modern society.

In the new model of education, the training is diverse and variable, focused on new educational results. This requires the development of corporate processes and stimulates the expansion of cooperation of open educational systems in the conditions of network interaction. The paper presents approaches to determining the content and conditions of a new direction of development of network interaction of educational organizations in the form of scientific and educational networks. It is shown that the main purpose of the research in the conditions of the scientific and educational network is to identify new knowledge about pedagogical processes in specific organizations – participants of interaction, their distinctive features, objective natural connections between pedagogical processes and phenomena.

Contemporary educational processes have to be in tune with the increasing global tendencies. All the world countries strive to unite under the umbrella term “global village”, which implies interconnected and almost unified political, economic, cultural, juridical and even educational spheres of life.  Special grave challenges are faced by contemporary post-Soviet countries. They have to undergo the post-communist era, to struggle for the survival via radical correctional policy and to interweave globally oriented as well as capitalistically oriented strategies. The greatest challenge is posed to the educational sphere. Many post-Soviet higher educational institutions strive to join the European Higher Education Area. The given institutions try to interflow for the genuine overcoming of the existed “insurmountable” barriers. They consolidate collaboration and cooperation on different research and educational programs. Many newly-created joint projects appear and “play a key role in creating the rightful architecture of modern society. A central point in this process is the enquiry to identify… most urgent problems in national educational systems”(Pourtskhvanidze, 2016), to determine the strategies of functioning in multilingual society and to create a universal educational model of post-communist area via finding a balance between national and worldly. The given paper presents innovative university projects, which belong to two different worlds: the highly developed capitalistic world (Italian international project “Linguaggi e attività Produttive”) and post-Soviet “capitalistically-directed” space (Georgian-Ukrainian “DIMTEGU”). “Linguaggi e attività Produttive” and “DIMTEGU” have different nature and individual ways of development. However, both of them present innovative mechanisms of the preservation of multiculturalism and plurilingualism. The promotion of multiculturalism, facilitation of the preservation of plurilingualism, introduction of multilingual teacher education, development of appropriate curricula and teaching materials, suggestion of the fruitful ways of the adaptation to the global challenges  – these are the major issues of our paper and crucial problems of today’s educational world.

The article is devoted to the problem of lack of theoretical, methodological and technological bases of projecting the process of formation servant’s personality who will be working in a state establishment. This process is considered in higher pedagogical and military educational institutions. The list of upbringing members in this institutions is defined (they are the members of a university administration, a dean’s office, the course officers (in military educational establishments), the lecturers, and also students or cadets as persons who are doing self-upbringing). Features of implementation their individual functions are described. Motivation aspects of the object of educational work are discussed in detail. The features of motivational activity in structural units “a university administration – a dean’s office”, “a dean’s office – the course officers”, “the course officers – the cadets” (in military educational establishments), “a dean’s office – the lecturers”, “the lecturers – students or cadets” are particularized. Realization of projecting function on the different levels of the educational system (the creation of provisions for educational work, its concepts, programs, plans and the like that) is investigated. Differences in realization of organizational function of members of upbringing process in the both types of higher education institutions are defined. Distinctive feature regarding staff resource in the two types of educational establishment (the lecturers of pedagogical educational institutions have pedagogical education however the biggest part of their military colleagues does not have it) was emphasized. Attention on the general lines of realization diagnostic (studying conditions of upbringing activity in an institution (a subdivision), readiness to execute it by members of upbringing system, and degree of formation in students (cadets) the personality of a state establishment servicer), prognostic (imagining the expecting result of realization certain upbringing actions, programs, plans, and conception of upbringing work), stimulating (using the encouragement methods to subordinates (who are subjects of upbringing work), students and cadets) and control (realization control actions which are focused on execution the plans and programs of upbringing work) functions is concentrated. The research results will contribute to the construction of educational systems in higher school, which will be oriented to state needs in preparation the pedagogical or military specialist.

The article discusses the effectiveness of creating a network site as a mechanism to ensure the quality of training, allowing to introduce innovative and practical activities in the educational process, developing the scientific potential of educational institutions, both in secondary vocational education and in institutions of higher professional education.The purpose of the study is aimed at practical training both at the stage of training highly qualified specialists in secondary vocational schools (SVS) and higher education (VO), including through networking.The authors, on the basis of their practical experience, propose to consider the creation of a network site based on educational institutions as a project oriented towards obtaining professions and specialties demanded by the construction industry with the aim of introducing an inventive, creative idea into the process of theoretical and practical training, as well as successful socialization of the younger generation.When performing this work, analysis methods, design method and practice method were used.The main material of the article is the School-College-University-Enterprise network interaction model, which allows educational institutions not only to survive, but also to develop dynamically, flexibly adapting to modern changes in the labor market conditions, the requirements of scientific and technological progress and the state economy. For this purpose, regional network sites are being created on the basis of educational institutions not only for practical training, but also for holding the WorldSkills Russia regional championship. To form a network site, educational institutions should establish business cooperation with potential employer partners, with schools in the city of Penza and the Penza region. The creation of network centers in educational organizations is a social innovation and becomes one of the priorities in the field of modern education.The distance education system in the form of an electronic educational environment, introduced at the Penza State University of Architecture and Construction, enables full-time and part-time students to independently study the necessary part of the material and also remotely (in the form of tests or online dialogue) to carry out self-certification and certification for the disciplines studied . Graduates with a secondary vocational education and enrolled in a higher education institution have an insignificant, but already practical work experience in their specialty, and a certain knowledge base. Interactive capabilities of the electronic educational environment of the university make it possible to obtain the necessary information at a convenient time and in any place (on the construction site during free time from work, etc.) and return to the training material several times. The rich experience of university professors allowed developing the necessary documentation in all areas of training, taking into account the results of scientific research and practical experience.According to the results of the research, the article presents data that allows teachers and students to carry out (during the training and work experience) and improve the graduate’s professional activities, expand the field of knowledge, and also shape the innovative potential of educational institutions. As part of the program to create a regional network site, work is underway to develop and implement mechanisms for the state order for personnel training, to expand the forms and methods that encourage students to achieve high results. In conclusion, it can be noted that network interaction allows to overcome the closeness of institutions of different levels, to carry out cooperation on the rights of partnership, to build strong and effective communication in the preparation of highly qualified specialists.

Nowadays, bioecological characteristics of species are the basis for flora and vegetation studying on the different levels. Bioecological characteristics of species is required in process of flora studying on the different levels such as biotopes or phytocenoses, floras of particular areas (floras of ecologically homogeneous habitats), and floras of certain territories. Ramensky scale is the one of first detailed ecological scales on plant species ordination in relation to various environmental factors; it developed in 1938 (Ramensky, 1971). A little later (1941), Pogrebnyak’s scale of forest stands was proposed. Ellenberg’s system developed in 1950 (Ellenberg, 1979) and Tsyganov’s system (Tsyganov, 1975) are best known as the systems of ecological scales on vascular plant species; these systems represent of habitat detection by ecotopic ecomorphs of plant species (phytoindication). Basically, the system proposed by Alexander Lyutsianovich Belgard was the one of first system of plant species that identiified ectomorphs in relation to environmental factors. As early as 1950, Belgard developed the tabulated system of ecomorphs using the Latin ecomorphs abbreviation; he also used the terminology proposed in the late 19th century by Dekandol (1956) and Warming (1903), as well as terminology of other authors. The article analyzes the features of Belgard’s system of ecomorphs on vascular plants. It has certain significance and advantages over other systems of ecomorphs. The use of abbreviated Latin names of ecomorphs in tabular form enables the use shortened form of ones. In the working scheme of Belgard’s system of ecomorphs relation of species to environmental factors are represented in the abbreviated Latin alphabetic version (Belgard, 1950). Combined into table, the ecomorphic analysis of plant species within association (ecological certification of species), biotope or area site (water area) gives an explicit pattern on ecological structure of flora within surveyed community, biotope or landscape, and on environmental conditions. Development and application by Belgrard the cenomorphs as «species’ adaptation to phytocenosis as a whole» were completely new in the development of systems of ecomorphs and, in this connection, different coenomorphs were distinguished. Like any concept, the system of ecomorphs by Belgard has the possibility and necessity to be developed and added. Long-time researches and analysis of literature sources allow to propose a new coenomorph in the context of Belgard’s system of ecomorphs development: silvomargoant (species of forest margin, from the Latin words margo – edge, boundary (Dvoretsky, 1976), margo – margin, ad margins silvarum – along the deciduous forest margins). As an example of ecomorphic characterization of species according to the system of ecomorphs by Belgard (when the abbreviated Latin ecomorph names are used in tabular form and the proposed cenomorph is used), it was given the part of the table on vascular plants ecomorphs in the National Nature Park «Orelsky» (Baranovsky et al). The Belgard’s system of ecomorphs is particularly convenient and can be successfully applied to data processing in the ecological analysis of the flora on wide areas with significant species richness, and the proposed ecomorph will be another necessary element in the Belgard’s system of ecomorphs.

Measures adopted by educational systems to improve and adapt the educational response of pupils with disability or diversity conditions arising from their personal and social conditions, have enabled them to gain tenure throughout the various stages of education. Educational institutions have been progressively adapting and responding to the educational needs of students who start university, and this fact highlights the lack of inclusive culture in university institutions. The lack of training of university teachers in the educational response to the needs of students with disabilities is evidenced by the high dropout rates of this group and in successive complaints of teachers who do not have the skills or tools to cope with this situation successfully. The review of a set of 75 programs developed by different Spanish universities to meet the needs of these students shows an insufficient institutional and administrative response while reflecting the lack of unity of jointly developed criteria.

Sensor-based digital systems for Instrumentation and Control (I&C) of nuclear reactors are quite complex in terms of architecture and functionalities. A high-level framework is highly required to pre-evaluate the system’s performance, check the consistency between different levels of abstraction and address the concerns of various stakeholders. In this work, we integrate the development process of I&C systems and the involvement of stakeholders within a model-driven methodology. The proposed approach introduces a new architectural framework that defines various concepts, allowing system implementations and encompassing different development phases, all actors, and system concerns. In addition, we define a new I&C Modeling Language (ICML) and a set of methodological rules needed to build different architectural framework views. To illustrate this methodology, we extend the specific use of an open-source system engineering tool, named Eclipse Papyrus, to carry out many automation and verification steps at different levels of abstraction. The architectural framework modeling capabilities will be validated using a realistic use case system for the protection of nuclear reactors. The proposed framework is able to reduce the overall system development cost by improving links between different specification tasks and providing a high abstraction level of system components.
