This paper describes the paradiplomacy of the Jember Regency. This paper shows that the Jember Regency’s paradiplomacy through city diplomacy can act as an actor who can cooperate with countries such as Japan and Canada in various fields in order to be a safe and comfortable regency. In doing so, the local government seeks to create international connections through sister cities and smart cities. This effort is a strategy to enter the digital era, which demands more innovative and creative regions. Jember Regency uses a conservative type of paradiplomacy which in line with the Ministry of Foreign Affairs as the foreign relations coordinator. Thus, the relationship built is in the form of a joint coordinator formula and parallel harmony between the capital city and the local government. In addition, educational cooperation was conducted by the University of Jember as a form of soft power to introduce many foreigners’ artistic identity, values, and local culture.

Swift global transformations in international relations; the emergence of new communications that provide instant dissemination and transfer of information; increase number of international actors - all above mentioned put on the agenda further search for more effective forms and mechanisms for coordinating activities of public authorities in foreign relations for both Ukraine as well as any other country. Research of the regulatory legal mechanism of coordination of the activities of public authorities of Ukraine in foreign relations shows that Ukraine belongs to a group of countries with a "rigid" form of coordination, that is characterized by stringently regulated sphere of foreign relations, broad powers conferred on the center of coordination as well as the mandatory accountability of all authorities to this center. It was also found that the vast majority of regulations are a post factum reaction to certain violations made by the authorities whose international activity was not agreed with the Ministry of Foreign Affairs and caused negative consequences for Ukraine's image on the international arena. The above indicates that the current level of coordination of activity of state authorities of Ukraine in the sphere of foreign relations is characterized (by a scale developed by Professor of the University of Lausanne Dietmar Brown) as "negative" administrative coordination.

AbstractScholars have debated the meaning of the foreign-relations clauses in the U.S. Constitution. This essay attempts to outline the foreign-relations clauses that an ideal constitution should have. A liberal constitution must enable the government to implement a morally defensible foreign policy. The first priority is the defense of liberty. The constitution must allow the government to effectively defend persons, territory, and liberal institutions themselves. The liberal government should also contribute to the advancement of global freedom, subject to a number of conditions, especially cost. The essay recommends improved methods to incorporate treaties and customary international law into the constitutional structure. Treaties should be approved by the whole legislature and should generally be self-executing. Customary law should be genuine, not fake, and consistent with liberal principles. Finally, based on economic theory and evidence, the essay recommends that liberal constitutions prohibit the government from erecting trade barriers. It concludes by tentatively proposing concrete constitutional language to implement these recommendations.

Abstract Global climate change is one of the main threats facing humanity and the impacts on natural systems as well as humans are expected to be severe. People can take action against these threats through two approaches: mitigation and adaptation. However, mitigations and adaptations are contingent on the level of motivation and awareness, as well as socio-economic and environmental conditions. This study examined personal perception and motivation to mitigate and adapt to climate change among the university students in the capital city of Pakistan. We divided the respondents into social sciences, applied sciences and natural sciences, using logistic regression analysis. The results indicated that students who perceive severity, benefits from preparation, and have more information about climate change were 1.57, 4.98 and 1.63 times more likely to take mitigation and 1.47, 1.14 and 1.17 times more likely to take adaptation measures, respectively. Students who perceived self-efficacy, obstacles to protect from the negative consequences of climate change and who belonged to affluent families were more likely to take mitigation measures and less likely to take adaptation strategies. However, mitigation and adaptation were unaffected by age, gender and study discipline.

The Department of History, Faculty of Cultural Sciences, the University of Gadjah Mada in 2015 made a milestone in the development of historiography in Indonesia. They made a bold move to produce a scholar with a documentary film work instead of a thesis. In the future, it is not impossible that this step will soon be followed by other universities in Indonesia. This paper was written in response to these developments. In this digital era-and in the midst of still low interest in reading in Indonesia-emerged the discourse to seek new media for historiography in Indonesia. The film, especially documentary films are seen as new media that match the characteristics of history because of they both present real-life reality. Moreover, Indonesia with the diversity of tribes and culture and history, of course, save a variety of themes that will not run out to be appointed a documentary. Based on that, this paper will discuss the types, forms, and format of the documentary that is suitable and possible to be produced by history students as a substitute for thesis-considering the cost of film production tends to be higher than thesis research. In this article, the author attempts to determine the strategic directions of Romania’s foreign policy. Significant geopolitical events in Europe expose the need to clarify the priorities of the policy pursued by the country. Historically in foreign relations Romania has employed diplomatic strategies that allowed it, according to historians, to «anoeuvre» between the centres of power on the international arena. However, in the early 2000’s a departure from this tradition has become apparent, especially during the administration of Traian Basescu (2004–2014), which also coincided with the country’s joining NATO in 2004 and EU in 2007. After the collapse of the socialist bloc Romania set its priorities, firstly, in the direction of joining both NATO and EU and later bringing the country in accordance with their norms and standards was put high on the agenda. Having become a member of the Alliance and an EU-state, Romania has been determining its foreign policy from the point of view of synchronizing its strategic goals with those of NATO and EU. Along with this, the strategic partnership with the US and the attached to it significant importance for Romania dictate the one-sided political approach deprived of the traditional manoeuvre capability in foreign affairs. This is also proven by the fact that despite the declared and established privileged relations with a number of countries, the level of their “strategic” execution is very low in reality. That being said, the direction of the relations between Romania and the Russian Federation, whose views on many regional and international issues differ, are likely to be greatly influenced by the state of the Russia-West affairs. Having analyzed the historic and current aspects of Romania’s foreign policy, the author determines the preservation of the euroatlanticism course as the main direction of the development of the foreign policy of Romania.

AbstractAccepting that Taiwan has accumulated “soft power” since the introduction of democratic reforms in the late 1980s, this paper assesses Taiwan's external communications during Ma Ying-jeou's presidency and how its soft power resources have been exercised. Demonstrating the strategic turn from political warfare to public and cultural diplomacy, the paper begins with the premise that the priority must be to increase familiarity with Taiwan among foreign publics. It then argues that any assessment of external communications in the Ma administration must consider the impact of two key decisions: first, the dissolution of the Government Information Office and the transfer of its responsibilities for international communications to the Ministry of Foreign Affairs and a new Ministry of Culture, and second, the priority given to cultural themes in Taiwan's external communications.
